The main issue is that we can't pre-purchase the complete edition, which is just nonsensical.
I'd like to give Paragon my money, but I will not waste a month's subscription time because of some harebrained marketing decision. -

I usually use common IOs and frankenslot starting at lvl 22 (also tend to not build for stamina until that point and burn a vet respec or use my 2nd build at that point). At lvl 32, I start building sets, focusing on sets that max out at 30-40. In the 40s, I work on finishing my sets and replacing lower level pieces.

As a set, dual pistols can use some work, especially at the high recharge-IO level. But it's still a prefectly viable set. DuPi/Dark, DuPi/Rad, DuPi/Traps, DuPi/NRG and DuPi/Ice all work just fine, though none will be long-term fotm builds. And that's just what I and god friends have played/tested. -

Can it use tweaks? Yes.
Is it a useless power? No.
Will it consistently get you killed? Only if you're doing something wrong. -

If you buy the Complete Edition when it comes out (you can't pre-purchase it), you get the usual free month. The Upgrade Edition does not include any playtime.
The Complete Edition also includes the extra costumes, auras, stances and the temp power. Those items will be available separately as a digital add-on later at an as-yet undisclosed price. -

I have a /Rad defender that I went pretty proc-heavy on. Since you have the ability to externally up your rech via Syphon Speed, slotting for recharge may not be as important. But I do agree with those above that the +toHit is a waste. Also, if you miss with SySpd, you will still want some rech in your AoE.
Personally, I'd reather slot the tier 1 & 2 attacks with multiple damage procs, since they will fire off far more frequently. The Achilles, however, definitely should stay. -
