Going by your example, I would have to agree you have either exceeded your agro cap... Or, and I think most likely, it is the Cloak of Fear. It makes for some great mitigation, but I don't think it's really the greatest at holding the threat. Often, feared mobs will counterattack whoever hit them and return to retreat/cower status, but if the fear duration happens to end there, you may have an agro containment issue.
My advice, drop Cloak of Fear as a standard toggle, and use it more for situational cases. Use Death Shroud for your taunt aura, calling on CoF and Opressive Gloom when the situations are right. That alone may up your performance. It's not failed my Dark/Dark yet. -
As compared to primaries such as fire,grav,illusion etc... Mind control isn't quite as solo friendly, especially when you consider the Xp drain from using confuse for either mitigation or for a pseudo pet. That is what I would mean in that statement.

If you are set on playing Storm, I would suggest trying a Mind/Storm. I know you wanted to be proficient solo, and that isn't really Mind's strong suit, but man can you get away with some strange things for entertainment value. My favorite Mind trick is to Confuse a nasty Lt and Telekinesis him about the map, using Levitate to help throw him over small walls. At the very least, it could be interesting.

Sorry for not being more specific, Finduilas. I was occupying a slot in the same Manti TF, as Revja the 48 DA/DM.
I must pat ourselves on the back, however. I knew we would be durable. I was a little suprized by our overall speed. Hands down, that goes down as the best TF I've run in a long time.
Already looking forward to February, just gotta decide who to bring to the dance next time. -

2) Had enough presence of mind to attend to begin with.
I'll be trying to join more TT's in the future. The friendly banter and laidback manner was outstanding, even for a 2 hour timed TF. -

I also must say though that after playing Dark it is the most fun armor set I have ever played and I think it is highly downplayed only because of the end cost? Just imho.
Maybe it's not as direct a plan, but it's been effective for me. -
Just curious, maybe a high up can help out here... Whatever happend to the plans of making new powers for some of the heroes? I'm glad that sonics and archery came down the pipes, but shields for tanks and spears for scrappers were proposed way back around Issue 1 or 2. So, surely you've made some progress on those designs almost 7 issues later... right?
