Simple,
4. Stick a door on the hospital. Can't see, can't take action against. Works from both directions.

Damn, 4 pages and still nobody's thought of the way to do this...
1. Hospitals made off limits to opposing faction... period.
2. Once player leaves hospital, they can't go back in. (To prevent hit and run... or pansy hiding out tactics)
3. No more camping since sitting around a bunch of enemy drones waiting for an enemy that came prepared doesn't look as appetizing, griefer or not.
