The badge artwork means nothing, I always thought it was just left over from when it was mandatory that Loyalists were the villains, and Resistance were heroes.

That picture has nothing to with any NDA - it was shown during the video presentation at one of the meet and greet panels last year.

There have also been a lot of mods who've come and gone too, and each one has been here for a different period of time before they've decided to move on - for example, Avatea's been around for quite a long time, but Mod 12 seems to have only been here for a short time before he disappeared - he joined some time after Avatea started working here but he's gone, and she's still here. -

I'm going to guess they didn't put that in there without there being a VERY good reason. I'd bet that it's going to be someone anti-Cole. My guesses would be someone who is somehow related to Stephan Richter, or based on the white eyes and sci-fi costume, maybe a Praetorian Peacebringer? -

But a Tank is useful for aggro control on the first TMTF mission when Director 11 is doing his thing, and for the brawl at Portal Corp on the 2nd mission. -
With all the additions to the 20-30 bracket on Primal Earth, I think it might be more likely that there'll still be a gap between the 1-20 Praetorian content and any newer higher level Praetorian contet - keeping the requirement to escape to Primal Earth at 20, and then return to Praetoria at say, 35, would save them having to rewrite or remove the Praetorian exit content.
