According to Official Information from Paragon City, Monument is an Intelligent Autonomous Sculpture. What little information we have comes from M.A.G.I. and basically states: Monument is a statue brought to life by magic and given intelligence by a Spirit of the City. The words Spirit of the City were used in a few ways in the report. Sometimes it seemed to reflect individual spirits and other times as if Paragon City had an individual spirit.
The Statue that was turned into Monument was created by Josh Alvarez years before the Ritki Invasion. The Statue was part of a set designed to honor the heroes of Paragon City. None of the statues were direct representations of heroes, but more of a idealized version of all heroes. After Alvarez finished the set it was stored in a Warehouse awaiting preparation of the park. During this time, the statues were stolen along with other art that had been stored in the warehouse. After this incident little is known. One guess is the Circle of Thorns acquired Monument and brought him to life to protect one of there secret locations. Either the ritual went an unusual direction or the Circle of Thorns has sent Monument to be a mole. Another report offers the Banished Pantheon as potential creators of Monument.
The First appearance of Monument was during the Ritki Invasion. He was seen protecting citizens and even buildings from the Ritki. During this time, Monument performed feats of immense power. This power diminished during the course of the invasion. Shortly after the Invasion M.A.G.I. took Monument into their fold to train and prepare him.
