I have an Elec/ Ice blaster at level 11 and I am thinking what powers are best to go for?

I have currently:

Primary:
Electric Bolt
Charged Bolt
Short Circiut

Secondary:
Chilbain
Ice Sword
Chilling Embrace

and any ideas on the most effective enhancements would be great.
