Umm - I can't attest to the magnitude of the problem, not knowing what "18 months of data" means in the context of CoH. But I have the impression that it is a large amount, and that it is a 'hard' (from a CS perspective) nut to crack.
However - the data is out there (don't you have it archived?) - so, couldn't these badges be issued retroactively, at some point in the future, if you provided:
a) the raw data (even if measured in terabytes), and
b) a challenge to the Computer-Science community at-large? Like: MIT, IBM , or heck, even Slashdot?
I mean, heck, explain that you have the raw data in hand, and that you have a bunch of people left out in the cold, and that you have a problem you don't currently have the capability/capacity to deal with, and have the humility to at least ask for a little help before dumping folks by the wayside, OK?

Looking at this again (by the light of day) - in retrospect my response was a little harsh. I'm not usually quite so snarky... but the frustration with this 'death by a thousand cuts' scenario we seem to be going through lately (compounded by some indignation over what poor Cuppa has to go through each time) just got to me.
Ah, well - I'm sure you folks are doing what you can with what you have - at least this time there's been some Dev response in this thread (twice!) - thanks for that

I've only attempted two Hamidon raids.. they were, for me, essentially unplayable (footnote: I have a very ballsy workstation-class dual-CPU PC, Tons-O-RAM and broadband, tyvm - I just regard single-digit frames-per-second display and tens-of-seconds keyboard response as unplayable - call me old and crotchety) - the whole thing, bottom line, for me was Just Not Fun (tm) - so...
If Hami-Os turn out to be a) a stealth gank-factor of significant impact either in Arena and/or PvP (even when auto-exemplar'ing is taken into account), and b) only attainable from the (again, for me) lag-fest encounter that is Hamidon, then I fear that my personal frustration with the prospect of repeatedly participating (just for the sake of achieving parity) will outweigh the potential of fun in PvP... and that shall make me sad, as I was really looking forward to Arena/CoV to refresh my interest in CoH.
Personally, I'm holding off any final judgement until after PvP (Arena) hits Live, and I've had the chance to dabble a bit... but that's where I stand at the moment. Also - even if I _could_ finish a Hamidon raid, I'm not sure I'd be able to maintain my enthusiasm past two or three of them... but that's just me.
Just a datapoint - take it for what it's worth.
(Note: I have great respect for the many folks who have devoted so much time, and (albeit virtual) blood/sweat/tears to contributing to the collective knowledge/techniques that now allow Hamidon to be taken down with some assurance of success... but I personally feel that the big-H should be decoupled from meaningful participation in PvP/CoH - just my point of view).

Absolutely! BSCS and 25+ years industry experience here - and every time I play CoH I just shake my head with amazement that the whole thing just hangs together so well (perfect? no, of course not - human-real-time, [hot] scalable, distributed systems development is hard).
Anyhow, get the BS, a few years experience and a few hundred thousand lines of code under your belt, then tell us again how the devs have such a handle on things that they can not only put out CoH, but do it in such a way as to have the cycles left over to be as manipulative as you describe...
In the meantime, we'll be playing CoH
