From the looks of the enhancements though I see a couple of problems
- Doesn't proc after level 20 (pretty big one)
- Only for new toons (That kinda sucks, also kinda hints that this probably wasn't meant for veteran players)
So, it's not a problem, they were specifically designed that way for a reason. -

Not only that, AT NO POINT did they ever say that they would never do any other promotions, just that there were no plans to. (And plans can change). So, the information they gave in the beginning was correct and honest. There was no misinformation, no lies, no secret Nemesis plot to screw us. You don't like it? Fine. You feel dissapointed? That's fine as well. But you wern't lied to, screwed over, or any of that other [censored] people want to claim, so get over it for gods sake. -

Only the separate City of Heroes Going Rogue expansion will be available for prepurchase. The Complete Collection will not be available for prepurchase, nor are there any incentives for preordering it at retail.
I take that for what it says. From a red name. I see nothing that says "currently" or "offeres maychange with time." or some such nonsence. -

As for awarding them as a Vet Reward, I see no reason they couldn't be offered as a VERY high level Vet Reward in a similar way to how the Temp Powers are, you get a choice of them, selecting a "set" based on the retailer which locks out the others to that particular alt. With a system like that, they could easily milk a Vet Reward out of each preorder (you still select, but you'd need the same number of Vet Reward awards as there were retailers to claim them all on one alt) but yes, it ocudl get unbalencing in the low-level game quickly to award more than one or two (two because the preorder folks get one right off the bat). The only thing they could not do as a Vet Reward is offer more than 2 "sets" of these types of enhancements to award instantly upon your first login, because there's not enough room in the enhancement tray for more than two groups. They could also make each "set" unique to a power (so if you slot one of them, you can't slot a second of it's group, or the opposite, you slot it in one you can't slot a different "set" of these types into it.
There are other conceivable ways to offer "the same" mechanical benefits for other preorders and loads of conceivable ways to make them Vet Rewards. -

People don't want to be left out in such a social game ether. Because of this we all feel compelled to go out and pre-order the game again! Spending another $40. That is a lot of money for something we mostly already have.
Pre-Ordering directly from them shouldn't make us have buyer's remorse. We feel cheated because not once the game comes out we don't seem to be getting anything special for it from that point.
Also, I'd like to point out that those of us who pre-purchased, us so called "Loyal Customers" got the very reward we were promised: The Ability to use Dual Pistols and Demon Summoning long before anyone else. We got what we were promised, we knew what it would be, and just because theres something else new and shiny that's coming out doesen't mean we should suddendly get it just because we're "Loyal Customers". -

They never lied. They never said they wouldn't do something else, but as stated just that they didn't have plans to do anything else at the time. Plans can change. -

What people have right now is buyers remorse. That's not the same thing as being screwed, or NCSoft being evil, or anything like that. People need to get the hell over it. -

I have never, ever seen calls to implement this feature except in relation to RMT spam. In fact, RMT spam was practically non-existent before Issue 9, and up to that point, I had never seen anyone ever have any problem with e-mail at all, except a question now and then on how to use it. -

People crying doom and whining = Paying customers voicing their opinions and concerns.
Or as the business savvy would call it.... Valuable customer feedback. This form of customer communication is typical and shouldn't by any means require a negative response from the business owners... unless of course said provider of services plans on not STAYING in business... Which is why there are things such as public representatives to take the heat instead of developers and engineers...<the types that have NO PEOPLE SKILLS> Also see "Kid gloves"
If I ever got on any type of forum and described any of -MY- customers as people "whining and crying" when they had a legitimate concern for the product they purchase- I wouldn't be able to stay home and play video games all day
I'm glad I don't insult my customers. Even when they are belligerent. It only means they either don't understand something or there is a problem with the actual product itself.
99% of the time they simply don't understand something. Providing a service to rude and obnoxious people while being polite, patient and understanding: That's what customer service is.
Did I mention I own my own business? -
No, what they are upset about is that the enhancements, unlike every other enhancement, will not be tradable with other players (Hence "Soulbound"), and are worried that it's setting the precedent for it to be applied to more enhancements in the future.

If there is code to do it included with GR, it does raise the possibility.
The specifics of it should not particularly bother anybody, but it's the precedent. There is rampant speculation about the subscriber numbers and GR with very little info available. NC has a very well documented history of closures. That's a formula for tons of speculation about what every little addition might mean. What I read here and in the response at EU is basically panic mixed with cynicism about the owning company.
They would be wise to release some sort of substantive positive info about GR soon, not to quiet a bunch of silly drama, but to instill some confidence in the population and generate anticipation.
When people cry about the end of the world for year after year, eventually someones gonna get lucky, but not because he actually knew what the hell he was talking about. -

Your making the assumption that they will. There is just as good a chance that they wont make them available as vet rewards, or through other means.
