Why capitalise the T in Time? Why say that to a downed opponent at all?

So far, the Vanguard claws and railgun are the ONLY options that would require you to be level 35, because you have to be level 35 to get Merits in the first place. That fits with Vanguard armour and other Vanguard rewards being limited to over 35s.

But a level 1 character could get the Carnie or Red Cap weapons, simply by sidekicking up to a higher level character and going on a hunt. You're not locked out of them by level.
