Superhero Blockbuster Ignored by Biggest
Fans!

ATLAS PARK, PARAGON CITY, RI (BRXC) The City of Crime may be the number one
place to be for most of the world this weekend, but surprisingly it is not the
case for one metropolitan city known for their superheroes.
The City Knight, the sequel to the ever-popular movie MidKnight Begins, set
box office records on its Friday Midnight debut in most places around the
United States except for Paragon City.
Box office sales for the movie in Paragon City have been surprisingly anemic on
Friday, with most of the movies biggest potential draw spending the time
fighting real-world crime and stopping real-world dangers.
Paragon City officials blame the lack of box office draw on an infrequent
mystical event called by some as the Double XP Weekend, where personal and
group rewards for superhero activities are doubled for that period of time.
Its really a bad series of coincidences said Susan Davies, in charge of the
Enhanced Logistics for Insight and Tactical Excellence. Most of this citys
heroes are huge fans of MidKnight. Theyve grown up with the comic books, they
enjoyed the animated series, and many of them will even say that they began
their careers to be just like MidKnight. If the debut was done on any other
weekend, every single theatre in this city would be packed to the brim with
superheroes!
Ironically, much of the filming of the movie, which has the natural-based
scrapper fighting his arch-nemesis HelliJester, was done in Galaxy City and
Steel Canyon through coordination with ELITE. Davies is even listed in the
films credits as Location Coordinator.
Davies said that city officials petitioned distributor Barner Boys to move the
debut either one week ahead or back, but Barner executives balked at the idea,
saying that their release date was set months ago.
We cant change the XP weekend, Davies said. Thats like trying to stop the
planet from rotating. Well actually we have a few heroes that can do that, but
you get the general idea.
Barner officials are currently mulling over the idea of an exclusive premiere
party for the superheroes to be held the following weekend with a special
appearance by most of the cast.
Meantime, Lord Recluse has banned the film from being shown in the Rogue Isles,
accusing it of being Pro-Statesman propaganda. Recluse had previously banned
the showing of the films predecessor for the same reason.

With Issue 12 out, I speak for a good number of people who wished that they'd
release a new set for multiple classes. Sure, a War Mace Brute is interesting,
and even the treason of a Controller using Plants is fun. I even hear talk of
new spooky sets like Shields and other witchery, but there's still a plethora
of comic book powers that haven't been tapped yet, and that's both a good thing
and a bad thing. I wouldn't mind a webslinging Blaster or a Stalker based
around the power to shapeshift, but I know that there are some powers that
shouldn't be made into sets, period, and I'd like to do a quick overview of
what shouldn't be a power set.
Ancient Weaponry: Oh sure, you could have an assault rifle held together with
duct tape. But why not make yourself a jack-of-all inferior weapons? Sure, we
have swords and claws, but we know it works somewhat for Lord Nemesis. Working
your way up from Spear to Flintlock Pistol, your alpha strike will be the
fearsome......cannon? A giant ball of steel may be scary, but it's easily
avoidable and it's resisted Smashing damage. On the plus side, you can make
your battle cry "I'm Spartacus!" and it will make sense. I give this theory a
thumbs down, and I shut the history book on this idea.
Prehensile Hair: No. No, no, no, nein, nyet, non, nuh-uh, never. Imagine a
Scrapper whipping people with his hair. The 80's are over for a reason, and I'm
fairly sure you'd get picked on a little. I can't even think of an ultimate
move for this set. I give it a shave and a haircut, free of charge, and ignore
this idea.
Self detonation: The ability to explode at will? Pros: Works for zombies, and
you'll earn your debt badge in no time flat. Cons: Death, death, more death,
and you'll need one heck of a regenerative defense to stitch you back together.
I give this a possible no, unless they make a set that can make you regenerate
like crazy, then I give it a yes.
Astral Projection: Yeah, it looks cool. Of course, no one can see you and you
basically leave your body in a defenseless coma. You can't attack, can't
defend, can't even talk to people. It's like death but temporary. I give this a
no, because this will lead to a rise in corpse camping should you want to
return to your shell.
Probability Manipulation: "Do you feel lucky? Well, do ya punk?" Of course you
do. You can control fate itself. You could kick a tin can and somewhere a
Nemesis robot explodes. You could sit down and eat a sandwich and a bag of
money falls into your lap. You could drink a glass of water and Lord Recluse
keels over with a heart attack. With mostly passive abilities and a few active
ones, I give this set a probable no. Besides, why save the world when you can
win big at the races?
These are just five possible sets that should never be implemented. I have
plenty more, including omnipresence (every enemy everywhere will be aggroed by
you) and elasticity (sure you can't be hurt, but rubber does smashing damage).
So count your blessings, because every archetype gained a tried and true set
and you'll never have to worry. While I do want shapeshifting or a whole set of
eye beams, I'm content as is. It could be worse... They could've made a set of
echolocation. /e shudder.

