I really didn't read all the posts, so I'm sorry if it's been said. And sorry if it sounds stupid, but since after every story arc we get a souvenir, is there a way to link the recipe to those souvenirs? That way, the salvage can be retroactive given to everyone who have ever completed a story arc. It wouldn't solve ALL the problems, but it would be a start.
