I had the same error, then discovered that my updater was not in the CoH folder with the rest of the game, and that it was named "CityofHeroes.exe" instead of "CohUpdater.exe".

Moving and renaming the updater to the latter, then launching it, fixed the problem for me.

Er, on topic, I'm really excited about these changes. Thank you so much for clearing up the many questions that blossomed into being when the potential base changes were announced! Particularly, thank you thank you thank you for the refund feature, I was dreading rebuilding the base with all its decorations (yay carpal tunnel..).

One addition: Oil slick can be used before the teams take off towards Hamidon for the kins to Fulcrum Shift on.
