I forgot what it is called but I saw something in here a while ago about when two people create new toons together they can somehow link them together so they will share xp and level together...does anyone know what I am talking about and how it is initiated?

I've been playing a little over a year now and have what may be a silly question...Got a costume piece from the candy cane vendor in Pocket D (the Halo) and I cannot find it. I went to the tailor thinking it might be there but I did not see it anywhere...how do I find it and "put it on"?
