SR is just gimped in general. Wait till SR gets fixed until you play one. Unless you like to stress yourself out.

What is the base % of a player to hit you for pvp?

Why would you "fix" (nerf) something that is not broken? If you "fix" (nerf) AOE then you are going to turn this game into every other MMORPG out there. Do you realy want that? AOE is one of the great aspecs that make City of Heroes unique. Please please please just leave AOE alone! If you "fix" (nerf) AOE I mind as well well play Final Fantasy online.
