OKAY. The character i am going to create is an EMP/ELEC blast defender of technology origin
hios basic backstory is that he was a paramedic during the rikti wars and because of his skill he was chosen for a project nickname the hero healer the basis of the project was to create a suit that mimics the powers of empath in paragon city so that the local EMS could keep up with what was needed.
unfortunatley just as Justin(toons name) was finishing the last of the tests an explosion occured, it was a failed experiment that had been driven insane and came for revenge (in the explosion only one technician surivived she is the one who helpe him fix his suit), the suit is made of nanites that are in his blood stream he literally summon and his body is covered in a silver like material that allows him to keep up w/ heroes. (he is a lvl only toon no mishes).
