The fight club police like to interupt duels because they can. They also like making a joke out of the whole thing by pretending your breaking the law.

Also, in a zone full of 30 people dueling, it only takes 1 to mess everything else. They just want the attention. My advice is too send a tell to the person you want to duel and hide it. I get duels all the time in zones when the fightclub idiots are in the zone.

Why make ppl pay for speeding? Or not completely stopping at a stop sign?
Why? Why? Because it's the law and if you are caught breaking the law be me or other officers you will be punished on the spot. It has to be this way to maintain order.
