    Dearest Perplexed, one must remain true to their self first and foremost. But my question would be more for your brother. Why does he feel there needs to be ‘an evil one' in the family? Or, is this more, as you say, so he can beat you up? Why on earth for?


    Perhaps a visit to one of the wonderful counselors available through Crey Ind (yummy soda!) would be able to help your brother find his true calling.

    I moved to Paragon City a year ago, and have been fighting the fiends of the Council at every opportunity. I learned that they took over some other villain group, but I can't find anything about the old group. Who were they?"

    Dear Summers Dawn,


    The group in question was the 5th Column, a bunch of superpowered fascists with links to Nazi Germany. The 5th Column was originally led by the villain calling himself "Requiem", until "The Center" took over back in '05 and forced him into a lesser role. (Something which Requiem isn't all too happy about.) Interestingly, although people remember the 5th Column, any references to the name has been wiped clean from the plaques found around Paragon City. Even stranger is that all attempts by the Paragon City Historical Society to fix this has resulted in the plaques once again refering to the 5th Column as simply "That Group".


    Although no one can figure out why exactly this is, there are a few theories. One suggests that the changes have been made by the Paragon City government itself, due to politcal pressure from Germany (Which the Paragon City government strongly denies). Of course, this theory is typically only believed by Tinfoil hat wearing crackpot conspiracy theorists, and should be taken with a grain of salt. The most popular theory (especially among the folks at DATA and Crey Researchers) is that the 5th Column loyalists, in a desperate attempt to thwart the Council, resorted to time travel in order to put a stop to the takeover. Athough it obviously failed, it is believed that the time stream was damaged, resulting in the strange anomalies that have occurred with the Plaques (as well as souveniers that some Heroes have collected in their battles with the 5th Column). Of course, these are just Theories.


    Anyways, there you have it. Now if you'll excuse me, I have to go pick up my Tinfoil Hat from the Cleaners.






    By Popular Demand



    This is the second in a series of By Popular Request articles, which will review commonly requested player suggestions for which there is strong positive support, and review the implications and considerations that would need to be accounted for if these suggestions were to be implemented.


    This week's subject - Power Customization


    Power Customization is the ability to change the default animation for powers. This can come in the form of colors, shape, and size of the animation, direction from which the animation activates, image that animates, and a host of other customizations. Power customization is, perhaps, the most asked for addition. Given the great variety with which costume generation exists in game, being unable to customize the way powers animate can be a frustrating. Seemingly simple changes, such as changing the location from which a power animates, or changing the color, would add a special flair to make each character unique, even for characters of the same primary and secondary powersets. Such customization would provide players with the ability to make their character as close as possible to the vision they have for how that character should be.


    There has been a form of limited customization provided already. The most recent update for flypose emotes is an example. By typing /e flyposeX, where X is 1, 2, 3, or 4, you can have a flying character change their flypose into something else. Perhaps future emote option will be available for characters with other toggle powers.


    Regrettably, deeper power customization may be the hardest popular suggestion to implement. Back Alley Brawler posted this, which goes into some detail as to the complexity of the issue. Nevertheless, given the strong popularity of the request, should it be economically feasible to implement even a limited form of customization, the player base would greatly appreciate it. Let's hope that some easy to implement options will continue to be looked at for future updates.

    Piracy through the Ages




    Born in fire and blood, the history of Port Oakes is almost as dark and mysterious as its present day. Of all the Rogue Isles, Oakes is the most normal seeming. People can go about their business, Arachnos patrols the streets, the gangsters tend to shoot at each other, and there's not much supernatural weirdness going on. However if you pay close attention, something is always going on beneath the surface. It may not be as tense and desperate as the labor battles of Sharkhead, or as glamorous as the shining lights of St Martial, but there's crime to be done. It's what bottom feeders feed off, so they can in turn be fed on by those higher up. It's the kind of crime that drives a hundred other things on these Isles. Modern piracy doesn't have to happen on the open water, it happens in the back rooms or back alleys when nobody is looking. At least nobody dumb enough to blab about it. This is the place it happens, Port Oakes.


    The modern side of the harbor is what brings in food and goods to the island, and what helps the Family maintain control of the local government. I'm also sure that the dry-docks aren't particularly rigorous in their inspections, and a less than shipshape ship can get what it needs to get back under way, no questions asked. However, in amongst the dry-docks and shipping containers, danger lurks. The mysterious Coralax Hybrids keep trying to establish themselves in the area, and end up in running battles with Arachnos troops. No one understands why they're doing it, but enterprising young villains will be able to earn some cash (and a soon to be fixed badge) by hunting them.


    Everyone knows that the best way to define the word oxymoron is with the phrase "military intelligence". What they may not know is that the second place finisher was "organized crime". Sure, the Family struts around and pretty much runs everything, or gets a cut of the cash, but have you seen their dry cleaning bill? Those suits are not cheap, and part of the reason is all the blood removal they get from all that nasty infighting. Verandi and Marcone battle regularly, and even Frost has his say, because they're the ones selling what the local boys produce. Despite everything you hear about honor and respect coming from them down at the spaghetti parlor, they're the first ones to get ticked off, and the last one's to stop shooting, unless you manage to take them out first. All through Marconeville you can find their minor Bosses. I won't go into detail, but if you spend some time rubbing enough of them out, it will pay off in a nice big Jackpot later in your career. Just relax and play the slots when you're bigtime enough for the Golden Giza, you'll find the right contact eventually.


    My readers need to understand, that when I said not much happens in the way of supernatural weirdness in Port Oakes, I'm not forgetting Fort Hades for a moment. I'm comparing it to Sharkhead, where you can see eleven foot ghosts walking the streets, or Cap au Diable where scuffing your feet on the carpet and touching a light switch can get you a large red electric gremlin in your apartment. When night falls, the troops at Fort Hades take up battle stations, ready to continue whatever experiments or battles with the Red Hands are needed. It can be a lot of fun learning how to use the ghost traps, and the Veluta Lunata lady might give you some work if you get good at it. Two pieces of advice though, don't overload the traps unless you're ready for the consequences, and don't do any Ray Parker Jr. impressions for the guys on night shift, they REALLY don't like it.


    Port Oakes looks like a sleepy little town at first. Don't fall for it though, there's a lot of stuff happening. The trick is to be the one making it happen instead of the one it's happening to.

    Let's talk about rain, shall we? It never rains in Paragon City and we sure do need it! This city is in drought conditions! I think I know why too. It's those storm controllers. Instead of spreading the rain around, they keep it all to themselves and use it indoors! Who needs it indoors? Storm controllers of the City, do the right thing and spread your stormy goodness all over the skies and bring us RAIN!


    During this weather report massive storm clouds were seen on every horizon. Have the storm controllers pulled together in an effort to abate the drought? Or is something more sinister approaching?


    Letter From The Editor


    To our loyal Readers,


    So, this is our marvelous tenth issue, and I have to say... I'm impressed. As Community Coordinator Ex Libris pointed out, we've come quite a ways from our first issue. I don't really know what to say except that I'm proud of my entire team (of which, incidentally, I was not Editor in Chief for the first several issues!). This project's been a lot to handle, but thanks to the dedication of a fantastic team of hard workers and the support of a great fan base, it keeps growing.


    And grow it shall! For the past two weeks we've been adding several new members. Some accentuate already popular features (such as Dirtwolf's work on the Art section), while others will be giving our paper new and shinier dimensions. For an example of the latter, looking to Burning_Brawler, who will be helping us develop more coverage of the Role playing community.


    But there's more. Oh, so much more. When we started this paper, we began brainstorming as to what communities we wanted to highlight. Different sections, such as Fan Art and PvP, seemed like no brainers, because they have such large support. After that, we decided that Fan Art needed its own project head (Hi, Thors_Assasian!). A need to bring up the community's own news led to tighter coverage of player hosted events. Bowfling brought us the Point/Counterpoint to represent those that like discussing the future of City of Heroes and Villains, so on and so forth. Still, after all the additions, our brains are still bubbling with too many ideas!


    That's where you, the reader, come into this whole thing. Post. Talk. Tell us what's up, and what you like about us. Are we failing? Let us know, and we'll see what we can do. We are here for you. So, after this newsletter, there will be a link to discuss what you read here today. Use it to give us feedback.     The State of the AT

    Partly because it's summer in Maine, and partly because it's summer pretty much everywhere else too, I've been having a hard time finding people to write the last few SotA articles. We're going to finish out the series, because it's been really good so far, but I want some help from the community. What I'd like are names, or volunteers to write about:

    I've got a really promising candidate working hard on Brutes for next week, but I'd like to hear some suggestions for the above ATs. They're the one's I'm least familiar with so I've been having a hard time finding folks.     Here's the pricing as of the evening of 17 July. Some of the variation in prices is undoubtedly due to taking measurements at different times of day- I've seen certain items go up and down by a million infl on a daily cycle- but the general downward trends seem to be consistent and real.


    As you'd expect of a market in "things that fell off the back of the truck", villain-side trends are murkier. Some heroside price collapses (Hamidon Goo, for instance) were not mirrored villainside, leading to situations where the villain market was actually higher-priced in its alleged strong suit: magic salvage. What does this mean for the unrestrained capitalism practiced in Lord Recluse's shadow?   • The PvPEC presents the Supergroup Ladder to run continuously on test server as it is available. This ladder will be an ongoing self sustaining entity and provide participating groups with matches and competition at a higher level between CoH groups. Every group who wishes to participate must first read the rules and agree to them.
    Supergroup leaders need to make a post on this thread stating that their group agrees to abide by the rules below, an initial roster of players, and a list of alternate contacts that they wish to have the ability to setup official matches or modify the roster in the case of a group leader’s unavailability. It is also recommended that availability be posted in order to make the official match setup process easier for everyone.

    Supergroup Ladder Rules:

    <ul type="square">[*] The ladder will begin immediately following a tournament where every group will face one another to determine starting rank. [*] Supergroup leaders must post an initial roster of players that they plan to have participating in matches. [*] Supergroup leaders must also designate and post alternate contacts that can setup official matches and modify the group’s roster in case they cannot be reached. [*] The initial roster must be posted at the time of signup and acceptance to these rules. It is part of your admission into the ladder. After the initial post, the roster can be added to or subtracted from at any time by making follow-up posts.[*] A group’s roster is based on test server global names, do not use live globals. If someone changes their global you must update accordingly with a post. [*] A global name may only belong to one Hero group and one Villain group within the ladders.[*] All participants of an official match must have been added to the groups roster at least two weeks prior to the match determined per timestamp posted in this thread. If they are not on the roster, they are not yet eligible to play with that group.[*] All challenges are to be made in the appropriate ladder challenge thread following the initial ladder setup.[*] All challenges within two rungs must be accepted and the matches completed within 2 weeks from the time the challenge was issued.     Ladder Entry:

    All new teams to enter the VG ladder must post acceptance of the below rules along with a roster designating the players and leaders. After that is done, the VG can officially enter the ladder in one of two ways:

    1) A team can first challenge and fight an existing team on the ladder to determine their initial ranking. If you win the match, you assume the second to last spot on the Ladder, jumping ahead of the last ranked team. If you lose the match, you assume the newly created last rung on the Ladder.

    or

    2) Two teams entering the Ladder at the same time may choose to fight each other, rather than a currently ranked team. This will create two new rungs on the bottom of the current Ladder, with the winner earning the next to last rung and the loser earning the newly formed last rung. In this instance, the outcome of this match will not affect any teams already on the ladder; the outcome of this match would only decide the order in which the two participating teams are placed at the bottom of the Ladder.

    Waiver:

    NOTE: “Eligible for Waiver” is noted on rules that the participating VG’s may choose to ignore prior to the match or up to 48 hours after the match. The spirit of a Waiver is to overlook simple mistakes and misunderstandings that do not affect the outcome of official matches. This will also serve to prevent vengeful enforcement of the rules from non-participating players. VG leaders will represent their team in their decision. If the rule-breaking team (forfeiting team) and the winning team do not agree on a Waiver, than the existing rule stands. If leaders from the same VG disagree, the rule stands. No teams are ever obligated or expected to agree to a Waiver.

    Team Regulations:

    Supergroup leaders must post an initial roster of players that they plan to have participating in matches and must designate themselves along with the other leaders with the title “leader” after the global. The initial roster must be posted at the time of signup and acceptance to these rules, it is part of your admission into the ladder. After the initial roster is posted, it can be added to or subtracted from at any time by making follow-up posts on that thread.

    A group’s roster is based on test server global names, do not use live globals. If someone changes their global you must update accordingly with a post. A global name may only belong to one Hero group and one Villain group within the ladders.

    A new player must wait one week before becoming eligbible to play in an official match per timestamp on the roster update post. A player changing VGs must wait two weeks to become eligible to play in an official match per timestamp on the post. If a player is not on the roster, they are not eligible to play with that group.

    Match Regulations:

    All challenges are to be made in this thread.

    All challenges within two rungs must be accepted and the matches completed within 2 weeks from the time the challenge was issued (assuming test server is available). If a group is unable to participate in a match within this time frame, it is automatically a win for the challenging group. Eligible for waiver.

    The girl who has a permenant unwanted guest


    I was at the bar in Pocket D again. Not doing much else but
    cooling my insides with a nice Cranberry Cocktail, made out of Cranberry juice,
    Vodka and 7up. I'm a lush, I can't help it. When not beating on the Freedom
    Phalanx, there's not much else to do for a gal like me. How DO they come back
    from the dead so fast anyway? *sigh* I digress....While sitting at the bar,
    sipping my cocktail, a smallish red-headed young lady sits next to me. She
    looks of the "Heroic" pursuasion so I try not to give her much note, else I
    wind up in the monkey cage for running my mouth. That's the last thing I need
    on my rap sheet. Beating up some young kid. Isn't that considered child abuse?