The PermaDom SuperTeam
By
TopDoc
Time for another SuperTeam. If you recall from my previous articles, a SuperTeam
is a carefully crafted themed team designed to roll over mobs quickly and
easily. The ATs, powersets, and even individual powers are chosen to provide
maximum team buffs, plus AoE debuffs and damage. This week I'll talk about a
small SuperTeam I ran a little while ago involving Dominators.
The whole point of the Dominator SuperTeam was to achieve perma-Domination.
Domination is the Dominator Inherent power. Like Fury on a Brute, you build up
Domination by attacking. Once you reach 90% you can activate a click power that
gives some nice buffs including an instant END refill, solid status protection,
+75% Damage, +50% Duration on control attack, and high enough Magnitude on
control powers to affect bosses. These buffs last 90 seconds, during which time
your Domination meter stays full. After that your Domination meter drops to 0
and you have to both build it up and wait for the click power to recharge
(normally 200 seconds from the time you activate Domination).
My goal was to avoid the crash. If you have enough Recharge Reduction, the
Domination click power will recharge while it's still active, and you can click
it again! Better yet, leave it on auto. You'll always have +75% Damage, solid
status protection, etc. That's what Permadom means. Now you can't slot the
Domination click power because it's an Inherent power, but you can get global
Recharge Reduction elsewhere.
There's a post in the Player Guides forum
here by _Brev_ with all the numbers on Recharge Reduction. The key is
that with Hasten slotted normally (3 Recharge Reduction Enhancements), you need
about 70% more Recharge Reduction for perma-Domination. Speed Boost from a
Kinetics Corruptor gives +50% Recharge Reduction, which means we want 2 Kins on
the team. Everyone else was a Dominator.
I recruited a single team of 8 people and we started at level 1 with 2 Kinetics
Corrs (AR/Kin and Sonic/Kin) and 6 Dominators. After looking at the Primaries
and Secondaries, I recommended Fire/Psi Doms. Power gamers everywhere know that
Fire Control is the best AoE damage set, and SuperTeams are big on AoE. Psionic
Assault is a late blooming AoE set, but Psychic Shock Wave REALLY makes up for
it. I think we ended up with 4 Fire/Psis, 1 Plant/Thorns, and 1 Fire/Fire. We
only played for a few hours every Sunday night, so this was a fairly long
running SuperTeam.
The early levels were slow, but they didn't last long. Hot Feet is an endurance
hog, and Kinetics Corruptors don't get Speed Boost until level 20. The
Plant/Thorns took Seeds of Confusion, and that kept things rolling till the 5
Fire Control Doms got Flashfire around 12. We had Domination now and then, and
we could stack holds, so it was fairly safe if slow.
To make it a SuperTeam, you need plenty of team buffs. We took Leadership:
Maneuvers relatively early, but mostly left Assault and Tactics till after 20
due to the endurance drain.
At level 20, everything changed. It was like night and day. The Psionic Assault
Doms picked up Drain Psyche, which is an amazing Regen and Recovery buff in big
teams. More importantly, the Kins picked up Speed Boost. Suddenly all the Doms
were Permadoms. Damage was buffed all the time, so mobs went down faster. Mez
protection meant our toggles weren't dropping. Our mezzes were strong enough to
hold bosses with a single shot. With stacked Tactics our AoE holds started
hitting almost everything. It really brought the Super back to SuperTeam.
Granted the Kins missed SB now and then, causing Domination to drop. We could
still bring it up pretty quickly and keep mowing through mobs.
It wasn't long before we picked up pets at 32 and then Psychic Shock Wave at 38.
We rolled over mobs in typical SuperTeam fashion. We leveled very fast when we
played, but our infrequent schedule began to take its toll. Two people took a
break from the game (including one of the Kins), while a few others missed
sessions due to real life. We used Empowerment buffs and IO set bonuses to make
up the difference in Recharge Reduction due to the lost Kin. In the end only 3
of us hit level 50 in the SuperTeam, but it was certainly fun and fast while it
lasted.
That's about it for SuperTeams. I've run a few others, but they're more
variations on the themes I've already done. My next article in the City Scoop
will be on something else. What? I don't know. Maybe badges. Maybe game
mechanics. Maybe power sets. Only time will tell.

