Your character somewhat reminds me of the book "Flowers for Algernon".
Hear me out here.
You said the race received a "gift", and because you said they're very superstitious this leads me to think that they're somewhat religious. Could they possibly believe in a God(s) that would grant them this gift? Much like how our main character of the book was granted his intelligence as a gift from scientists? Near the end of the book, he becomes aware that the effects are waring off and he's losing his intelligence, much like your character's people... But... If they believed in a God, could it be possible that they had their gift taken away as punishment of their war? It could be like the God was experimenting with them as well to see how they would react with a heightened intelligence.
Now, because your character turned away from all the war and began to study the finer things in life, every time he takes time to do the things that made him happy when he was smart it would make him remember more, and slowly recover bits of his intelligence.
Hopefully this makes sense haha, I'm not always very good at describing my thoughts.
Also, when I picture your character... I picture a Huge body-type with a staff (so yes, the Staff Fighting power would be good imo... OR Titanic Weapons) and a hooded cloak. No shirt. He has white skin... like mystically white. I like the genderless idea too.
So that's basically how I see your character. A brute with a big heart, always wanting to better himself and learn, even if he may never reach the level of intelligence he once had. Possibly a geek among his race but still incredibly strong among us humans. -

2. Yes, all of these things are fairly obvious requirements. They're also incredibly labor-intensive requirements. These are the sort of resources you need to -start- a game with, unless you have the incredibly deep pockets of another game we're not supposed to mention.
3. The game we're not supposed to mention has pockets so deep all of the players of CoH standing on each other's shoulders would not be able to see -out- of a pocket deep enough to hold one-year's revenue for that other game we're not supposed to mention.
4. That other game we're not supposed to mention NEEDED Animal bodies in order to have NPC animals so at level 1 you could hunt little wolves or bears or what have you. City of Heroes is a superhero MMO, where such animal skeletons are almost completely un-needed by NPCs. Ergo the investment to payout is -far- smaller than you seem to believe.
Too much work for too little result. And by "Too much Work" I mean "Enough work that unless you're building the MMO from the ground up, don't bother adding this feature"

Now that you mention it, it does make sense that the other games have that option, as they already have animal "skeletons" at their disposal (and a butt-load of cash), or are "building their MMO from the ground up".
However, this is still something I would like to see implemented, no matter how unlikely it may be. -

How many emotes are there?
THEN we can start talking about the actual model itself! Skins, costume pieces, costume options, bounding box size and shape...
And this is just to add ONE animal shape as a player option.

2. A lot of these are obvious things that would need to be - wait, let me rephrase that: ALL OF THESE are obvious things that would be handled right away. Obviously I don't mean, LET'S POOF INTO A WOLF UNTIL WE MOVE SO WE CAN ONLY STAND STILL! YAY!
3. WoW did all of those motions with bears and cats. Obviously it wasn't that hard.
4. Looking at a bigger picture: WoW has animal bodies (that work fine no matter which way your running, or WALKING), and DCUO is going to have them as well. Do we want to get left in the dust? I don't know... I don't... -
Absolutely LOVE the teleportation AT.
Kinda reminds me of Kurt Wagner.
Oh, if only we could change the teleport animation to a puff of smoke and have the word BAMF appear in big comical letters where our character was. -
Forgive me if this is an impractical idea but...
How about entire animal bodies as different body-types (as in male, female, huge, animal).
And yes, I mean running on all fours.
It would be pretty limited in the sense that you could only make felines and canines (and maybe a bear), and for the most part wouldn't really be able to put costumes on them. But it would be cool for those shape-shifters, or even fully animal toons.
I know we have a lot of powers in CoH that would need to be integrated, but as far as travel powers go, I can't see a problem.
Is it possible to block this Body-type option if the player did not select an approved power-set? Like obviously, it would need to be melee, so if the player wanted to roll blaster, or controller they wouldn't see this option, but if they were a scrapper/tanker/brute/stalker, they would?
Maybe I'm asking too much, but it's worth a shot... -

You've just finished painting a beautiful gold and black mustang, it looks great. Then a crazed man you've never seen before rushes into your shop and demands that you paint his car. You've never seen this man before nor have you ever even heard of him. He tells you I can't pay you but you can take as long as you like to do it.
What do you tell the man rushing into your shop demanding work without any ability to pay?
