I take it you've played Aberrant.

    [/ QUOTE ]

hehe does it show? Man if how cool would it be if Cryptic did an MMO for Aberrant...it be almost liek what they originally had lol.

*for those not in the know there was no archetypes so you could blast primary and tank secondary for example.

...But what's clear from this thread - and from many, many posts - is that bases are "too expensive". To me, that's interesting (as it is to the Serious Games crowd). Costume changes come with a minimal cost that no one really complains about, but we complain about the costs of bases. Evidently, the costs exceed the perceived value of creating one's own HQ (btw, I confess that many other games have the notion of personal property, but aside from Second Life, I don't think they offer as much customizability as our bases).

Let's turn to the idea of an architect. We foresaw that some people would feel alienated if they weren't the architect. That's why some things (Personal Items) can be "crafted" by individuals and placed in the base. But even if there's an architect: many super groups have a member who designed a single costume which all then use. In other words, they're more than willing to accept someone else's opinion in the group identity for their avatar appearance. Again, the primary difference is cost (I think)....

Back when CoV first came out I saw many VG's form and fall assunder all over bases. I am sure its been mentioned but I'll add this in since you have hit the nail on the head:

    1. Not everone runs in large SG that can build a respectable base. Granted the Oversight room and dual power/control item was a help (and I personally thank you all for that). I kinda think your alienating some of the many many small SG/VG's out there, and ofc they don't really utilize the base stuff..how can they when they can't afford it.

    2. Maybe this has been changed since I last looked. At last look around 30+ you have option make influence to buy SO's or gain prestige for base... again another cost issue not easily resolved when your SG/VG is small in numbers.

    3. Architect vs. player ... In mid to large SG/VG expect there to be an architect (naturally) and I don't suggest players won't go along with this to some degree. However what's the point in crafting salvage? Great you manage to gather enough to create 6 power things and can now create a teleport pad...only took ya 15 levels to get the stuff, but wait look around the base allready has teleport pad(s) in place and/or there is no room for your contribution *drat*.

Not saying all larger SG/VG's do this but many do pay outs for salvage collected..some just demand it be done.

I realize ofc I9 and even now there are some things that can be done on a personal level.

Anywho would be cool to see cost reduced and/or more stuff like the oversight room. As you mentioned Statesman, the bases are pretty cool stuff and alot of work went into them..be a shame not to allow folks to see that.

Subject has indeed gone to Port Oaks and has swiftly made a name for himself there. Reports of slayings of: Guido 'the Mooch' Verdani, Emil Marcone, Bloody Vicious, and Pit Bull are all attributed to him. Several eye witness have seen him in the street openly fighting Abberant Reactors.

This should interest your employer most. It is this agents educated surmise, that subject seeks Rikti technology for his forming Base.

No new leads to the where abouts of 1r0n G1an7. However I did track Atrum Calx. He was slain by my hand. *sidenote* Though normally I would not have stood a chance against that powerfull of a Brute, Atrum Calx (aka Dark Stone) had just had a brawl with Numia and was severly weakend. Our encounter was short. This agent takes no pride in this action, but steps were neeeded. Atrum Calx was indeed in league with subject. This agent can not but wonder what influence the subject weilds to have a superior in power being such as Atrum Calx follow him.

This agent will be on the move again shortly, having recieved message of sightings of subject in Cap Au Diable. This agent will admit for one such as the subject displaying such powers, the subjet has been rather elusive!

Should I finally catch up to the subject what is your employer's whishes?

Mercy Island’s 22nd National Bank was accosted today by subject. Surveillance video shows subject walking in the bank wearing signature uniform as seen later that day also by Archanos Surveillance. Then half smirks and looks directly at the hidden recorder. Subject then announces himself as Divis Maal and that he was there to make a withdrawal. Energy erupts from thin air crackles around him and slides down to his hands. Surveillance cameras, even the shielded ones, go blank!

From the many civilians inside the bank, none could give a clear description to the accounts that transpired after the surveillance cameras went blank. Apparently they were to busy running, hiding, or cowering. For brevity, this agent has compiled a quick list of the fragmented accounts and descriptions. A complete list of the fragmented witness, living addresses and credit reports have been attached to this report.

Compiled witness description: Man with glowing red eyes wearing a red and black quasi armored suit enters and announces himself as Divis Maal, shows display of powers and proceeds to kill guards with a flurry of hand motions and red bolts of energy.

Of the thirty guards inside, only one survived. It is this agents educated opinion, that its no coincident that the one that survived, was most likely left to tell an [u]accurate[u] tale. A voice recording of the full interview has been attached to this report but its encryption is DSV.

Guards description: “I saw him enter and knew right from start this guy was trouble. I went to reach for my pistol but was nearly transfixed by his glowing red eyes. In a commanding voice, you know the kind that makes people listen very loud clear and with an air of authority, he introduced himself as Divus Mall* I think it was and he was going to make a withdrawal. Most unlucky me then, I swear I saw his eyes light up more and the air erupted with dancing energy that flowed to his hands. I remembered my hand was on my pistol and went to draw.

I know this was no olden day western but after that energy went to his hands I don’t think any of us “normal” people could have moved as fast as he did and with that, that Mall character began to float up in the air himself and with palms facing out, arms lowered from start, began raise his arms up. The air around his arms began to waver with energy.