Glad you guys had a good time. I have to represent at Comic Con in the morning tomorrow, so it's an early night for me. It was awesome to hang out with so many CoH / CoV players tonight and hear your stories, talk shop and have a great time! As always, the City wouldn't be alive if it weren't for the players!

Vanguard has issued a heightened alert for Rikti Activity. Their intelligence points toward an increase of Rikti likely in early August. For more information, please visit the 4 Year Anniversary Calendar.

[/ QUOTE ]
I was thinking more like "how to run the game on ATI video hardware." The person who winds up with the machine should also be given the cell phone number of a tech support representative.
[/ QUOTE ]
Oh come on, it's not that bad. I had an ATI card for a while on one of my home machines and it worked out just fine -
[ QUOTE ]
It seems to me that the reply-chain trees are causing a lot of confusion, especially since the default forum settings just show one long thread instead of the trees.
Perhaps in order to cut back on "collateral damage" mods could edit and blank out a rule breaking post instead of deleting it?
[/ QUOTE ]
The difficulty with that is it gives fuel to talk about moderation. We'd rather have the post "dissapear" than have some poster's name floating there with < Moderated deleted post > on it. It reminds everyone that the guy got mod smacked and makes everyone eyeball it wondering what they did, etc. Everyone loves the drama, afterall!
It is a pity that the forum post remove process acts the way it does. We're working on some ways to correct that in the future, but don't have any plans ready yet for public announcement. -
[ QUOTE ]
[ QUOTE ]
It all seems to, after reading this entire thread, boil down to that one singular rule which offers no true guidance for our actions aside from 'don't annoy the mods'. This is my concern and has been all along. If that's truly the case, then why not just call a spade a spade and say so?
[/ QUOTE ]
Because that conveys a notion which does not underly their intent.
You want them to state that all rules are hard, fast, impartial, and inviolate.
By the nature of the goals, that is impossible. It will always be neccessary for them to use their human judgement about what is and is not acceptable, based on principles set forth in these rules. The rules encode one hard and fast rule - whatever they decide to do, based on their human judgements, it stands. Based on that one rule, its their way or the highway, because this is their house they built, and we're guests.
The rest of the rules are there to point out a few specific examples of things they're going to be looking for or types of behavior they don't want to see. Beyond that it's a judgement call, both on our part as posters and their part as moderators.
Saying it the way you seem to want them to - that this is a subjective order and watever they decide is what flies - would carry a pejorative connotation that they don't intend.
[/ QUOTE ]
Well said!
[ QUOTE ]
Their intent is not to act as cruel, arbitrary dictators. They want guests in their house, and poorly treated guests leave.
[/ QUOTE ]
Also, we don't want current guest's to engage in actions that cause other guests to leave. -
[ QUOTE ]
Just to clarify, that only applies to the Devs, correct?
Disagreeing with the moderators or Community Reps will be deleted?
And just as a general FYI excessive use of the notify moderator button can get you in trouble as well. Even if it's reporting valid infractions of the forum rules.
[/ QUOTE ]
To repeat the above, adding in a clarification:
[ QUOTE ]
Yes, it's ok to disagree with the devs or community team as long as you're not trolling/flamming/insulting/being a wacky nutcase/whatever else.
[/ QUOTE ] -
Hey gang,
In regards to the responses about the ATI/AMD PC, while we have other advertisement for Nvidia, our Director of Business and Marketing had this comment:
[ QUOTE ]
Although it is true that we launched City of Villains with NVidia as our official partner in 2005, ATI/AMD has expressed a strong enthusiasm and willingness to work with us. They are huge City of Heroes/Villains fans and we love that. We will be doing our part to promote them as well, and you can expect to see more promotions with them in the future.
[/ QUOTE ]
I know some of you may have more tech related questions (as to how the game runs on ATI video hardware) but that's the info I have for you on the subject at this time. -
[ QUOTE ]
[ QUOTE ]
[ QUOTE ]
This doesn't not apply when my posts are deleted by themselves, or the beginning of the chain.
[/ QUOTE ]
If you delete your own posts after they are part of a chain, you don't actually delete them. You leave an empty post that says "Post deleted by <yourname>." Any followups are left intact.
When the mods "hard" delete a post, it takes all threaded responses with it. Presumably the makers of the forum software offered this so you could kill any traces of something you want to make sure wasn't quoted downstream, along with any flaming that resulted. It makes sense to me, because the mods would want to do exactly that without having to spend time reading every threaded post decended from the one they want to kill.
[/ QUOTE ]
Ok, please go back and read what I am saying. I know how the forums work. Once again, I am NOT talking about that.
I am trying to get clarification on what is ok to say and what is going to get deleted. If I made posts that fit into the discussion, and those posts were not flaming, attacking, insulting, or anything of that nature and they were deleted, and not part of a chain that was deleted, I want to know what crossed the line.
Actions against an account are cumulative. If my posts keep breaking the rules even though they seem to be perfectly acceptable according to those rules, I want to know why so I can fix it.
[/ QUOTE ]
Devilchild, you are not going to get that clarity because it is subjective. We take cases as they come. If you would like to discuss it further with me, please send me a PM, thanks. -

