One small question though, what does TLDR stand for?

To give some background, my goal is to to make a toon capable of soloing AV's. I figured a brute would be good for that, given that they tend to be good for damage, sturdy enough to take the aggro, and they have higher base hitpoints then a scrapper.. I am thinking shield for the secondary, because of the damage buff as well as it's ability to have capped defenses and some s/l resistance.

So my real question is, what Brute Primary Power Set does the Highest Single Target DPS?
