Could I perhaps stack Stealth from the Concealment pool with Cloaking Device? Reason being is my concept is a thief and I'd like the ability to hide from lower levels.

you cant , cloaking device dont stack with any other concealment power.

btw if you want do for a /dev build keep in mind u will need only caltrops/cloaking dev/targetting drone/ and trip mine(pve side)so it's really difficult u cant put at least (3 fitness for stamina and hasten :P)
