I would like to recomend Ice/rad Emission -

Ice Primary, very fast animations, bit endurance heavy but can be countered by AM in rad secondary
Hold (Freeze Ray) at lvl 8 - 2 applications of this will hold a boss,

Ice Storm (aoe) and Blizzard (love this power - ranged targeted aoe, so no running into mobs - will drain your endrance but anything caught in it will be constantly knocked over)

Aim + Ice Storm + Blizzard combo has got to be witnessed

Rad secondary: very simple to use secondary - few higlights of why i like the set:

Radiant Aura :heal,fairly fast animation (no target required to activate) so you can use it on the run

Rad Infection, and Envervation field - no acc check required on these, lower targets acc, defence and resistance
- great for using on troublesome Boss. Elite Boss etc
- Just make sure you dont kill the target annchor till last

Acelerate Metabolism, Uber buff teams will like you for this - Great pre stamina endrance booster

Lingering radiation - will slow mobs to a crawl, reduces their recovery rate too

Mutation - for rezzing and boosting dead brutes