    She seems rather polite, asking for a pepsi, without ice. All of a
    sudden this deep voice booms from her throat at me "WHAT ARE YOU LOOKING AT???
    NEVER SEEN A GIRL ORDER PEPSI BEFORE????" I was kind of shaken, getting ready
    to go all atomic blast her butt (Despite neutral ground rules...self defense is
    self defense) when she apologized "I'm sorry, that's just my worse-er half
    speaking" That statement intregued me, so, I proceeded to ask her a few
    questions:


    Kahlan
    D'Rane:
    So, what IS your name, and what do you do around here?


    Jennifer: I'm Jennifer White and I have to
    apologise for my um... friend. WE AREN'T FRIENDS ! Yeah.. okay.. Meet The
    Darkness.


    Kahlan D'Rane: Why did you pick the Guardian part
    of Paragon City anyway?


    Jennifer: According to my instructors at "The
    Academy", there are several paralell universes and I just happen to be in this
    one. Aparently, I probably exist in others, if not all of them, but I've never
    met my other selves. THANK THE GREAT EVIL THERE'S ONLY ONE OF YOU HERE ! Quiet
    and behave. This is Pocket D. You know the rules. RULES ARE FOR WIMPS ! *sigh*
    You see.. being posessed is like having an annoying roomate who won't leave...
    ever. THEN MOVE OUT !! This is MY body damn it !!!


    Kahlan D'Rane: From the looks of things, you've
    been through some tough times...care to talk about it? (jeez, I'm a villain not
    a shrink..why oh why..oh yeah parole)


    Jennifer: Well, I don't know a lot about when I
    was really young. I do know that my parents were members of a "Holier than
    thou" religious sect who lived in a compound separated from society. I think
    they were "The Followers of Light" or something like that. Aparently, some
    hostilities broke out between the members shortly after I was born and the
    whole place was burned down to the ground. I was the only one rescued. I've
    tried to get more information, but since the group was so "anti-establishment",
    they didn't share a lot of reccords and those that were there went up with the
    fire. I pretty much spent my early childhood hearing a certain voice that would
    tell me to do bad things. So, after several foster homes, I ended up setting
    fire to one because the voice had convinced me that my foster parents were out
    to kill me. WOULD I MAKE UP SOMETHING LIKE THAT ? Quiet. I'm speaking. That
    ended with me locked up in a mental hospital for quite a long time. It wasn't
    until the hero Zoraks came into my life that I began to understand what was
    going on.


    Kahlan D'Rane: Ok it looks like you're supposed
    to be in school instead of bringing in the likes of me, why aren't you? what
    happened to it?


    Jennifer: Nothing happened to the Academy. I
    still live there. It used to be a base of operations for a golden age
    supergroup called "The Justice Heroes" led by Zoraks himself. After the group
    disbanded, Zoraks had noticed the rise in the number of superhuman youth in the
    past several years so he had the base revamped as a school for training the
    super powered youth who either needed more challenge than what other schools
    were offering, or for students who were just to dangerous to put in other
    schools. Mr. Zoraks was a hero from another world where magic was a way of
    life. I was the first person he detected with his scrying stones and he rescued
    me from the hospital. He's delat with stuff like this before back on his world
    and knew demonic posession when he saw it. I AM NOT A DEMON ! THOSE GUYS ARE
    USELESS, LAZY, COWARDLY, WIMPS ! He's my new foster father and he's trained me
    to control my other half. The school is currently home to seven of us students
    due to space constraints but there are plans for expansion as soon as more
    teaching staff and resources become available. AND IF YOU BRING BOMBS, THE
    SCHOOL IS LOCATED IN.... A secret location thank you very much. Mr. Zoraks
    being a golden age hero has made a LOT of enemies and there's still a lot of
    technology left in there so the location of the school is sworn to secrecy
    among us students. As for why I'm not in school today ? It's Saturday ! No
    classes. Clubbing isn't really my thing, but some of my fellow students dragged
    me in here.


    Kahlan D'Rane: How did you meet
    your..um...Friend...In there?


    Jennifer: I'm not really sure. I think it's been
    with me since I was born. I HAD NO CHOICE ! MY FORTOLD HOST WAS MISSING WHEN I
    ENTERED THIS WORLD. I WOULD HAVE FADED FROM EXISTANCE. JENNIFER WAS THE ONLY
    HOST AVAILABLE AT THAT SPLIT SECCOND !


    Kahlan D'Rane: So who else did you drag with you
    other than Tall Dark and Ugly in there?


    Jennifer:
    WHO'S UGLY !?! Well the goofball over there dancing is Scott Erickson. He
    likes to go by the code name Light Man. He love comic books, hehe. The giant
    musclebound reptile creature dancing with him is his girlfriend, Stephanie
    Logan (She's having a rough time with her mutation). That guy over there
    muscleling in on Turndown Girl is Rick McGuire. The Welles sisters, Elenor and
    Laura are over at the bar on the villain side. They're a little wierd. I
    understand that they're Crey manufactured assasins. They like to hand out over
    there to check out the competition in case they have to put one or two of them
    down. Old habits are hard to break I guess. Oh.. and don't let that crazy,
    bouncy girl dressed in pink with the heart on her shirt fool you. She's Rainbow
    Argentine, a living fire breathing dragon. There's a war going on in her world
    and Zoraks fought by her father's side. After her brothers were killed, her
    father, the ruler of her faction, sent her here,in human form, under Zorak's
    care to be safe away from the war, and to learn. So far, she's learned
    everything about being a human girl from reading Teen Beat and Hearthrob, and
    Cosmo magazines. Steph and I are STILL trying to reverse the damages. Anyway,
    we've grown so close over the years that they're all like the brothers and
    sisters I never had but always wanted.


    Kahlan D'Rane: So who are your favorite bad guys
    to beat up? You, if not...tall dark and ugly must have some?


    Jennifer: I'm going to have to say that I don't
    really have any favorite. I only go out to feed The Darkness when it's hunger
    pains get so great that it won't leave me alone. I HUNGER ! It feeds on human
    life force to exist. I never let it feed to the point where it kills. I let it
    incapacitate it's food source and then I cut it off. The magical energy that
    Zoraks feeds it daily holds it off some, but it really needs human life force
    to sustain it. I decided to feed it the "bad people" and I guess that's what
    tossed me unwillingly into the ranks of all the other heroes around here.
    Really, I just want to do homework and be a normal 15 year old girl! I PREFER
    THE CIRCLE OF THORNS ! THEY HAVE MULTIPLE SOULS WITHIN THEM !


    Kahlan D'Rane: So who are your friends over
    in Paragon city, you really dont do all this crimefighting on your own do you?
    That's not really safe for a squishy little kid like yourself. Despite...umm
    added company...


    Jennifer:Well thankfully, being posessed means
    that The Darkness here will do whatever it takes to survive and to do that, I
    have to be alive, so I'm actually not very "Squishy". SEE ? YOU OWE ME JENN!!!
    The first hero I ever met here was nammed Red Dwarf. Us, along with Dark
    Living, Lori Kalamar and Pill of Death, all classified as Defenders, did as
    much damage to the sinister elements of Paragon City as a team of tanks and
    scrappers. Shortly after, We founded The D'Fender's Guild. Prototype Eve joined
    us shortly after that. She was the best healer in the business and also turned
    out to be the best base designer I personally have ever seen. She hand
    deccorates The D'fender's Guld base on a constant basis.


    Kahlan D'Rane: What do you do when you're NOT on
    the beat? Other than sit and yack to undesirables like myself.


    Jennifer: I'M TRYING TO MAKE CONNECTIONS FOR OUR
    TRANSFER TO THE ROGUE ISLES ! Ahem.... Well Mr. Zoraks got me some working
    papers and I was able to get a part time job cashiering at ICON in Steel Canyon
    on the weekends. Durring the week, I'm usually studying for classes, reading
    books, and on Friday nights, Light Man has these awesome movie nights where he
    just rents classic old horror and sci-fi moviets that we watch. The only ones
    I've refused to watch were "The Exorsist" and a couple others like it. The
    Welles sisters pretty much refused to watch "Frankenstein". My personal
    favorite movie that I can't get enough of is "THe Wizard Of Oz" I also enjoy
    just going and sitting under the Atlas statue and just watching everyone there.
    I love the creativity a lot of the heroes have.


    Kahlan D'Rane: so um...Darkness...do you have
    anything personally to add??? (you know it is kinda rude to leave you out n
    all..)


    Jennifer: THE WORLD WILL BE BURNED BY HELLFIRE.
    THE DEAD WILL RISE AND THE WORLD WILL BE DEVOURED BY THE DARKNESS ! WAIT FOR
    THE END TIMES HUMAN ! It keeps saying that but it never tells me what it means.
    YOU WILL KNOW IN TIME !! MUAHAHAHAHAA !


    Kahlan D'Rane: So, in conclusion: What do you
    like best about Paragon city? What's so great about it?


    Jennifer: ALL THE SOULS TO FEED UPON !! THERE ARE
    SO MANY !!! Um... yeah... I really like the people I've met here. I've made
    some very good friends and I'd like to make more ! AND I WILL FEED UPON THEM
    ALL. No one is feeding on anyone ! Now Behave !!


    Kahlan D'rane: Cool, thanks for your time, I'm
    getting paged to go beat up the Freedom Phalanx again. They just wont stay
    down..*sigh* Lord Recluse will skin me alive if I dont take this, so if you'll

    Two halves, Same Whole


    I was sitting in my usual spot at the Pocket D. Sipping away at my
    vodka and cranberry juice, when, the unmistakable sound of an incoming VIP
    member warping in went off. I looked and there was a man who looked somewhat
    like Positron, but not quite. I was baffled at first, thinking Positron did
    some cosmetic modifications to his suit...but I was wrong. The man walked up to
    the bar and offered to buy me a drink.


    Kahlan D'rane: So, what's up with the suit, and,
    the random act of kindness towards a lady of ill repute such as myself?


    CyberExeider: Oh, just being kind to a fellow
    super, even if she is a supercvillain.


    Kahlan D'rane: So, what are your powers? You
    know, if I ever run into you in a dark alley in Warburg or something...a gal
    likes to be prepared.

    Well, Kindness is one thing, giving out trade secrets is
    another.


    Kahlan D'rane: You look like you've been around
    the block a few times, you probably have quite a few stories to tell. I just
    want to know what brings you to Paragon City/Rogue Isles? There has to be
    something more than "I want to fight crime wherever and whenever it may
    manifest" *puffs out chest in immitation of some lamer hero I beat up in RV*


    Cyber Exeider: Well it started a while ago, back
    when I was working for Snark Enterprises under Tony Snark. My brother worked
    for Tony and in fact thatfs how I got the job. Tony was approached by Freedom
    Corp for a couple of projects. Tony brought me in and I got to work. The first
    was a project to create a device called gThe Infinity Modulatorh which was a
    device that can reformat energy. The idea was to be able to make normal people
    into supers, and supers into wellc super Supers I guess. The second was a
    project called gCyber Capeh, it was a project to create a android capable of
    replacing a super in combat. It worked all to well, the android was quite
    capable at destruction, but its ethics were questionable. I tried to upgrade it
    with eEthics Programmingf but it went hay-wire, killing all the lab personnel
    except me, It escaped to the Rogue Isles, and made a name for it self:
    Technoform X. I took the Infinity Modulator and went after him. It was during
    this time I encountered a fellow SuperHero by the name of Iron Avatar, and we
    formed a super group eBrothers In Armsf. We worked together on stopping
    villains and evil-doers. It wasnft until much time later that I found out that
    Iron Avatar was my own brother, he was just as shocked when he figured out who
    I was.


    Kahlan D'rane: Wow talk about a small world.


    In the time since I started, I paid a heavy price. My body had
    started to change, becoming more energy as time went on. When I started to
    become a danger to the city, I went to Positron. He helped me design the suit
    that you see before you now.


    Kahlan D'rane: Yeah I thought you were him for a
    minute to be honest. You know the whole suit thing and all. Thought he did some
    cosmetic mods.


    Cyber Exeider: There was another super group
    member, by the name of Little Raven, she wascimportant to me. Icc cared for
    her a great deal. It was tough, loving someone but not ever being able to touch
    them. Knowing that if you were to look upon them with your own eyes, you would
    destroy the very thing you loved.


    Kahlan D'rane: Yeah that would be rather
    difficult, yes


    Cyber Exeider: Can we change the subject please?


    Kahlan D'rane: Sure not a problem


    Cyber Exeider: My SuperGroup is called:
    eBrothers In Armsf and Yes we have a base, It was a gift from DJ Zero for
    protecting Pocket D last year from Snap Tooth.


    Kahlan D'rane: Wow, that's quite a reward.


    Cyber Exeider: Thank you, yes, our greatest enemy
    was Technoform X, who by this time was on his way to destroy Paragon City. He
    is what your villains call a fRobot/Traps Mastermindf He made a raid at our
    base, destroying much of it, and kidnapping super group member Little Raven. We
    followed him back to his base, and in the final battle. I gave my life to
    protect Raven and the other Brothers, and destroy Technoform X.


    Kahlan D'rane: But but but..you're still
    here..you're not dead...Unless well you made a pact with some being or
    whatever..


    Cyber Exeider: You look confused, I bet your
    wondering how can I say, I GAVE my life when Ifm sitting here right now. Well
    I didnft edief exactly, I Ascended, became a being of pure light much like a

    Homeworld, the Deepest Depths of the Shadow Shard. I would say humans, because
    in all those parallel realities we have made some interesting choices.


    Kahlan D'rane: Heheh. Ok, Who's your favorite all
    time villain group to beat up on and why? You have to have one. Everyone does.


    Cyber Exeider: The council, because they like me,
    have some very advanced technology. As much as they are villains I admire their
    thirst for knowledge, but I find their methods, dubious and despicable.

