I do have to agree with Fedor on this Pogo, if you do really want to stop cutting your nails so short, a doctor would be the best person to talk to.

I very much doubt it, you're not cutting them short to cause yourself pain. For whatever reason it is, you just prefer them short. If you want to stop cutting them so short, you have to find the reason you want them short, and change it. This isn't something others can do for you, but something you must do for yourself *writes down notes in her pad*

Pogo, the issue isn't how you get the short, it's why. Untill you understand why you want them short, you'll just continue with your destructive behavior.
