He didn't say "Yes", he said "Maybe".

Still though, it makes sense. They allmost have to do it once the turncoat missions are in. Otherwise, you'll run into all sorts of problems when you go to get your costume changed after you change sides.

"You're a hero now, so we have to break all the bones in your legs and reshape them so that they look 'normal'. Nothing personal, it's just that Paragon City doesn't allow things like clawed feet."

Yes he did say maybe. I suspect its like this. The idea has been approved internally but the character creater has got to be recoded to allow someone with both games full access. They are not 100% certain it will be ready by next Saturday.

So rather than say yes and miss a deadline, he indicated they were thinking about it. That way if they miss the deadline they can still release it later and people won't be claiming it was promised at release. ... ok thats wishful thinking.... but that is my guess on why he said maybe.

OK - here's the most likely outcome...

If you own both games, you get all options - the new CoV sets will be accessible for your heroes.

Oh cool. Well I wont be impatiently waiting for the hero/villain transfer so I can have certain costume options in COH.

    Is it confirmed?

One of the published magazine interviews confirms this. I think it was an interview with Lord Recluse.

In the interview he confirmed it was in development. And targeted for Issue 1 of COV. Additionally that it would likely cost all Influence/infamy with a chance at a further cost.

A posting on the beta board confirmed that you would keep your AT when you switch.

Last the same article confirmed it would be a mission where you made a decision. Based on that decision you would switch or not.

And thats all we know for certain. Anything else is speculation.
