All DCUO has to have is 4 zones, a few costumes, 4 powersets, lvl 1-20 content and it will already be pretty much neck and neck with GR.

Well, the 1-20 content isn't a new system, so it's probably easier to design and code that that add something totally new like the Incarnate system.

They must have a huge dev team working 24/7 over there to be able to turn out that much stuff in such a short a time.

All along I though it was strange that this little piece of a much bigger whole called endgame content was tagged on at all. Its completely out of character for how this game has been managed over the years. I also don't expect we will see endgame/incarnate content in 2010. I'm sure we'll see I19 but it'll be a "light" issue full of content nobody was expecting.
As the old saying goes: fool me once, shame on you; fool me twice, shame on me...

I think the new tech of the Halloween Banners and the Winter Lord's realm may have been test runs for possible Incarnate zone events - especially the Winter Lord one.

If they are insistent on incarnate/alpha stuff being level 50 alone, I'd hope they'd match the post level 50 development with level 50 content to develop while doing. Because those level 50 story arcs? Done 'em all. The strike forces? same. I really don't want to have to go through them over and over just so that I can get more powerful to go through them again.
There's a reason I build my character to be able to work well exemplared: it's where most of the gameplay is. -

People shouldn't necessarily assume that the problem was with the mechanical system itself. (Or least what part of the system was involved in the "sneak peek".) The problem may have been that there was not enough to do with that mechanical system.