I thought the filter was there so you didnt have to see certain stuff, but you can turn it off and see the stuff. Or, is the forum filter always present? Maybe I'm unfairly comparing it to the in-game filter. Is there no way to turn the forum filter off? I've never taken a hard look at my personal forum settings.

As for consistency, I will remind you once again that these are proprietary forums and we can allow or disallow any posts on these forums at our discretion. The other rules are the guidelines to be followed, the proprietary rule is the overall rule there.
[/ QUOTE ]
This is exactly the reason things got into the state they are/were in. This is also the reason why nobody around here has a clue what is ok to post on any given day.
Make some rules, stick to them, change them if needed but this moderation on a whim hasn't been working very well for a while now.
[/ QUOTE ]
These forums are full of "grey areas", there can't be 100% consistency at all times - that's just not feasible or dare I say possible, to enforce the rules with 100% accuracy.
And as a few people have already pointed out, in their own ways...
If they actually did so it would undoubtedly feel more than a little Draconian, and the Forums would likely have a decidely "empty feel" to them.
So they do their Jobs, by exercising their own discretion on a case by case basis - according to the rules - to the extent possible.
The Forums are a huge field - with pitch black on one side, and pure white on the other - and a big fuzzy patch of grey all the way down the middle, where the Mods do their best to keep things civil, constructive, happy, etc.
That said if you're uncertain about what you can/can't or should/shouldn't say, use your own best discretion.
[/ QUOTE ]
Well said, thanks! -
On Tuesday, July 22nd starting at 9 AM Eastern (6 AM Pacific) the North American City of Heroes / City of Villains servers will be coming down for an update. This downtime will be to patch the game up to version 17.20080709.3T2.
We anticipate the downtime will be 2 hours.
For details of this update, please visit the Patch Notes page. -
I also want to reply here with some additional information to head off some of the inevitable questions that may come up:
First, about the Freakshow Boss special costume codes; we know that not everyone will like that we are doing this. Only 1,000 of these codes will be given out at Comic Con, so as such, not everyone who wants one will be able to get one (not to mention those players whod love to have one but are not able to attend this years Comic Con). However, everyone will have the opportunity to become a Freakshow Boss (and many more costumes) with this years coming Halloween Event.
Secondly, about the FREEM! T-shirts. We know that our current PlayNC Online Store is a digital store only. As such, we dont make physical goods (such as t-shirts) available. We understand that there is a desire for such items and have passed that feedback along.
Lastly, were very excited for this years Comic Con, as well as our presence at the coming Penny Arcade Expo and the City of Heroes Hero Con. Oh, and on the subject of trade shows, we also have heard your previous feedback about the desire for the City of Heroes team to be more available at a wider array of shows (such as shows on the East Coast). Of course, we cant accommodate everyone, but we do want to let you know that weve heard you and passed that feedback along to our management.
As always, thanks very much for your continued interest, patronage and support! -