    So, you want to be a PvPer?!








    Well let me just say congratulations for entering the world of
    PvP. The guide I’m about to write can be applied to anyone entering PvP, or
    with a desire to PvP, in Arena and Zones. Without further delay, here is my
    first point:


    The most important thing to understand when you are starting to
    PvP is that you WILL die. If you walk into a zone expecting to kill and not be
    killed you are in for a rude awakening. What most people forget when PvPing for
    the first time is that you are fighting another player. You will hardly see the
    same movements, actions, and tactics used from one person, being used by anyone
    else which is what makes PvP a hard thing to get used to based on only fighting
    enemies who do the same thing. Once you learn to accept your defeats, you can
    truly improve.


    Which leads us to our next subject. When you die, you must try and
    figure out why you died. Having an open mind is what it comes down to, with an
    open mind you can get fairly good in a short amount of time by just taking
    advice from other players. Adding on to that point, joining a PvP SG is a great
    way to learn a lot. Being a team member of people that are good at PvP would
    allow you to see what they do, in comparison to you, to see what you’re doing
    wrong.


    If Arena PvP is what you want to do, your best bet is to go to the
    Test server. Since City of Heroes/Villains lacks a true PvP Server, Test is
    what all the serious PvPrs go. Once you get on Test, as I said before, the best
    way to get better is to join a PvP SG. Most SGs on Test do practices twice a
    week. To find a listing of some SGs on Test visit the PvP Arena forums.


    In the making of this article, I asked some leaders of prominent
    PvP SGs to list the most important thing someone new can do when first starting
    out, here were the responses of Psypunk (Justice for All League) and EL_AJAX
    (Freaks of Legend):




    Psypunk,

    The single most important thing a new player can do to get better in PvP is to
    actually get out there and do it. PvP is best when done as part of a team, many
    players realize very quickly when they jump in a PvP zone that all the
    archetypes have weaknesses, so shore up those weaknesses with help from other
    teammates. If you can't find a team, then you need a very good understanding of
    what your hero/villain can and can't do...play to your strengths and avoid
    situations that expose your weaknesses.


    In PvP, there isn't as much room for mistakes as there is in the
    PvE game and players who do not understand their archetype's strengths and
    weaknesses will struggle. Examining highly successful teams and players,
    individuals will find that these players know their roles within the team. You
    do not see "offensive" empaths - an empath's job is to buff and heal, it is
    what they do best and it is what makes an empath the foundation of every good
    team.


    PvP in COX is the "end game". Those fifty levels you have earned
    hopefully gave you some insights into your archetype and have taught you the
    basics, but there is so much more to learn if you want to compete and be
    successful against real players. So, if you want to open the doors to an
    entirely different level of play and challenge, don't discredit or disparage
    PvP because you've had a few defeats. Learn WHY you were defeated. What could
    you have done differently? You know how to defeat countless Freakshow, yet
    you're going to have to do much better than that to defeat a real life
    "Destined One" villain. Ask questions...ask the player who just defeated you
    what you could have done differently. Just like in anything, you will run
    across some jerks, but most will be helpful and take the time to give you some
    pointers. Remember, for players who PvP, we understand that for us to have fun
    we need players to PvP against! PvP opens up an entirely new level of challenge
    and complexity for those of you brave enough to experience it. Open the
    door...come on in...ask questions...research builds and tactics...work on
    accolades, recipes, Hamidon enhancements, etc. - anything that will give you
    that extra edge when you'll need it most...you're not fighting Malta or Longbow
    anymore...you're fighting the best heroes and villains the game has to offer,
    so you're going to need to take your game to the next level.


    And most importantly, take your defeats with grace and your
    success with humility!

    Most important thing is attitude. Knowing that in PvP, there will be times when
    things will not go your way. keeping a positive attitude is important. Its all
    about fun.

    Justice League Championship



    On Monday, July 9th 2007 the Justice League Finals were held in
    the Pocket D Arena. The time had finally come to see whether Team Bacon or Team
    Awesome'ish would come out on top and be crowned this season's champions.

    The matches got off to a slow start when 2 players from Team Awesomish didn't
    show up for the night's matches. Team Awesome'ish decided to go ahead and
    battle with only the 3 they had.


    Match #1: The night's first battle took place on the gloomy
    Graveyard arena map. Team Bacon fielded Feral Kat, Atomic Flea, Cool Nive and
    Re-Assembled while Team Awesome'ish went with their only 3, hAArdvArk, Digital
    Thunder and DC Bot.


    The fighting erupted fast and furious from the start. Atomic Flea
    was relentless in his pursuit of Digital Thunder and was rewarded with
    defeating him 3 times by the end of the match. Feral Kat and hAArdvArk squared
    off for much of the match but were unable to do much more than dent each other
    until the rest of Team Bacon coordinated fire on hAArdvArk until he was brought
    down.

    DC Bot and Cool Nive faced off a few times but more often spent time trying to
    assist their perspective teammates while Re-Assembled had his hands full
    keeping his teamates alive.


    The match ended prematurely as the Arena crashed with just over 1
    minute left on the clock. By Justice League rules, the match was awarded to
    Team Bacon who at the time of the crash led in kills 4-1.


    Match #2: The second match was reset once due to drawing
    the Monkey Cage arena map. After resetting, the Atlas Park map was the location
    of the next battle.

    Both teams found it difficult to force head to head confrontations on such a
    wide open map. Combatants in danger of defeat were often able to keep just out
    of their attackers reach buying time to heal lost health. The match ended with
    Team Bacon's Atomic Flea earning 1 kill and Team Awesome'ish's DC Bot
    countering with 1 kill to result in a tie for the second match.


    Match #3: For the 3rd and final match, Atlas Park was again
    the site of the battle. The same difficulties ensued for both teams as it had
    in the second match. Near the end of the match it looked as if neither team
    would score a kill until Team Awesome'ish either cunningly laid a trap or
    simply siezed an opportunity. hAArdvArk and DC Bot combined attacks upon Team
    Bacon's Atomic Flea and had him in danger of defeat. Re-Assembled quickly came
    to the rescue healing his teammate only to find himself the target of both
    attackers and was quickly overwhelmed. This led to the only kill for the entire
    match ending it in Team Awesomish's favor 1-0.


    With the match wins being tied between the teams, it went to
    number of overall kills to determine the winner. Team Bacon achieved 5 kills to
    Team Awesome'ish's 3 kills for the night.

    victory!

    Rogue Isles Repast




    Arrow Diner



    Greeting Villains, Vigilantes, Heroes and other general pains in
    the neck. Jenna Seidel here again with another riveting edition of the Rogue
    Isle Repast. This week, my friend Thrill Kill Gill and I were hankering for
    some main land cookin'. Wandering around Mercy, we saw a billboard for Arrow
    Diner, advertising “Steaks, eggs, pancakes, sandwiches and coffee”. Gill said
    it would hit the spot.


    Now, Gill and me, we don't make the same entrance that me and the
    boys do, so the place was still a bit crowded. Arrow looks like a diner from
    out of the 50's, red, black, chrome and neon. And the food is about the same,
    just as advertised. Steaks, burgers, chicken, fried fish, breakfast all day,
    and other diner style comfort food. Gill decided to try the “Pop's Special
    breakfast”, 16 ounce Porterhouse steak, Pittsburgh style, 3 eggs sunny side up,
    home-fries and a full order of pancakes. I went with a little less food and
    ordered the “Home-style Meatloaf dinner”, meatloaf, mashed potatoes, mushroom
    gravy, and green beans. All dinner entrees come with a choice of breads,
    buttered white bread, biscuit, or garlic toast and soup or salad. The soups are
    your typical chicken noodle and clam chowder on Friday's, but the signature
    house soup is, “Toots' Depression stew”.


    Gill was getting antsy after my soup arrived. The man just eats, a
    lot. I was afraid that I wasn't going to have room for my meal. A large bowl of
    beef based vegetable soup was plopped in front of me. Corn, carrots, cabbage,
    and that's just the “Cs”, I had to have the recipe and the story. When our
    meals arrived, I found out that I WILL NEVER order a Pittsburghed steak. It
    seams that to make a steak Pittsburgh, first you pound cracked black pepper
    into the raw steak, then you freeze it. Then on a very hot griddle, you put on
    the steak, pepper side down, until it is defrosted. Then you serve it. Yeah,
    it's raw, like bloody raw. I like a little blood here and there, I'm a villain,
    but not in my food!!!!! I can hardly watch Gill eat anyway, but watching him
    shovel the raw steak, the raw eggs, potatoes, pancake, with syrup, all in one
    bite was a bit much. I concentrated on my meatloaf. Three slices of fresh home
    made meatloaf with yummy, mushroomy, gravy goodness, creamy white mashed
    potatoes and green beans that are still green.


    When we were done, I asked to talk to a manager or someone.
    Marriann Smithson introduced herself as the owner. I asked her about the story
    behind “Toots's Depression Stew”. “Toots, my great grandmother, “she said, “was
    having a hard time feeding 6 growing boys and a husband, during the Depression
    of the 1930's. This soup was on the stove every night, with whatever could be
    gotten out of the garden, or meat, if it was available.” Marriann also
    explained that hard work and “The New Deal” couldn't keep her family above
    board. When President Marchand began to offer extradition immunity, the
    Smithson's high tailed it out of town with their ill gotten gains. “Though,
    it's really easier, to make an honest living here,” said Marriann, “some one of
    each generation still carries on the family tradition of villainy.”

    Marriann was kind enough to give us not only the recipe for the soup but her
    meatloaf as well. Arrow Diner didn't join my security services, Marriann's
    brother keeps out the local riff-raff, but they do offer a discount to all
    registered villains. They also accept cash, checks, credit cards, travelers
    checks, infamy, salvage and invention recipes as payment. The prices are very
    reasonable, the most expensive menu item, “Pop's Breakfast” is only $16, USD.







    Toots' Depression Stew, modern version


    2 pounds of ground beef or turkey


    1 medium onion coarse chop


    1- 2 cloves of garlic


    36 ounces of vegetable juice


    2 10 ounce cans of beef broth


    1 16 ounce bag of frozen mixed vegetables


    1 10 ounce can of stewed tomatoes


    2 tablespoons of oregano


    1 tablespoon of Worcestershire sauce


    1/2 teaspoon of Louisiana hot sauce


    1 large head of cabbage, shredded


    salt and pepper to taste


    In a large stock pot, brown the meat over medium-high heat. Add
    onion and garlic and saute until both are translucent. Add remaining
    ingredients, including cabbage, simmer for a minimum of 30 minutes. Serve with
    bread for a hearty meal.










    Arrow Diner Meatloaf (serves 4)


    2 pounds of ground beef


    1 medium onion, minced


    1 clove of garlic minced


    1/2 cup of ketchup


    1 egg


    1 tablespoon Worcestershire sauce


    1 teaspoon of yellow mustard


    salt and pepper to taste


    1 dry pint of mushrooms


    2 tablespoons of butter


    2 teaspoons of flour


    Pre-heat oven to 350 deg F. In a large bowl mix the beef, onion,
    garlic, ketchup, egg, Worcestershire sauce and mustard. Place in a loaf pan,
    meatloaf pan or on a grilling pan. Cook for 30-45 minutes or until the internal
    temperature reaches 160 deg F. In a medium saute pan melt butter, saute
    mushrooms until tender, sprinkle with flour. Add the pan drippings from the
    meatloaf. Thin with water, beef broth, or any other clear liquid, if needed.




    Colour Me Excited!



    Hello Everyone! I'm Dirtwolf. I'm one of the newest additions to
    City Scoop. I'm going to be putzing around with Arts and Entertainment with TA.
    I've decided to add two (with a third alternating) more articles to the section
    that are going to be interactive including a line-art that you can colour in
    with crayons, digital methods, markers, or food condiments and send in. My
    favorites will be posted in the following week's Scoop! I'm only going to have
    two articles a week, and the second one will be alternated weekly with an art
    jam, an art challenge, or something of the like. When you finish colouring the

    As I told TA upon being brought aboard the good ship City Scoop, I
    wanted to bring more interactivity to the players. In turn, I've made my first
    two additions to the paper completely interactive. The lineart, and this : The
    Art Jam! Let me explain : The art jam is where I give you guys a subject and
    you draw how you interpret it. The subject I've decided on for our first art
    jam is "What do you think defines a hero?" Once again, draw up some pictures
    and PM them to me and the favorites will be put up in the next issue!

    IMHO Part 3



    Reactions to the general question of “should there be a minimum
    age for registered heroes,” were mixed. “Believe it or not,' said Questing
    Eagle (level 50, Virtue), ” I do. [Think there should be a minimum age for
    heroes] “I was surprised at the time I got accepted and figured it was because
    the city needed help so bad after the War that they were taking anyone willing
    to do the work. I think maybe I grew up a little faster than I could have…
    several older heroes I know have told me so. I think a lot of other teen heroes
    don’t really think what they’re doing through… I didn’t at first. But I got
    good friends to help me and I think I turned out just fine. Eighteen’s too old
    though. Make it fifteen or sixteen, when we’re allowed to get regular jobs.”
    Ms. Questing Eagle received the title “Hero of the City” at the tender age of
    16.


    Several heroing parents suggested that their children should be
    relegated to a secure location until their powers and hormones balance out.
    Flairback (level 50, Justice) even suggested patenting and marketing protective
    chutes to shuttle all children to and from secure locations.


    Another vote for minimum age, with provisions came from Roland
    Grey, a 22 year old defender (level 14 , Champion). "I agree that most kids
    shouldn't be heroes. They're in an important physical development stage in
    their lives, and the intrigues of hero work are not going to mesh well with out
    of control hormones. Couple this with the fact that most of them have to
    struggle with school, work, preparing for college or military... It's wiser to
    leave the hero work to the people in the field or have been trained for it. If
    you've got the powers, then great. Get trained up in them, graduate from a
    super school, register, and -BAM- you're an official hero. But we can't be
    having every overzealous little punk rushing into the "War on Crime" without
    them knowing what they're doing. Look what happened to Frostfire!"