I didn’t really know what to expect but I knew it wasn’t going be good. My pistol was barely out of the holster at this point while I took a mental note that he was already looking at Joe, another on duty guard. As if I was no longer in the equation and this filled me with even more dread. I was right too!
Suddenly I was lifted up in the air slightly off the ground. I felt the air around me condense and squeeze. It was so heavy I couldn’t move. Not out of fear I swear, but literally it held me in place. All I could do was watch the carnage that ensued there after.

The left hand seemed to materialize, from an arm down to up and fist clenched position in Joe’s direction. The air wavered with energy again around his clenched fist. Then he began to open it. I saw it in terror and though still to this moment in time I can’t name what it was, there was a small flash and Joe began to scream in pain as he too was lifted slightly up in the air. Only he wasn’t just being held by a heavy field he was being crushed. Oh God! I could hear bones crush and see blood … the blood **man cries a bit then continues**

Sorry about that. With lightning speed that Mall character did the same trick he did on me on another guard, only now I saw what the end of his move. His hands continued upwards as if to motion the person to lift up. The new part that followed shocked me to no end. He turned his palms down and clinched his fist and strange new red in color energy materialized then launched forth. Poor poor Earnest.

Lou tried to sneak up on Mall from behind to club him, but it was like he could see behind himself and spun around. Mall’s hands then were… what could only be described as pink palm palms of energy and with a swift downward stroke clocked Lou over the head leaving him disorientated. Lou just kind of walked around like he was drunk unaware that his skull was cracked, that he was bleeding badly or that Mall was already materializing those bolts of energy we just saw prior aiming at him now.

Mall pretty much washed rinse and repeated those powers. He freaking dominated the room with what I would call power au grat in a matter of seconds. Twice I felt the pressure that bound me start to loosen and each time I was almost able to move Mall re-applied the field that held me.

Each new application hurt like hell, but I must admit I was relieved he didn’t point his clenched fist towards me like he had a few of the other guards. There was no surviving that. His last application was more than I could take and I blacked out. But just before then I saw he was headed towards the vault”

*Divis Maal is the correct spelling. This agent discovered a note left in the vault with his name to confirm this, stating simply that the subject (Divis Maal) was there. Spelling was incorrect do to error of the voice to paper transcripts. Both the witness and the tran scripter have been taken care off at no extra charge. As was the note destroyed by this agent after a picture was taken of both sides. A copy is attached to this report.

A local contact called Mongoose was questioned if he knew of Divis Maal. Mongoose has been in the game long enough, in this agent’s educated surmise, to leak nothing of value or real substance and was left to live. He did however recognize the inquiry was out of the norm and was of serious nature that backed it, and thusly revealed that the subject as far as he knew was in Port Oaks. Further inquiry to the locals supported Mongoose’s claim, but also revealed that the subject may already be constructing a secret base and gathering a following. This agent is off to investigate rumored Divis Maal’s “General” Atrum Calx and/or his “Lieutenant” 1r0n G1an7. Of course as with all of this agent's reports to you, a copy will be submitted to Lord Recluse.

With Enhancement Diversification comes a benefit for ALL City of Heroes powers.

Every power, across the board, is getting a 13.33% reduction in its Endurance cost.

[/ QUOTE ]This is truelly appreciated but as probly mentioned somewhere here in...

Its not enough! There are toggle powers that still cost a full on 4 end per tick...and to run those, thanks to *ED, one pretty much has to take Stamina which was the big dealio back in the day that stamina was precieved as mandatory. Which led into that *ED halved the value of Stamina = a across the board Stamina redux.

Also slightly less of an issue... Hasten cost upwards of full quater of of our endurance pool. That is still to this day Hasten cost like 27 endurance and there is only 100 points (unless one has appropriate accolades ofc). The issue is there is no way to reduce or off set this cost.

Though I doubt a dev will read this far into a would be dead thread, I hope that something will be done and soon.

Actually, I'm more interested in hearing what all of you think about this one. What do you feel are the differences between the US community and the European one?

    [/ QUOTE ]

at a guess..which probably been mentioned is distance measurement...going from yards/miles to meters/kilometers

allready mentioned is the language, but added... Influence, for example, might be called Einfluß on a German Server or something else all together

I suspect npc names will differ<-- might be reaching or reading to far into it--> such as on the French server you might see more names like Jean for first name... DuPont more Van? in the last names.

Violence and Gore are not real factors..if the game had it ..it would be dulled down imho..however the nipple patch and or skin color (flesh tone) might be allowed

ok getting offa track...but gonna proceed onwards..building structures might have variant skins to reflect the building over in Europe.

In America Pargon City is in Road Island???(I think please forgive me if wrong)...so the city might be located in respected geographical places (ie somewhere in France for the French Server)

Drunken drivers...errrm the cars anyways probably look different (Peugots and Fiats on the France server, Mercedees, BMW, and VW's on the German server...etc.)...and on some servers they will travel on the opposite side of road from what they do now.

about all I can think of offa the top of my head.
  8. I like the "Ultra" version..was a little saddened by some of the loss of scenes from is older version..but overall a great job.

Now I gotta go and try my hand at this crazyness...

btw I know it would take some taking to do..but you think you can write up a guide of some sorts..maybe get with Gladius as to help lessen the learning curve a bit for us..that imho would be a greater tribute to the community. I ask cuz obviously you did your homework (we all should honestly), but it also sounds like you had help and tips. Me, I use search and see DL this and that but hell if I know what they do and how to use them lol. Oh well just a thought. Great job on the video!
