How about setting a max bid cap (suppose at 1B) and simply have the system supply the item if you care to bid the cap?
This would flush inf out of the system from the top.
I have some meager thought behind this idea... will share if there's interest. -
Since you're leveling, it's not so much a question of what to skip, as what is priority. I'd rate the Electric Armor powers in this order.
-- strong defenses
Charged Armor
Energize
Static Shield
Conductive Shield
-- offensive
Power Sink
Lightning Field
Lightning Reflexes
-- weak defenses
Grounded
-- situational
Power Surge
During early levels on my Elec tank, I took both res shields and grounded right away. While this gave me early capped Energy res, most enemies doing Energy damge do energy/smash... making the result much less impressive. The second shield was an endurance waste most of the time. So - I don't recommend doing what I did.
You want Lightning Field but only when you have the endurance to support it. Taunt will do in the meantime. -
Can't get through level 20?
The cure to your illness is WillPower with QuickRecovery at 12.
There aren't a lot of AOE options before 20.
Fire at 2
Electric at 2
Dark at 2
DualBlades at 16
Energy Melee at 16
Personally, I recommend WillPower/DarkMelee. -

When I'm playing my FF defender:
if I bubble a team-member and then I rebubble before the four minutes is up, the bubble icon vanishes (on the team view, click the right arrow to show team-mate buffs) when the first bubble expires, even though the second bubble is in effect. If I continue to maintain the bubble (buffing before 4 minutes is up), the icon will never appear.
In order to get the icon to re-appear, I have to wait for the bubble to fully drop and then apply a new bubble (which gets an icon).
Note: the 3d graphics and the defensive bonuses are working, this problem only affects the icon in the team buff view.