    However the most common answer to this question was, no. Nestor
    Druji, another 22 year old defender (level 27, Protector) stated, "I don't
    understand why there should be such a law in effect. The Freakshow, the
    Devouring Earth... These are criminal factions that have little to no concern
    about the age of the people they threaten. I personally believe that if a youth
    has the capability to defend him or her self, as well as any local bystanders,
    then they should be able to do so without fear of reprisal. This bill, in
    effect, will take away that right. A basic right. Everybody has the right to
    defend themselves, using whatever force is necessary. Every citizen has the
    right to make an arrest against anybody violating the law, using whatever force
    is necessary. Why should we restrict just the youths who display extraordinary
    talents?" His younger brother, Kip, age 21, (level 42, Protector) agreed
    stating, "This smacks of 'Might for Right.' It feels like one more step toward
    keeping us, all of us, from being able to do what we do best. And that is
    protect the citizens of this fine city and the world abroad. You cut down our
    numbers, you expose any of us, and we are all at risk. Take this to heart...
    Children have fought in wars throughout history. From biblical times, to the
    Crusades, to Vietnam to even our modern conflicts spanning the globe, children
    are an ever-present threat to consider. If ours prove to be just as tough, who
    are these fat-cats to tell them they can't fight?"

    By Popular Demand



    This is the first in a series of By Popular Request articles,
    which will review commonly requested player suggestions for which there is
    strong positive support, and review the implications and considerations that
    need to be accounted for if these suggestions were to be implemented.


    This week’s subject – Server Transfers



    Server transfers are the allowing of players to move all character information
    associated with a character from one server to another. This option has been
    requested by numerous posters on the forum, and has the support of Positron
    himself, which was suggested in this Warcry interview you can read
    here
    . Server transfers have the benefit of allowing those players that
    enjoy higher player volumes to move their favorite characters to a new server
    where the teaming options seem brighter, while allowing those players that
    prefer lower volumes to move to low volume servers. In this way, players can
    maintain the characters they have spent a lot of time playing, while enjoying
    the benefits of the type of server they may prefer.


    Currently, players can copy a character from the live servers to
    the test server, so the transfer technology exists. The only difference would
    need to be the ability to delete the character from the old server, in order to
    prevent duplication of characters. Characters will need to select a new name if
    they transfer to a server where the name they had on their old server is taken.
    How to handle supergroups is another challenge to be considered as well.
    Finally, the question of whether or not there should be some nominal fee to use
    this function needs to be answered. Once the framework for how to handle these
    issues are worked out, it is likely that server transfers will be offered to
    players as a way to help maintain the level of interactivity they are looking
    for.

    The State of the AT


    Scrappers



    Scrappers have been the recipients of no small amount of developer
    attention since City of Heroes launched three years ago. Plenty of posts have
    been made, argued over, deleted, reposted, flamed, championed and applauded in
    the last 3 years regarding those changes. There were some bad ones. There were
    some good ones. There were some game-wide changes that were both good and bad.
    The most recent addition to the game that has affected Scrappers is the
    addition of Inventions in Issue 9. I could write a small book on the various
    changes that the Scrapper Archetype has gone through but I'll try to avoid that
    and stick to the main things. That will help us look at where Scrappers are
    headed.


    The first big change to the AT was the addition of the game's
    first inherent power, Critical Hits. To be sure, Scrappers already had crits on
    some attacks. A single attack with a 5% chance was in 4 of the 5 primaries;
    Broadsword, Claws, Katana, Martial Arts and Spines. With the new change, all
    the attacks in the various primaries were give 5% chance to crit against
    targets ranked minions and lower. Against lieutenants and higher ranks, the
    chance increases to 10%. Power Pool attacks and later Epic Attacks all have a
    flat 5% chance against any target. The special attacks that already had a crit
    chance were given a flat 15% chance to crit against any target. To this day
    though, Dark Melee lacks an attack with a boosted Critical hit %. This is
    something people have wanted for a while.


    In terms of power sets and the number of possible character
    combinations, Scrappers have the least variety of all the Archetypes in the
    game and have always been that way. New power sets, any new power sets, have
    been asked for with much enthusiasm. A recent poll on new power sets included
    many ideas that hinted strongly that the next round of new sets would be made
    available to Scrappers, among others. But despite that lack of set variety, the
    ones that Scrappers do have access to have been shown lots of positive dev
    attention.


    Claws, Katana and Martial Arts have all received much need
    animation changes. Martial Arts and Claws had some very long animations that
    hampered the offensive ability of the sets. Both of those sets also had key
    values in some powers changed to help their damage output as well. Katana got
    the biggest cosmetic change. For quite some time, it had all the same
    animations of Broadsword but with lower damage, recharge and endurance costs.
    All the animations were changed and the powers were renamed to reflect the
    Japanese origins of the weapon. People celebrated when each of these changes
    were made by flooding the servers with new characters. These sets became more
    fun to play and look at.


    Scrapper secondaries have had a mixed bag of changes.
    Invulnerability and Dark Armor suffered from the lack of stacking armors for a
    few issues. When their toggles were allowed to stack, it readily improved the
    quality of life for people that used those sets. Changes to the way the game
    allowed critters to attack us have helped Super Reflexes out as much and the
    many changes the Devs made to the powers in the set. Regeneration today has a
    much smoother progression of power your character levels. Small buffs to powers
    early in the set really helped this set.


    I won't get too into the nerfs that have been meted out on the AT
    as the bulk of the changes that lowered the defensive potential of Scrappers
    are years old now. Issues 3 through 6 were not a happy time for lots of people
    on the Scrapper forum. Nerfs, the global defense reduction, and enhancement
    diversification all brought their own firestorm of comments and opinions. Say
    what you will about the repeated nerfs to the various sets and powers but even
    long time Scrappers will admit that the balance between the four secondaries
    was seriously and unfairly skewed in the past and that today, there is much
    greater parity between them. The Archetype is better off for them.


    The net effect of all those changes placed the AT in a very good
    position to take advantage of the newest addition to the game: the Invention
    System. Inventions are letting Scrappers do some very good things. But there is
    a need to step back from the sets in order to look at what is being done.
    Remember, the set bonuses and special IOs are very attractive but that
    shouldn't get in the way of enhancing the power's key effects. Some powers lend
    themselves better to simply being a mule for unique IOs. Others, you should be
    careful to make sure the power itself has the enhancement values it need to
    function best.


    Invulnerability is able to use them to close holes in its typed
    resistances. Psionic damage may no longer be the threat it has been. Dark Armor
    benefits simply because it has such of variety of powers that it can use so
    many sets and stack the bonuses on top of its many layers of protection. Regen
    gets to do more of what it does already: regen. Impressive amounts of passive
    regen can be had. Super Reflexes unfortunately doesn't have quite the amount of
    options that the others have. You have to work hard to assemble a further 10%
    defense to each of the positional types. Since SR is all defense powers, it
    doesn't get to buy some IO effects that could help it because they are bonuses
    for sets that won't slot in its powers. It ends up having to take pool powers
    like Tough and Health in order to get access to other sets. A better variety of
    set bonuses in Defense power IO sets is called for. All of the sets can make
    good use of the various recovery bonuses in the IOs. More than that though, all
    of the sets benefit from set bonuses that give recharge buffs. All the sets
    have long clicks that are already slotted with recharge. The tier 9 defenses,
    dull pain, practiced brawler, dark regen, reconstruction, instant healing; all
    these benefit from the plentiful recharge set bonuses.


    The primaries can also make very good use of IOs. Common IO end
    reduction enhancements after level 30 are worth more than an SO. All the
    primaries make good use of that, particularly Broadsword. Sets also generally
    have at least an SO worth of end reduction in them and you can really end up
    using a lot less endurance while attacking due to this. You can stack some nice
    damage buffs too. If you went all out for them, you could get about 37% damage,
    more than a medium red inspiration. That's pretty nice. Claws would like that
    the most of any of the sets. Accuracy bonuses also help all the primaries and
    there are many of them. Stacking another 33% Accuracy is not difficult.


    In terms of playing the game, Scrappers are still sitting pretty.
    Soloing is still the Scrapper's forte' and anyone who is just getting into the
    game would do well to create a Scrapper. Their defensive and offensive
    strengths and mezz protection allow a much easier introduction to the mean
    streets of Paragon City. Teaming is much the same as it has even been, with
    Scrappers being sought after for their high damage output and their ability to
    look after themselves, leaving Defenders and Controllers free to assist Tanks
    and protect each other and Blasters. We have, however, seen a old problem crop
    up in the last few months.


    Statesman's Task Force has brought with it a problem that existed
    to some extent in the beginning of the game, a problem that many high level
    City of Villains players are no doubt familiar with. The problem is the
    attitude that a team must be made of up certain Ats and specifically, certain
    powersets in order to succeed. The Recluse Strike Force is encouraging this
    mindset unfortunately and now so is the Statesman Task Force, to a lesser
    extent. Scrappers are somewhat passed over as teams look for more control and
    buffs from Controllers and Defenders. This happened before Issue 1 in the early
    game when the holy trinity of damage, tank, healer was the team makeup to have.
    To see it return is a bit disheartening but I feel it's a lesson the devs are
    beginning to learn and something they will avoid.


    All in all, I think it's a really good time to be a Scrapper. The
    Invention system holds nothing but promise for the AT and the developers have
    dropped what I would consider to be strong hints that new powersets are coming
    to the AT. I, for one, can hardly wait.

    Cruelty of the Week


    In order to help combat the rising S.P.A.C.E. threat, Evitron has
    traveled to Axterial VII to help the KOMPLEX ideal. As such, there will not be
    a Cruelty of the Week this week.



    Heroes in Pink



    Last week, pink was in. From Galaxy City to Grandville, heroes and
    villains everywhere proudly wore the color throughout the week. Then, climaxing
    on Saturday, July 7th, Freedom's Atlas Park was flooded with pink.


    The reason for this flood of color: Breast Cancer Awareness Week.
    Headed by Melones, players of City of Heroes were invited to wear pink ribbons
    and help raise support and awareness of the fight against a cancer that is
    faced by 1 in 8 women during their lifetime. They did so with their usual
    superhero flair. Capes, spandex, power armor, even flaming eyes and glowing
    auras changed color in a show of support. When questioned on their newly dyed
    costumes, many were happy to explain what they were representing.


    Of course wearing pink isn’t enough to make breast cancer a thing
    of the past, and participants were encouraged to make donations to the research
    fund of their choice.


    The City Scoop caught up with Melones for a quick interview about
    these events:


    City Scoop: What inspired you to put together this event
    and raise awareness and support for the fight against breast cancer? Why did
    you decide to have in the City of Heroes/Villains game?


    Melones: What Inspired me? Well a few weeks ago. A very
    close friend of mine got diagnosed with Breast Cancer. So I said I need to do
    something to make her feel better. So I did this event. I showed her and she
    was so embarrassed that people were doing this for her and many other women.


    Why did I choose coh/cov? Because these days internet can spread
    things very quickly.


    CS: How do you feel the response was?


    M: I feel the response was great. People were supportive. A
    lot of them liked it. Many at the event (lvl 1's) died about 50 times just
    trying to wear pink.


    CS:Do you plan on hosting future event for this or other
    real life issues in game?


    M: In the future yes I plan on having an event in 2008.
    Hopefully this time during the week and dev's can help out.


    CS: Is there anyone you would like to thank for their
    support in this event?

    Last Sunday, as a part of the Protector Herolympics, Protector's
    own Badge set forth yet another bizarre plan involving lots of gears, oil and
    metal. In skyway, just before dusk in Paragon City, a total of 11 Babbages were
    huddled into what Protector has affectionately dubbed 'the Pits' and rounded up
    by some of our finest tanks (and me). Within 7 minutes, the metal monstrosities
    were dismantled by over 70 heroes in attendance.




    NO PLANS FOR CITY OF BILLBOARDS, YET




    Advertising and entertainment became ever more intertwined this summer. In
    addition to the release of the film “Transformers,” called “the world’s most
    expensive toy commercial” by Josh Rottenburg of Entertainment Weekly, and Xbox
    video game titles featuring the disturbing plasticine Burger King mascot,
    coxwashington.com
    reports that more MMOs are becoming interested in
    selling advertising space in some of its multiplayer online games.

    , vice president of sales and marketing for
    NCsoft North America, as saying, "We're really intrigued by it. It has the
    potential to increase (revenues), but it’s really also about enhancing the
    game-playing experience."


    In-game advertising, better known to many acronym-happy gamers as
    IGA, has had a controversial past. Everquest II introduced a keyboard command
    in February 2005 that allowed the player to place a delivery order through
    Pizza Hut. Second Life, which bills itself as an online digital world, has
    included virtual versions of the Nissan Sentra SE-R, the aloft Hotel, Apple
    Computer stores, and American Apparel.


    Some gamers see potential benefits to an influx of advertising
    dollars. Additional revenue for the software company could translate into more
    content on a quicker schedule, or reduced fees. The notion is tempting.


    However, many players worry that yielding to advertising interests
    gives marketers too much control over the gaming experience. In a lively
    discussion, posters on the COH.com forums expressed concern that the
    proliferation of advertising would harm the game-playing experience, not help
    it. Detractors of product placement sometimes point to flops like “Batman and
    Robin,” the fourth installment in the Batman series released in 1997, which was
    lambasted for its highly conspicuous promotion of Taco Bell toys.


