The only really unique features of Terra Volta are the Reactor and Gordon Trench - the rest is just industrial space filler, and there's room for both of those in the red shaded area, plus a lot of the idustrial buildings on both sides of the trench.

I know, but Terra Volta has even more dead space than IP - the basic style and spirit of the zone could be kept, just in a smaller area.

So you shut down the Enriche plant and destroy the Seer network to free the enslaved women there and break the state's control on the media and close the torture centers under the Precinct buildings and free the people being held without trial in the BAF - or does "well-being" in Praetoria just mean "control"? - in which case, you're doing a doubleplusgood job.

They might not need to take turns if they decide to swap out the old buildings for new ones - for example, in, say, Issue 21, they could replace the current "Skyscraper3" model with a new "Skyscraper3" model, so any zone that had "Skyscraper3" models in it would get the new one.

Althouhg, there might be a chance that he appears in some future Praetorian content as a more neutral enemy - maybe even a contact - like he'd be someone who'd despise the DE for being a corruption of nature, and also despise Tyrant and his system for being so anti-nature because of the DE - he be a neutral living in his own wilderness area outside Tyrant's empire. -
I think it's very likely that going forward they are going to add actual arcs with moral choices as new content, not just the Tip missions - so instead of being given the good or bad options before the missions starts, we'd be given them at improtant points in the missions, like in Praetoria.

Not only does Marauder despise the PPD, making any evidence they might against his girlfriend seem like a PPD plot against him, but even reporting her to him could make him even more suspcious - like Cleo helps stop a Resistance bombing, next thing you know, a PPD officer is accusing her of being in the Resistance - that really only makes sense if Cleo is a loyalist and Washington is a Resistance spy trying to remove the woman who stopped the bombing plot.
