I never got close to cap when i was lower level, after 35 i seem to get about 97 percent. It is rare tho depending on mob , team, and what level the mob (boss, lt, etc)

I've killed ...alot of you.....and alot of you killed me.
But I wont stop till I kill you all?
( I am a villian so , I am not talking to my brothas and sistas)
I could commend those who I had a real real hard time with but I wont go there =P the 2 of yas know who yas are......I am working on it trust meeeeeeeeeee.