    Lighthouse, community relations manager for NCsoft, was quick to
    enter the discussion to put out the fire. He said, "First, let me say that
    advertising companies who do in-game ads have been knocking on our door for
    years, so really, this is nothing new. Second, to be clear, no deals have been
    signed to do in game ads in City of Heroes or City of Villains."


    Lighthouse added, “Should we pursue the implementation of in-game
    advertisement in some future update, the concerns of our customers will always
    outweigh any simple grab for additional revenue. We would include a way for
    subscribers to have the option to not view ads, make sure the advertisement is
    immersive and fits into the game world and that there are other tangible gains
    for our subscribers, such as a resulting more rapid introduction of new
    features and updates.”


    Paragon City and the Rogue Isles are peppered with advertisements
    for story-related products and services, such as ads for Crey Corporation,
    recruiting posters for Arachnos, litigious attorney Chris Jenkins, Red Beast
    energy drink, and minions for hire. There is no plan at this time to replace
    them with real-life corporate logos.


    For now it appears as if NCsoft’s pledge to explore in-game
    advertising will apply only to some of its other titles, possibly including
    Tabula Rasa, Lineage, or Guild Wars, although no official announcement has been
    made. Another NCsoft title, Auto Assault, will be discontinued at the end of
    the summer.


    “We would be foolish to ultimately lose subscriptions by
    alienating our valuable customers,” Lighthouse stressed. “To reiterate, there
    is no current deal to place advertisements into the “City Of” games.”








    School of Gentle Taps gets a Hard Knock



    Under pressure from City officials, Katie Hannon may tighten
    admissions requirements


    Croatoa: the very outskirts of Paragon City, resplendent with
    misty woods, calm freshwater, and shy (and not-so-shy) creatures. One of the
    most recent zones to be repatriated, it remained for many months a quiet
    suburb. Enter it today, however, and you’ll find a thriving zone, bustling with
    heroic activity and bursting with chatter.


    Ask anyone the reason, and consensus is clear: Katie Hannon.


    For the last ten weeks, ever since the re-opening of the
    University’s Croatoa campus, Katie Hannon has been teaching heroes everything
    she knows about Inventions. Other sources of learning are readily available
    through the Freedom Phalanx and other contacts throughout the City; but while
    most other courses take several hours or more, under Ms. Hannon’s aegis a hero
    can learn one Inventions recipe in fifteen minutes or less. As a result, the
    “speed Hannon” or “Katie Express” has become a preferred way for many heroes to
    improve.


    “I try to run [Katie Hannon’s course] twice a day,” said Ella
    Mentalist (35 controller, Freedom shard), “before and after work.” Was she
    happy with the results? “The majority [of my recipes] have been decent other
    than the occasional snipe.” Others rapidly agreed, claiming Ms. Hannon could
    teach heroes the secrets of time and space, how to harness their own luck - in
    some cases work miracles.


    But the sheer celerity of her courses has not gone unnoticed. City
    officials grew concerned that the coursework required for the rewards was too
    light.


    “How can she be sure her pupils are really ready to graduate?”
    said Dr. Quaterfield, a peer stationed in the Shadow Shard. “As a man of
    science, I demand proof of something before I'm willing to believe it.”


    Faathim the Kind, another Shard contact, pointed out that the
    ancient gifts Ms. Hannon dispensed could be dangerous in the wrong hands. “You
    must remember that something learned cannot be unlearned,” he said in his usual
    cryptic manner, “and nothing can ever be undone.”


    How should the rewards be balanced? Statesman, by various accounts
    either missing or standing on a battleship in IP, refused to comment, but
    others were quick to offer opinions. “You can’t rush real learning,” Dr.
    Quaterfield said. “Sometimes it proceeds in unbounded leaps, but sometimes it’s
    the pacing of a turtle. Either way, the important thing is that it’s earned.
    What burns me is this view of entitlement, as if these Inventions recipes are
    some kind of sovereign right.”


    The tempest over Katie Hannon continued to grow until finally,
    earlier this week, she was served an ultimatum: Tighten up the coursework, or
    lose her credentials.


    “We’re preparing these heroes to save the world,” Positron blasted
    her in an official statement. “We owe it to them to test their resolve.”


    Devastated by the criticism, Ms. Hannon has tentatively agreed to
    tighten her requirements. How? “I challenge all applicants to best our head
    witch, Mary MacComber,” Ms. Hannon explained. “But right now, even if they fail
    entirely I encourage them to continue working with me. We so badly need their
    help against the Red Caps that I’ve been reluctant to impede their swiftness.”
    After the change, however, that will no longer be possible. “Heroes will need
    to face down our champion no less than ten times to prove their worth.”


    While the change is not yet implemented, experts agree it is
    likely to become official policy within a matter of weeks. Will it be the touch
    of death for the “speedy Katie”? Some believe so. When that happens, “it dies,”
    said CrueL Seeker (50 Blaster, Freedom shard) simply. He declined to elaborate,
    choosing to focus on continuing his coursework.


    Others were less concerned. “[There will be] probably less
    interest and [team leaders] will need to take into account team build. Witches
    sure drain end a lot,” said Searing Blaze (50 controller, Infinity shard), who
    heads frequent runs. “But I find that well played toons regardless of makeup
    can do well.”


    Ella Mentalist agreed, saying she’d still do two runs a day “as
    long as my work schedule doesn’t change. I think it will make it more fun, at
    least having to fight Mary again.”


    Searing Blaze echoed this sentiment. “It’s all good. The TF is fun
    either way,” he said. “I also met so many good peeps running it.”

    • The City Scoop’s objective is to build a healthy gamer community
      by giving fair, balanced coverage of real game-related events, by players, for
      players. We would prefer that you submitted articles of a factual nature, such
      as an in-game event, and that you cover all sides of your story fairly.



    • If you wish to submit an opinion piece, we would prefer that you
      post your article on the regular forums. If a healthy discussion begins, send
      us the thread link and we’ll direct readers to it.



    • Proofread and edit your article well before submitting it. We may
      be able to help you edit it into shape, but you should polish up your own
      writing yourself as much as possible.



    • Our deadline for stories is the Wednesday prior to publication.
      Entries after Wednesday might not make it into Friday’s edition. Earlier is
      better, of course.



    • We encourage you to provide a link to any screenshots that
      accompany your article, but we can’t promise to use them.



    • Try to submit articles between 400 and 1000 words. If you have a
      longer submission, send us the first part and provide a link to the rest.



    • We reserve the right to edit all submissions for length, clarity,
      or factual error. We also reserve the right to reject your submission.

    Official Duelist Ladder!



    For all you duelists out there, do you think you’re tough! Think
    you’re one of the best? Bring it to the big leagues and find out where you rank
    within the CoH Duelist Ladder! This ladder puts every one signed up in it on a
    rating compared to everyone else in the league. This ladder was created by
    Terpman of Hellraisers.

    From there go to “Join The Ladder!”, and then to the “Join the
    Ladder Here” thread. As soon as you sign up you may start doing ranked matches
    with other members, however until you do your first ranked match, you will be
    put down as unranked. When you win your first match, you will move up half of
    the distance between you and the person you defeated.


    For example lets say you just became ranked, so you were placed at
    the bottom of the ladder at #100. If you beat the #1 person, you would become
    #50. Your rank on the Ladder does not go down if you lose a match unless your
    opponent is ranked directly below you, such as #5 and #6. When other players
    beat people above you and jump over you in rank you will slide down. Those
    people in the Top 10 have special rules associated with them which can be found
    on the Official Duelist Ladder GuildPortal website.


    You can only play the same person 2 times each day. You can play
    as many different people as you'd like on any given day. The recommend that you
    make sure potential opponents belong to the Ladder before starting your match.
    This way if you have a problem you will have all of the information you need to
    resolve it quickly. It is suggested that if you have multiple people
    challenging you at once you should play the person with the highest rank. The
    priority rule for accepting challenges only applies when you have multiple
    challenges at the same time. If you are challenged by someone you should not go
    to chat and actively seek someone higher in rank to challenge you, rather you
    need to accept the first challenger. It is illegal to refuse matches based on
    Ladder rank. You may request a specific rank or range when advertising for a
    challenge, but you may not refuse a valid challenge simply because the
    challenger is not the rank you are wanting to play.


    There are no illegal settings for a map, unless both members of
    the duel agree upon it. The standard match is 10 minutes long, with no extra
    settings. Once you start a match, you must complete it. If you must leave the
    match it will count as a loss and you should report it as soon as possible. In
    the case of a disconnect, if there was a clear winner at the time then that
    person should be declared the winner. If not the match should be restarted.
    When the match is over, the loser is the one who should report the loss, on the
    official GuildPortal forums, in the Report Losses forums.

    Hello. Marcian Tobay, Co-Editor in Chief of the City Scoop, here!
    Starting this week, Hertz, my Co-Editor, and I will be posting a Letter From
    the Editor. What’s going to be in this letter, you may ask? Well, to be honest,
    whatever comes to mind. This will be our section for addressing the fans of
    City Scoop regarding the topics that are important to us and, we hope, to you.
    Our ambition is that by doing this, we will give you a clearer understanding of
    what the City Scoop is, what goes into it, and where it is going.


    Now, there’s been a lot of discussion regarding our Interviews.
    Mainly, these are conducted in Teldon’s section, Behind the Mask. From the
    beginning, this section had pressure on it from two directions. The first was
    popularity: it got the best reader response, by far, over all other sections..
    The second was that the section is very dear to our team, because it is the
    embodiment of our overall goal: Get the fans of City of Heroes and Villains
    involved with the community.


    We love this project. For the most part, so does our fan base. All
    has not been peaches and cream, however, and there has been a lot of concern
    over this specific section as of late. So, we decided to clear up some
    negativity that’s been swarming around it. This piece is not meant to cover the
    celebrities of City of Heroes or Villains. Nor is it meant to cover the
    veterans, or the newcomers, or any other type of player. This piece is meant to
    highlight the wide variety of people that we have in our game. We have older
    fans. We have younger fans. We have married couples. We have the less than
    beloved. We have those that receive fabulous fan fare every time they join the
    heroic (or villainous) cause. More than almost any game I’ve ever seen, City of
    Heroes and Villains has a widely multi-faceted demographic.


    We are entering an age in the game industry in which such games
    aren’t for “The Gamer Type” anymore, and that’s part of the point Behind the
    Mask was intended to make. It’s a celebration of the vast variety this game
    welcomes. Will we always run the famous people? No, but we certainly won’t
    ignore them. Will you have heard of every person we interview? I certainly hope
    not! If you knew it all, already, then what would be the point of running the
    story? We do promise, though, that every once in a while you will be surprised
    at what you see there (I personally have a soft spot for
    the married couple that was shown on June 1st
    ).


    So, that’s the concept. We hope that you see the humanity and
    diversity of our wide community when you look Behind the Mask (had to get that
    in there). It’s a fantastic article, and we all hold it dear to our hearts.


    In closing, a letter like this one is going to appear weekly now,
    written by either Hertz or myself. If you have questions about the City Scoop
    that you want answered, feel free to send us a PM, and we’ll do our best to
    help you. Give us feedback! Good, bad, and attractively challenged, we want to

    I'm back after an absence last week due to personal reasons. I
    thought since i missed last week i'd throw up my top ten favorites of the past
    couple of weeks. Since i know there is so much great art that comes from the

    Networking


    Welcome to another installment of CCA. Last week, I offered some
    advice on art hunting at conventions. Good communication at conventions is
    important because it establishes opportunities for networking, which are far
    more valuable than anything else you can get a convention. It’s difficult to
    obtain
    cover-quality commissions
    at a convention because they involve more
    detailed linework as well as inks and digital coloring. Your best bet for
    detailed work is commissioning outside of a convention. This presents a
    challenge as well because commissions are considered side jobs for professional
    artists and more famous an artist is, the less time they have for requests from
    unscreened sources. This is where networking comes in handy. Artists are more
    likely to make exceptions if the request is linked to someone they know
    personally. Networking provides this link, and can lead to getting in touch
    with some really great talents in the comic book industry. Best of all,
    networking is very simple to do.


    Networking starts with good contact information. If you sense that
    an artist is comfortable with you at the convention, ask for a business card.
    Mention that you have some friends who would pay top dollar for a commission.
    You could also say that you know some businesses that are looking for some
    graphic design work. The job market can be unpredictable for freelance artists
    so the wiser ones will, in the very least, not outright reject opportunities
    for work. The worst the artist can do is say no or that they are too busy. If
    an artist says their workload is too much, ask if you could stay in touch and
    say you don’t mind waiting for a lull in their activity.



    If an artist asks to take your commission home, he or she just saved you a
    step. Maintain communication through email. Save the phone numbers only for
    instances where your art is unreasonably late (ie. three to four weeks after
    the estimated ETA without any communication). E-Mail once a week or once every
    other week should suffice but be sure to include some small talk in your
    correspondence. Ask about the artists’ influences, favorite comic book titles,
    and the artists they’ve collaborated with. You could even ask the artist to
    critique a friend’s portfolio. Lead into asking the artist about others who
    will take commissions. This tactic works exceptionally well if you only had
    pencils done, since you can ask them to refer you to an inker. Inking is
    time-consuming and difficult, so professional inkers are in very high demand in
    an industry riddled with strict deadlines. Almost every comic book artist I
    know has a “go-to” inker and that inker will know plenty of people to refer you
    to. Keep pursuing those leads and you will surprise yourself with just how far
    your connections will reach.


    Networking takes a little practice and sometimes will lead to dead
    ends. Minimize dead ends by establishing yourself as a prompt payer and a low
    maintenance customer. Treat and deal with each contact professionally. The
    artist who referred you is vouching for you so his or her reputation is on the
    line. One mistake can cause rifts in your networking relationships and make it
    more difficult to obtain future commissions.










