First, to date no "flagged" system that has ever been implemented worked well.
Second, the exploits associated with flagging in most of the implementations results in much more acrimony and problems for casual players interested in trying PvP.
Third, PvP'ers are no nicer or meaner than any other segment of the gaming population but they are more unavoidable if you go into a PvP zone.
Fourth, your experience of how the zones are populated or not is far from representative. Many/most PvP'ers (which were reasonably dispersed) have migrated to one of a couple servers. This has caused the zones on servers other than Freedom and Virtue to greatly drop in activity while on those servers (and to a degree Infinity) there is more PvP activity. -
Despite the OP getting somethings right, the basic premise that the PvP population has been "falling for years" is incorrect. Despite all of the flaws, most of which the OP accurately depicted, the PvP population has grown steadily from when I started until now. The real challenge that I "think" drives the design team nuts is that it should have grown much faster. PvP is a huge part of the MMO market and CoX significantly lags behind in that regard.
*Note* This ignores the statistical "bump" that was CoV's release and fall off a few months later. My comments are based on activity levels on Test and on Freedom. -
To each his own, but I can't think of a way that a decently built melee that was built for that purpose would ever be in danger. It's like using bumper cars to duel to the death.

First, what do you consider a "melee" toon?
Brute, Scrapper, Tank, and Stalker match the classical definition, but perhaps not yours.
Second, who cares if you have a character that can, in SC only apparently, compete with other melee characters? Two melee's pounding on each in this game isn't a test of builds (much less skill), its a test of patience if neither player isn't an idiot. -

I hate to to bust you're bubble, but a significant percentage of the information in Whois is wrong some of that is because people don't know to update it but more is because the domain owner wants it to be wrong. We have spam laws in the US, but none of them would cover unsolicited email inside a private system. In addition the only real federal law is the infamous CAN-SPAM act which is almost useless in fighting normal spam and couldn't be applied here.
My department handles thousands of spam complaints each year and I truly wish there was good legislation but there isn't.

Assuming for a moment this is real and you truly want to "prove" how good DB is for PvP why don't you see if you can get in on the dueling ladder.
That would demonstrate beyond question how good DB is (or isn't) against some of the best duelers on some of the best dueling builds. -

BTW, if you don't realize what the prevailing thought on caging in the PvE community is why don't you go gather some data, perhaps some self education will make your arguments (or your reasons for arguing) a bit more logical. -

A good Sonic can keep a target perma-caged (or nearly perma) and contribute debuffs and damage.

Here's a gameplay negative impact- I'll use a quick example. Ex- A sonic is trying to get a nuke in WB, hes attacked by em/invun brute, he's not interested in dying and losing his codes, so he cages the brute, now instead of being able to ward off brute with cages when he attacks, suppression kicks in and hes dead after an ET and TF. Theirs a negative impact you just reduced the surviviability of these powersets. Thats just one of the many examples, which can come up on live pvp. Would it affect me personally, no cause lol at zones but it would affect more people than the 10-15 whiners in this thread.

First, the cage duration on the first cage is more than long enough to effect an escape. If you needed to chain cage your opponent you've already done something significantly wrong or you're being attacked by more than one player. Second, your attempt to trivialize the issue with wording like "10-15 whiners in this thread" greatly lowers the value of any legitimate argument you might make. How many people who aren't arena PvP'ers even take the cages? Most PvE'ers think view them somewhere between useless and situational.
If you want to raise issues then do so without attempting to insult people, if you want to insult people and waste time (which is what it looks like to me) then go [censored] yourself. -

Like I said earlier why should a power be changed when it is only being complained about by a small group of high end arena test SGs? It's not abused in zones, its not abused in small team arena pvp because there are counters namely (slows and to hit debuffs), I haven't seen it abused in 8 vs 8 arena pvp matches on live either.

To be blunt you're not in the right matches if you haven't seen it on live. One reason why the balance team should _always_ pay attention to high end PvP'ers is that they are the most likely to discover problems that can (and often have) drift down into the rest of the game. Another, and this one really bugs me about your post, is that even if we assume your description accurately represented how caging works in 99% of PvP then I'd still want this looked at because most of the suggestions would have zero negative impact. If your PvP experience doesn't include chain caging then almost none of these changes would impact you in the slightest.
One thing that really bothers me is when people, who claim not to be affected by a problem, bring up the waste of time argument when the solutions wouldn't negatively impact them. Are my problems not worth a developer's attention?

Just an FYI, perma-caging in the zones rarely happens and isn't really a problem. Caging in arena matches is an issue and that's where this discussion comes from.