    Preservation


    So far I discussed three keys to gathering commissions:
    screenshots, conventions, and networking. In the final installment of the CCA
    series, I'm going to cover maintaining your art. You invested alot of time and
    money into your collection and it should be a point of pride. The last thing
    you would want is to lose any pieces, especially since they are unique and
    practically irreplaceable.


    I own most of the physical originals in my collection and I highly
    encourage collectors to make the same effort. While it may be more expensive,
    physical art has more life to it than digital pieces and having an agreement
    for the physical original will protect payments made through PayPal. If you
    pre-pay for art and get screwed over by the artist, you can still use Paypal’s
    Buyer Complaint Process and try to recoup some losses. Paypal does not does not
    protect exchanges for digital art, however. When commissioning art, you also
    need to decide between pencils and inks. Unlike most inks, pencils smudge and
    will fade over time unless you take extra measures. Inked work is also easier
    to have colored than pencils are. On the other hand, if you commission an
    artist renowned for a unique style of linework (ie.
    Gene Colan
    ), request tight pencils.
    Tight Pencils
    have more texture and depth to the lines and are much
    neater than regular pencils. Regular pencils are less time consuming but rely
    on the inker to provide finer detail and shading.


    Art storage and preservation varies according to the mediums.
    There are three different methods I use: art portfolios, mylar sleeves, and
    framing. The cheapest option is the
    portfolio presentation book
    . These books are portable and great for
    convention art, since convention art tends to be on the smaller side(8x11 to
    11x14 sized paper). I keep two portfolios, one with my originals and another
    containing screenshots and prints made from the originals. I take the latter
    with me to conventions as artists like to see previous interpretations of my
    character, and the competitive ones like to "one up" the rest. For art in sizes
    greater than 11x14 however (such as full comic book pages), I recommend mylar
    sleeves with an acid free backboard. You can purchase them from
    Blueline Art
    . This option is great for shipping penciled work to inkers
    and colorists. The best (and most expensive) option is a
    custom frame
    . There are plenty of stores where you can get a custom
    frame fitted to your piece. Usually, the sales associates are well-trained in
    their job and will help you pick out colored mats and frames to match your art
    and make it really eye-catching. If a custom frame is out of your price range,
    pick up a commercial frame from retail shelves and have them fit mats for it. I
    highly recommend framing penciled work, since the modern glass used in the
    frame filters out ultraviolet light, preventing the original from fading.

    Heya liz thanks for taking the time to answer some questions! Could
    ya start by telling us why and how you became an artist?


    Despite most of my family's feelings, I was always interested in
    being an artist. Though, it took me until high school to take any formal art
    classes, because I was quite against the idea of being told what to draw, how
    to draw it, what to draw it with, and to have it done by specific deadline.


    Funny how things change.


    But since I always loved art, animation and comics, and felt
    passionate about creating my own works, I had the desire to learn more, to try
    out different styles and mediums, and do what I could to improve myself. So the
    how was all about perserverance, practice and exploration.


    Once I was nearing college graduation my family had 'turned
    around' in their feelings toward me being an artist (since I had aquired real
    skill), so they're cool about it now.


    Could you tell us about your recent paintings? What were the
    challenges and what tools you used for them?


    Most of my works lately have revolved around super
    heroes/villains.. go figure, right?
    Since everyone likes deviantArt, I'll include links to images there.


    One of the most complicated recent pieces was the 'Ladies of Thor'
    fiasco. And I mention this because of all the black I had to render out. Black
    is a real... pain in the hiney to render out well so you get texture, form and
    depth without it all just bleeding together. I rendered the whole thing in
    Painter, then took it to Photoshop to adjust a handful of things (to better
    separate the blacks) and add special effects.

    I've been working on a series of chibis for my supergroup on
    Victory, the Rage of Aquarius. All the toons are fish/aquatic based so doing
    their portraits has been a blast, because I get to tweak their designs on
    canvas so they more resemble the creature their toon is based on. One of my
    favourites is of Ghost Shrimp, who I had to design a real shrimp-like head for
    (he wears a helmet in game), including feelers and mandibles. Finding good
    references for that one was a challenge in itself, but rendering his colors in
    Photoshop was easy.

    And recently I've painted a few of a friend's sketches, including
    one of our trio on Protector server. Originally I was going to render them out
    fully, but the background turned out extremely bright and saturated, so instead
    I ended up painting them in greyed hues of their archetype's colors to balance
    out the piece. It's a bit more difficult (for me) to paint in monotone, because
    figures can turn out looking like plastic. Painted in Painter, with special
    effects for the Singularity done in Photoshop.

    Whats your perferred medium and why?


    As far as the ever-popular digital medium goes, I prefer to work
    in Painter X because of its vast range of 'real media' tools and the ability to
    manipulate them. Erase oil paint? You got it! Pastels combining seamlessly with
    the liquid tools? Can do. Plus it blends colors together like paint would, more
    or less. I don't have to manually adjust the color selections or use the smudge
    tool to blend things like Photoshop.


    As far as real media goes, I adore my Copic Sketch markers, which
    are alcohol-based ink with brush nibs. They act like paint brushes, but with
    less mess. The tapered nib gives me massive amounts of freedom and control over
    how thick or thin my color application is. So I can cover broad areas of paper
    or do fine detail work with the same tool.



    What artists have influenced you, and how?[/i]


    I think when it comes down to influence, the sources are
    different, but many of the reasons behind them blend together. I could sit here
    all night listing out artists well known and not, and my reasons for admiring
    them, their style or their techniques, so instead I'll focus on an artist I
    respect not so much for his art, but for his attitude, the classic Manet.


    When other artists were painting "nymphs of inspiration," he was
    calling them out for it. "They're naked women and you know it." Manet would
    have nothing of the thinly veiled excuse to make 'erotic' paintings 'acceptable
    in the open' (like a dirty little secret everyone knows but no one speaks
    aloud), and instead referenced classic pieces in his works, represented and
    satired in his own style in a way that was in your face calling out the bluffs
    of the other artists and patrons.


    "His pants are made of paint," said one critic of Manet's work of
    a gentleman sitting in a chair. (As opposed to the paints looking more like
    fabric and less like paint on canvas.)



    Manet basically replied, "Why yes, the whole image is made of
    paint, including the pants." I admire the idea of Manet trying to keep the art
    community somewhat grounded.

    What other interests do you have (besides painting)?


    I enjoy travelling, tho' I haven't done so much it this year. I
    tend to spend a few weeks in another state every year, but I have also been to
    Canada and Japan.


    What inspires you to paint and how do you keep motivated when
    things get tough in the studio?


    I enjoy trying out new tools and new effects, as well as finding
    ways of working more effeciently or more quickly. I doubt I'll ever discover or
    utilize all the assorted tools and options that Painter or Photoshop offer me.
    Mostly I enjoy color and seeing what will happen with I combine this hue with
    that hue, or how color can affect the mood or depth of a piece.


    If I get really bored or frustrated with a piece, I take a break
    from it and work on something else. Usually I find challenge and interest in
    every piece I do, but sometimes I just need to step away and try something
    else. . Even when I'm under deadlines it can give me a real boost to step back
    and rest that artsy area of my mind.


    And sometimes the bathroom just needs to be scrubbed.


    How have you handled the business side of being an artist?


    I think one of the most important things to working with people is
    communication, so I try to keep in touch with those I work for. I keep a status
    page with the queue updated regularly, so if someone wanted to get a quick
    update on what was going on with their piece they could flip to that page and
    know without delay. I try to reassure my clients that if they have a problem or
    concern with their piece they shouldn't hesitate to say something or make a
    suggestion. On the other hand, it's also important to be firm with clients,
    because every once in a while I'll get a micro-manager that wants to control
    every aspect and detail of a piece, leaving me in a vice-grip of little
    freedom. Or I'll get one that just doesn't know what they want, and will ask
    for change after change after change, in essence wasting time. It's... quite a
    balancing act. But it's a good idea to remain positive, because most people are
    fairly good-natured and not consciously trying to be a thorn in the side.


    Where do you see yourself in 10 years artistically?


    Hopefully as a well-established illustrator. I always wanted to do
    book covers.


    What advice would you give to an artist just starting out?


    You can't count on others to support you, or things to fall into
    your lap. To learn what you want to know you will have to take the initiative
    to seek out information, to sign up for classes or lectures, and to visit
    conventions or portfolio reviews to get advice from those in the business. It's
    also a good idea to try out a wide variety of styles and mediums to discover
    what you're most interested in, and to give you a bit of broadened knowledge in
    the art market.


    And it's fine if you discover you have no interest in one genre or
    style, and you're fantastic in one medium and terrible in another. Shoot, I
    love working with clay but I am absolutely terrible at it. It's not a strength,
    but its lots of fun.

    us a little bit about the process, what came up for you in doing them and how
    the end result left you satisfied.

    Truer Words


    This one was done in Painter 6 with the Oil Pastel tool. I was trying to create
    a soft, romantic mood, so it was imporant to paint out the background first, so
    the images color scheme would remain consistent. Actually, it's a good idea to
    establish backgrounds first whenever possible, so colors and light sources
    remain consistent, and so you don't end up 'cheating' out of them once you're
    finished with the main source of attention (usually a figure).

    For this piece I used a small gargoyle statue as a basic reference for the
    figure's position and deviated from there. I rendered out most of this piece
    with one of the Chalk Pastel tools in Painter 6, and am still quite proud of
    the rocky, weathered texture on the architecture. I remember having to mess
    with the canvas and the brush texture settings as I worked so I could get a
    believable amount of wear on the stone without it becoming uniform.




    What Goes Around


    I wanted to give the feel of an 'old timey' photograph for this one. I had a
    blast taking my friend's characters and playing with their designs, switching
    their roles, then rendering them out using a very limited selection of assorted
    grey markers. This was before I aquired a full set of Copics, so I was still
    working with ginormous nibs, even for detail work.

    And something really recent; I had nothing but fun with Crash. Rendering out
    hair has become much easier since I made my own set of brushes in Photoshop for
    hair textures. The moons were wonderfully easy to render and came out looking
    great... I created a large texture map in greys using assorted brushes then
    used the handy Spherize filter, then added a bit of color with the adjustment
    tools. I normally add a bit of blue into shaded skin tones, but didn't feel
    that was particularly necessary here.


    Anything else you'd like to add Liz?


    Artists can be just as jealous of the talents of others as a
    non-artist can be jealous of a painter's skill. Actually I'm quite jealous of
    those with culinary knowledge and craft. But anyone with talent has had to work
    for it in some way or another, and should be proud of their aptitude no matter
    their profession.

    What is your home server and why did you end up picking it as your
    home server?


    Freedom, for the most part. I joined the game to play with people
    I knew from other games (Counter-Strike and Day of Defeat). Freedom was their
    server, so Freedom became my home server. Victory is my second home though, due
    to my supergroup over there. The Repeat Offenders SGs keep me pretty active on
    Freedom.


    Where do you live?


    Central Illinois


    What else do you like to do in your free time besides play CoX?


    Mostly spend time with my husband and our families. Movies,
    various addicting TV shows, and books take up the rest of my free time. I do a
    little writing, but not too much lately.


    What are your favorite movies?


    Amelie, The Incredibles, and Band of Brothers (okay, that one's a
    mini-series, but I still love it)


    What are your favorite Books and authors?


    I will freely admit that I am a big Harry Potter and Harry Dresden
    fan. Other favorite authors are Anne Perry and Eoin Colfer. Of course, I'm
    forever looking for new great books! Or even old ones for that matter.


    What TV shows do you like to watch?


    Is too much an answer? My current TV show addictions: The 4400,
    The Dead Zone, Battlestar Galactica, Stargate: Atlantis, The Dresden Files,

    How did you get drawn to this game?


    It was easy to pick up and it was fun to boot. I had never been
    interested in the grindy, fantasy MMOs, so I will say that CoH surprised me. It
    wasn't such a stretch to go from my FPS games to CoH. It took a lot to get me
    here, but here I've stayed, even though most of the people who dragged me in
    are no longer playing.


    What is your favorite aspect of the game?


    It's a toss up between the combat and the costumes. I love playing
    with the costume generator, but the combat system is just a lot of fun for me.


    Who is your namesake character and what are they?


    ValkyrieRising is my first character and my first 50. She is a
    Fire/Fire/Flame Blaster and a member of the Legends of RO. Her evil twin,
    Valkyrie's Bane, is an Ice/Dark Corrupter, my highest villain at level 38.


    Which of all the archetypes and powersets would you say is your
    favorite?


    My favorite AT is a toss up between Kheldians and Defenders.
    Favorite powerset would have to be Kinetics. Nothing like bouncing around like
    a pinball!


    Your least favorites?


    Tanks and Stalkers are my least favorites. I don't have any
    powersets in the other ATs that I don't like.


    Do
    you prefer Heroside or villain side?


    Heroside mostly. My computer isn't the greatest, and Paragon City
    agrees with it a lot more than the Rogue Isles. And the teaming synergy is just
    a lot easier with heroes. I play my villains when I'm in the mood to solo.


    What would you say is your greatest strength in the game?


    Fearlessness


    Your greatest weakness in the game?


    Fearlessness. That and I don't like to stand still for long, which
    frequently gets me in trouble.


    What zone is your favorite?


    Probably Striga Island, especially knowing the secret of that
    volcano! The zone is just full of life and story.


    What is your favorite Storyline in the game?


    CoH would have to be the Revenant Hero Project. CoV would have to
    be Strange Memories, Timothy Raymond's arc. The Hess TF is my favorite TF/Trial
    story.


    What one feature would you like to see added to the game?


    Shared SG storage for Invention salvage and recipes


    What advice do you have for any new players to the game?


    The forums are a crazy place, but honestly the best place to find
    out just about everything. Read the stickies before posting, figure out the
    weirdness that is Search, and be prepared for silliness or people that won't
    like what you have to say.

    What is your home server and why did you end up picking it as your
    home server?


    I live mainly on Triumph. I think I chose Triumph because I liked
    the word the best.


    Where do you live?


    I currently live in Los Angeles, CA.


    What else do you like to do in your free time besides play CoX?


    It varies! I like to get out and be active and am currently doing
    quite a bit of roller blading in Santa Monica, some volleyball, and a bit of
    Jeet Kune Do. I also am really into music and hit a lot of shows on the Sunset
    Strip. I lean towards hard rock and heavy metal mostly.


    What are your favorite movies?


    Favorite of all time: The Terminator. I also loved the LOTR
    trilogy, Pitch Black, and just about anything with Al Pacino in it.


    What are your favorite Books and authors?


    Love Tanith Lee and Sara Douglass. I love the writings of Kahlil
    Gibran, especially his poetry. I sometimes get into financial books cause who
    *doesn't want to know how to make more money? I thought "Retire Young, Retire
    Rich" was awesome!


    What TV shows do you like to watch?


    I don't watch TV much. I'm in visual effects for movies and
    staring at a screen for 8-12 hours a day gets to be a little much. So if I'm
    gonna stare at one, I'll be on COH!! However, I have been known to tune in to
    Oprah on my days off, Myth Busters, and lest we forget "Who's Line is it
    Anyway?" What a riot!


    Do you have any pets?


    I currently have some tropical fish.


    How did you get drawn to this game?


    I was a fan of The Mighty Thor and the X-Men for many years, so
    heroic characters were much beloved. I also loved console games and got lost in
    many a Lara Croft adventure. So I remember going back to New Jersey to visit my
    dad for Christmas one year and we stopped in the local Best Buy. It just kinda
    leapt off the shelf at me! "Oooo, this looks like fun!" It seemed to fit me
    like a glove. I'd never played a MMORPG before and it was extremely addicting!
    So much so that I swore I'd never buy another! (and I haven't)


    What is your favorite aspect of the game?


    Initially, it was the creative process of designing a character,
    getting through the levels, and learning all there was to known about the CoX
    world. Now it's more about teaming with the friends I've made in this universe
    and the laughs we share.


    Who is your namesake character and what are they?


    My namesake is Azrhiaz and she's a fire/energy melee blaster. I
    still love to play her!


    Which of all the archetypes and powersets would you say is your
    favorite?


    It really depends on my mood. Sometimes I play a brute for the
    pure SMASH and survivability of them, other times I just want to stand back and
    blast away! I enjoy playing most of them! My favorite powersets? Well the
    controllers have a lot of great ones. I especially like earth/storm! Super
    Strength too on a brute!


    Your least favorites?


    I really don't like Khelds and defenders frustrate me. I hate
    Sonic attacks. The noise is awful.


    Do you prefer Heroside or villain side?


    Hero. Less lag and a lot more to do. But villains have great
    content and it's nice to play on maps I haven't done a bazillion times.


    What would you say is your greatest strength in the game?


    My willingness to help others. I also always try to keep things
    interesting for my SG and coalition by getting them involved in group events.


    Your greatest weakness in the game?


    I'm not very good at zone PvP. I just can't stand chasing people
    around.


    What zone is your favorite?


    Probably Croatoa. I love the atmosphere there.


    What is your favorite Storyline in the game?


    I guess one of my favorite arcs was the one where you go through
    the destroyed Crey lab and follow the flaming footprints to find the Behemoth
    AV at the end. I tiptoed through that on the edge of my seat!


    What one feature would you like to see added to the game?


    I would love the ability to purchase extra server slots or move
    ones from other servers over to the one I prefer most! I'd also love to see
    IoPs brought back.


    What advice do you have for any new players to the game?


    My best advice is to not be in such a hurry to reach 50. That and
    team with experienced players, take the time to make friends, and come visit
    the boards to learn or get involved.

    is your home server and why did you end up picking it as your home server?


    I chose Infinity because I thought it was the coolest name on the
    list, and a couple of my friends were already there when I first started
    playing.


    Where do you live?


    I live in Augusta, GA, home of the Masters Tournament.


    What else do you like to do in your free time besides play CoX?


    I play basketball and tennis, but mostly its studying, being a
    full-time college student. I play a few console games every now and then,
    currently working on Oblivion on the 360, and some old school games such as
    Super Metroid and Chrono Trigger.


    What are your favorite movies?


    Just saw 1408, and immediately went to the top. My favorite is The
    Boondock Saints. Other favorites include Cowboy Bebop the movie, Fight Club,
    Dogma, The Departed, The Prestige, and 28 Weeks later.


    What are your favorite Books and authors?


    Stephen King is by far my favorite. Currently workin on the Dark
    Tower Series, haven't had much time to read it, so I'm stuck on Book 4 at the
    moment.


    What TV shows do you like to watch?


    I don't watch too much TV; most of the time it's Sportscenter and
    any sports.


    Do you have any pets?


    I have a pure bred Basset who is 10 years old this November.
    Always loved dogs since I was a kid.


    How did you get drawn to this game?


    To be honest, this is my first MMO I've ever played. My brother
    and his friends were playing it and I liked how the character creater was so
    dynamic. I stopped playing around I2 I think, and came back in I4 and been
    playing ever since. Funny thing is, I never stopped paying for the account, so
    I currently have the 36 month badge .


    What is your favorite aspect of the game?


    The character creater and the numerous powersets. Although the PvE
    can get repetative rather quickly, I love going through the game with a new
    powerset combination. Most of my builds are the dreaded FoTM, but I do have
    some unique builds, ironically they are both doms. I have a mind/fire at 50 and
    currently working a 42 ice/thorn.


    Who is your namesake character and what are they?


    My main character is Lacuna Furlong, which started out as a
    fire/fire tanker during the I4 hype. But after ED, I never played it, and
    wanted to reuse the name. At the time, I was into villains, so it became an
    ice/cold corrupter. The same thing happened to that character, never playing it
    for a while, so I reused the name again. Lacuna Furlong is now my ice/thorn
    dominator on Pinnacle.


    Which of all the archetypes and powersets would you say is your
    favorite?


    My first favorite was blasters. I loved just going out on full
    offense, and taking energy manipulation gave me a lot of control with my
    offense. But around I6, I fell in love with dominators. I never got into
    controllers; I always leaned toward being a soloist most of the time, but I
    loved playing a control set. Having a lot of experience on blasters, the
    dominator AT just seemed to fit me perfectly, a balance of control and damage.
    And I just love domination, critical control and the ability to easily mez
    bosses and some EBs is just too much fun for me.


    Your least favorites?


    I was never a fan of scrappers. I only made one, a spine/sr, but I
    hardly play it. Also not a fan of peacebringers and warshades. I tried out a
    peacebringer to lvl 35, and never really had any fun with it. Shapeshifting was
    cool and all, but I mostly played in nova, which is kinda like a blasting form.
    Thats when I started playing blasters, I'd rather have their full offensive
    power than the pseudo-blaster nova form of Peacebringers/Warshades.


    Do you prefer Heroside or villain side?


    I love playing villain side more than heroes, somehow I find the
    grind a little easier. But hero side, I'll admit, has more powerful ATs for PvP
    (which I participate in regularly), and the numerous TFs starting at lvl 10 can
    help level quickly. But I just love mayhem missions. I always lean toward the
    evil side in games, so villain side usually fits me. Plus, the zones are more
    easily connected in villains, and plenty of contacts to do missions, especially
    in the 30-40 range.


    What would you say is your greatest strength in the game?


    I have a pretty good knowledge on how to play every role in the
    game in the PvE side. I know what to do in teams with every AT and powersets,
    and I can solo pretty well with any combination. I know a lot about accolades,
    badges, and powersets, so I can be very helpful to anyone that needs answers.


    Your greatest weakness in the game?


    Sometimes I level too fast, and I kind of leave my friends behind.
    It's mostly due to my solo nature, I tend to solo more than team. Also, I can't
    play support at all in PvP, so I am grateful for having my good support when I
    PvP. Also, I'm always looking for a unique PvP build, and sometimes I can spend
    a lot of time planning one out but never make it, or perhaps finish it.


    What zone is your favorite?


    I don't really have a true favorite, but I always loved the Shadow
    Shards. Such a shame how it was designed to be a pain to travel in it, but I
    love the atmosphere there. My favorite zone then would be the Storm Palace. The
    battles going outside the Palace and the mystic Lanaruu are always a visual
    pleasure.


    What is your favorite Storyline in the game?


    I don't necessarily have a favorite storyline in terms of story
    arcs, but my favorite would have to be the Faathim SF. Going inside the Storm
    Palace at the end was a fun experience, and the fact that your slaying a god is
    just awesome.


    What one feature would you like to see added to the game?


    A couple of hazard zones in CoV would be nice. I was pleased to
    see the pool for a new melee/defense set, I hope that psionic weaponry or dual
    blades won. More SFs in CoV, perhaps a SF for each patron and more low level
    ones is something else I would like to see added. And of course, not to be
    redundant, but respecable patrons is something just about everyone wants (but
    of course, Positron already said that won't happen, but we can always hope).


    What advice do you have for any new players to the game?


    Don't play stalkers, we already have enough.


    But seriously, just play whatever you find is fun. Don't be afraid
    to ask people how to play your role on teams, usually most people will help you
    out. Just be aware of arena chat when asking for help


    Any closing comments?


    I would like more people to try out PvP in this game. It's pretty
    harsh, as most people just see it as an inbalanced wreck, but it can be really
    fun in big team battles. The PvPEC was a nice addition to help, and the recent
    arena patch is something all the PvPers have been waiting for since the arena
    was released. I would love to see more influence form the devs on PvP; more
    in-game rewards would be a nice addition, perhaps more zones (RV was a disaster
    in my opinion), a co-op zone would be nice, another zone like Sirens with a
    bounty system to get phat loot (maybe unique recipes or just influence), and
    more PvP SGs on test! Not to be redundant, but a PvP server is always something
    to think about.

    What
    is your home server and why did you end up picking it as your home server?


    My home server is Protector. When I first logged into the game, I
    thought well, I am a superhero and superhero’s protect, so I naturally
    gravitated towards that. I am so glad I did too, I absolutely adore the people
    on there.


    Where do you live?


    I live in the city of brotherly love, Philadelphia, PA. Though the
    city can be not so brotherly when you’re a New Yorker who wears their Giant’s
    jersey on game day. I was born and raised in New York and am a die hard sports
    fan!


    What else do you like to do in your free time besides play CoX?


    Well I spend a little too much time working so that does not
    always leave me a lot of time for other things. When I can, I love to cook. I
    love having people over just to cook for them. I am a very creative person, so
    I spend some time drawing and writing, doing very artistic things. As of late,
    I have been putting my time into the Protector Server Website. It is a lot of
    fun and a way for me to give back to some of the people that I play with. I
    also volunteer with my dog, Mira. I rescued her about 2 years ago, we do
    volunteer work for the organization I got her from, and she makes visits to the
    elderly. When I am not doing any of that stuff, I am usually at the gym or
    doing something outside, camping, hiking, kayaking, white water rafting, you
    name it.


    What are your favorite movies?


    You will probably laugh, but Top Gun and Robin Hood: Prince of
    Thieves are in my top 5. Any movie that has John Cusack in it is also a
    favorite. I have a massive collection of his movies; Better of Dead, One Crazy
    Summer, Gross Pointe Blank, Ice Harvest, to name but a few. I am so stoked
    about seeing the new movie he is in, 1408. My favorite horror movies, and I
    guess by favorite I mean they scare the crap out of me are Aliens and The
    Thing. Not the old version of the The Thing with the carroty looking guy, but
    the John Carpenter version with Kurt Russell. Man I was scared of my pound
    puppy for weeks after I saw that movie!


    What are your favorite Books and authors?


    Aye, I have an extremely long list. I spend a lot of time reading.
    Classics would have to be Edgar Allen Poe, Ernest Hemingway and T.S.Eliot. I
    absolutely adore reading Shakespeare and think “A Midsummer’s Night Dream” is
    one of his best. More current, I would have to say anything by Tom Robbins,
    Christopher Moore, Terry Pratchett, Douglas Adams or Robert Heinlein. Some
    favorite books would have to be “The Hitchhiker’s Guide to the Galaxy” and
    “Last Chance to See” both by Douglas Adams, “Ender’s Game” by Orson Scott Card,
    “Old Man and the Sea” by Ernest Hemingway and “Still Life with Woodpecker” by
    Tom Robbins. The last book two books I finished were “Falling Sideways” by Tom
    Holt and “Skin Tight” by Carl Hiaasen.


    What TV shows do you like to watch?


    I used to watch Lost all the time, but then they started getting
    weird with the story lines and they took that really long break last year and
    bumped it back to 10pm so I stopped watching it. Plus, it was cutting into my
    CoX time! Loved Heroes! Couldn’t get enough of that. Lately though I have been
    watching a lot of stuff on DVD since I do not have time for TV. I have been
    watching Scrubs and Voltron. I


    Do you have any pets?


    Answer – Yes I do. I have rescued Great Dane named Mira and a
    kitty named Squishy. Yes, I got her after I started playing City of Heroes.
    Sadly though, she is not a blaster, she is a claws/regen scrapper. Her ankle
    attack is painful! She needs to be nerfed!!!!


    How did you get drawn to this game?


    I had been switching between Civ 4 and Dungeon Siege 2 and was
    starting to get a little bored. I cannot remember whether it was a vacation day
    or holiday, but I went to EB Games to check some games out. I ended up walking
    up to the counter with CoV, Ultima Online and one other game and proceeded to
    ask questions. The girl said she ended up taking 3 hours to create her
    character on CoV and said that the game was not all the bad either. She made
    some comment about the other two that did not sound very positive, so I put
    them back. I have always enjoyed comic books and wanted to be a comic book
    illustrator when I was in high school, so I thought it was kind of cool. Now
    mind you, I originally purchased CoV, so when I got home, I could not follow
    the instructions and ended up making a hero. I was like, what the heck? I ended
    up thinking well this sucks and pushed the game aside. I decided to try it
    again a week later and have been hooked ever since.


    What is your favorite aspect of the game?


    That is a tough one. I would have to say the PvP aspect of the
    game. I love getting a group of people together and cutting lose in Warburg. I
    love hosting events. It is a tough thing to do, but very worth the effort for
    it. The adrenaline rush is also really nice. It takes me 30 minutes to calm
    down before I can settle into a nice little grove. The other aspect that keeps
    me coming back is the social aspect. I have met so many great people. I have
    made many friends and had some very stimulating relationships with them. You
    never know what kind of people you will meet in an MMO.


    Who is your namesake character and what are they?


    My namesake character is Lohr and she is an Electrical
    Armor/Energy Melee Brute. I have an absolute blast smashing things with her.
    However, many people know me as Lady Cieslak (Electrical Blast/Energy
    Manipulation Blaster) or Maran (Katana/Regeneration Scrapper).


    Which of all the archetypes and powersets would you say is your
    favorite?


    Powersets is tough, it would be a toss up between Brute, Blaster
    and Scrapper. As far as powersets go, I love energy and electricity. Yes, I am
    patiently waiting for my Electrical Controller and my Energy Melee Scrapper!


    Your least favorites?


    Least favorite AT would have to be a Tanker, I have tried it and
    hated it! I do not think I have a least favorite powerset. Most of my
    characters are geared for PvP, so I used to dislike being a Defender, but now I
    am trying out the support roles, Emps and Kins are a lot of fun, but they sure
    are a lot of work!


    Do you prefer Heroside or villain side?


    I prefer purple! Is that a valid answer? I love being a hero, I
    love the sets they have on hero side, but I think Villain side is a lot richer
    and better laid out, so as of late I have been playing over there. I am so
    excited about I10 and the co-op missions. That is going to be so much fun!!!


    What would you say is your greatest strength in the game?


    Greatest strength in game would have to be either my leadership or
    my ability to get groups of people together that normally would not. I have a
    lot of different groups of people that I play with who do not necessarily run
    in the same circles, so when I host PvP events, I can get a good mix of PvPers
    and non-PvPers out to an event, or at least try to! I also founded both my VG
    and SG and have been leading them for over a year. Best group of people ever.


    Your greatest weakness in the game?


    Oh that one is easy, my extremely poor ability to chat in game and
    actually play at the same time. I am very bad at that, too many tells and too
    many chat channels, sometimes I get easily distracted, hey is that a
    shiney…*wanders off*


    What zone is your favorite?


    WARBURG! Such a versatile zone. Now if we could just get hero and
    villain team ups!


    What is your favorite Storyline in the game?


    Carnies! It was so nice to finally get to beat up Vanessa Devore.
    Though I have to admit, I am not sure if it was all the beatings I got from the
    carnies as a blaster or having this strong desire to want to steal their
    clothes after I knocked them unconscious.


    What one feature would you like to see added to the game?


    Does it have to be one? I would love to see Heroes and Villains
    being able to team up in Warburg. I would love to be able to choose which map I
    want when we go to the arena. I would love to see more goal oriented PvP added
    (capture the flag for one). SG limits fixed! Oh and to be able to move around
    my enhancements or some type of trial for enhancement respecification, with
    IO’s, the current system just does not work.


    What advice do you have for any new players to the game?


    If you don’t know something ask, there are some great people that
    play this game who are more then willing to help. Get involved in the
    community, get on the forums, go out and do! There are so many great people out
    there, embrace the fact that it is an MMO and run with it!

    This is the seventh in a series of point-counterpoint articles,
    which will review commonly requested player suggestions, and review the pros
    and cons of those suggestions.


    This week’s subject – Respecs


    POINT:


    There are certain advantages to increasing the ease with which
    players can respecify the powers on their characters. Players that find powers
    and power selection to be a major part of the fun of the game would be able to
    try out powers without having to go to the Test Server. In addition, with the
    inclusion of the invention system, there are now more ways to slot a character,
    and more varied enhancements with which to slot powers. This makes it harder to
    find a build that best fits a player’s style. Sometimes when there are power
    changes the devs consider to be minor, a free respec is not provided. Easier
    access to respecification would allow players that have found these power
    changes to have significantly reduced the enjoyment they find with such powers
    to change those powers more readily. Options for allowing easier respecing
    include offering repeatable content that can be used to earn a respec, respecs
    that are buyable, either with inf or exp, or outright allowing of
    respecification at anytime. The most dramatic form of a respecification would
    be to allow players to change power sets, or even Archetype. Other ideas
    include adding "smaller" respecs, such as allowing players to move enhancements
    around, or perhaps just moving slots and enhancements.


    COUNTERPOINT:


    But there are also certain disadvantages associated with
    increasing the ease with which players can respecify the powers on their
    characters. The current format of 3 earnable respecs via TF/SFs would
    potentially see diminished interest. Much of the game’s content is "gated",
    meaning certain rewards are achieved only be completing a series of tasks. The
    current respec TF/SFs are a form of this. Making respecs buyable would change
    them from a content-based reward to a treasury-based reward, thus favoring only
    rich characters. Allowing players to respec frequently would also allow players
    to swap powers in and out of builds suited to the critters they intend to face,
    perhaps decreasing the difficulty critters at higher levels are intended to
    provide. Most of all, the AT or sets respecs would allow players to select
    characters less for the challenge they pose from 1-50, and instead select sets
    that are "easy" at certain levels, then swap in a different set for other
    levels. This would also break down the fundamental concept of what a character
    represents, instead making it more of a shell for storing certain numbers (exp
    and inf gained, enhancements owned, etc.)

    Let's take a look at the greasy spoon joints in our fair city. You
    know, the mom and pop shops tucked away between the superstores and other large
    and rather threatening architectural megaliths in our metropolis.





    This time it's City of Gyros, once a smalltime kiosk selling
    spicey lamb and beef delights to the pedestrians, now a successful chain in
    town thanks to good marketing and a sharp business sense on the parts of owners
    Lou Dicrous and "Ri" Diculous.


    Tell me, heroes, is there anything more satisfying than a hot,
    fresh gyro, topped with cool yogurt sauce? If there are those among you who
    have yet to sample such a pleasure, I counsel you to rush out to City of Gyros
    now and do so; there you are sure to experience not only a fresh take on
    mediterranean cuisine, but also an unrivaled ambiance reminiscent of a coastal
    town in the isles themselves.


    I happily give them a 8 out of 10 "Statesman Stars"- even my
    refined pallete was briefly disoriented for eight to twelve seconds as the
    clash of cucumber and lamb assaulted my senses with fully slotted IOs of savory
    goodness.


    Here's a somewhat simplified version of the owner's signature
    dish. They wouldn't share every vagary of the recipe - it being a closely
    guarded family secret - but this should get you through your jones for good
    greek food:







    Quick and Easy Yogurt Sauce:


    2/3 cup grated cucumbers

    1 cup plain yogurt

    2/3 tsp. garlic powder

    1 tbspn fresh dill

    1 tspn black pepper

    A pinch of salt to taste



    Grate the cucumbers finely - squeeze to drain and place in a bowl. Add the
    yogurt and spices, mix uniformly and chill for fifteen minutes.










    Quick and Easy Gyro Meat: (serves two)


    2 pounds ground lamb or beef or a mixture of the two.

    1 tbspn minced garlic

    1 tbspn dried marjoram

    1 tbspn dried ground thyme

    1 1/2 tspns salt

    1/2 tspn black pepper



    Heat oven to 325 degrees. Mix ingredients in a bowl, press mixture into bread
    or loaf pan and place bread or loaf pan in water bath in oven for around an
    hour or until done.










    The Perfect Homemade Gyro


    1 fresh onion, sliced

    1 tomato, sliced

    Gyro meat

    1 package fresh pita

    Yogurt Sauce



    Heat your pita in the manner of your choice, slice in half to open. Place in
    gyro meat first, add yogurt sauce, then sliced onions and tomatoes to taste.

    The Man, The Myth, The Legend



    The other day, I was wandering around the Pocket D, drink in hand,
    just chillin like the villain I am. I toss back my Bloody Caaser, and head up
    onto the dance floor, and Lo and behold...I spy...no It can't be! He's a total
    myth! He just CANNOT EXIST! Yet he does. He was there, in front of me in the
    flesh. THE PEPSIMAN!


    I go "OMG SQUEEEE it's PEPSIMAN!" and bashfully asked for an
    interview. Seriously why would he give a villain like me the time of day? He'd
    more then likely to smoosh me in PVP than grant me an interview, but, to my
    great suprise, he did! Pepsiman! Granted me an interview. During the interview,
    I snapped a few screenshots of this elusive hero, and noted which supergroup he
    belonged to: "Miracle Force". We always see him chatting in Guardian Channel,
    poking people with his Wiimote...reacting to various Mistells with the classic
    "Buh?" or "o.o" Yet hardly anyone sees him. So here is the following interview
    with the ever elusive Pepsiman.


    His Bio States: He got hit by a pepsi truck, which is how he got
    his powers. Interesting. So, I go on to ask him some questions. I was rather
    blindsided by the sudden-nes of his appearance but I did the best I could.


    Kahlan D'Rane: "Ok First question: What brought
    you to Paragon city? (oh yeah if you can list your powersets here that would be
    great too. You know to round out the whole interview n stuff)"

    I tried SWG for about a week, then a coworker told me about a
    superhero MMO, so I jumped ship, so to speak, from Tatooine to Paragon City.
    Haven't looked back ever since.


    Kahlan D'Rane: Which villain group is your
    favorite to beat up? Come on, I know we all have them. Who's yours????


    Pepsi: Villain group.... I'd have to say Malta,
    just because they look cool, and have giant robots, and it's fun freezing
    sappers before they can react to me.


    Kahlan D'Rane: PVP: Do you? Don't you? or does it
    make you feel a little dirty on the inside when you have to go into one of
    those zones??


    Pepsi: PvP: occasionally with the Sunday night
    arena folks on Guardian, not lately though. I enter the PvP zones very rarely.


    Kahlan D'Rane : Ok, something all us Guardianites
    are seriously wondering here:What is your favorite type of cookie?


    And also, why did you pick Guardian as your home? Is it for Noire's toasty warm
    homemade cookies??

    Oreos. Mostly any with a creme filling in between.

    logged on.

    My brother and I both have super powers but my brothers older so
    he acts like he's better and even though I am quite skilled he still treats me
    like I’m the sad little kid I was when our parents died. What should I do to
    make him realize I am not that same weak little kid?

    Frustrating, isn’t it dear. I bet since the loss of your parents,
    your older brother has been trying to fill in for them. Knowing when to ‘let
    go’ isn’t easy for parents, it’s less so for older siblings who they need to
    take care of you.


    I see a few things you can do here. You could have a talk with
    him, let him know you’d rather he was a brother than a parent, be gentle. If
    that seems too confrontational, you could leave the newspaper open to a story
    about your latest deeds. Or you could wait a bit and see if he comes to the
    realization himself of your abilities.


    With whatever you do, remember that’s love that motivates him. Let
    that be your motivation for how you broach this subject with him and everything
    should turn out fine.

    IMHO part 2



    The first question I asked of them was had they ever been a target
    of a Chris Jenkins law suit. Most said that they had not, but had known or
    known of some on who had.


    Electro Fists, mother of the 13 year old hero, TechBot (level 16
    Champion), stated that her daughters school was sued. ” Jenkin's frivolous and
    irresponsible lawsuit against the Hero Academy negatively impacted her
    experience there. The Academy had to divert resources to pay for increased
    legal support, and that meant reductions in other areas affecting the students.
    ” She went on to say that the students took it upon themselves to help with the
    recooping of funds. “The students got together and reviewed their projects from
    several semesters, and identified several items they were able to patent and
    sell to Crey.” Which Crey Industries was quick to offer to purchase. “Then,”
    She continued, “the students used the proceeds from the sales to fund two lab
    assistant salaries.” These lab assistants, who were about to be let go due to
    budget cutbacks, are retired heroes, using their free time to teach and train
    the next generation.


    The Burning Brawler, (level 50, Guardian) remembered a time when
    he was the target of Jenkins. “Some Hellions were making an arson attempt. I
    not only put the fires out, but rounded them up. ... while I was doing that
    some old lady's cat ran out of the building and got singed by a fireball.” He
    continued, “The vet said the hair would grow back, but she still called
    Jenkins.” When asked how the suit was resolved, all Burning Brawler would say
    was, ”Luckily the judge supports heroes.”


    NarcolepticGirl (level 31, Champion) commented, “It seems that
    every other week someone I know is having a law suit levied againts them,” I
    asked her aobut her own lawsuit, “I am a doctor, a hero, and the patron of
    three teenaged heroes. I don't have time to spend all day in a court house
    explaining why this Hellion's mother or that Skull's friend have no need of my
    money.”


    Another hero who has been personally effected by Jenkins and his
    law firm is Jinx the LDB (level 1, Gaurdian). Jinx is in a very unique
    situation, as he died during the intial attack on Paragon City. “... currently
    I'm in a court case against Jenkins. I'm trying to get my inheritance and he
    [was] retained by some of my relatives” Jenkins current position is, Jinx is
    biologicaly dead and the dead cannot inherit. When asked what his position is ,
    Jinx stated “My arguement is, since I'm walking and talking I should.” The
    young man is keeping his spirits high, saying, “We'll see how it goes.” It does
    appear that Jenkins is willing to do what ever it takes to close down this
    city, one hero at a time.

    It doesn’t take a meteorologist to tell you when the Rikti are
    flying overhead. When the Rikti made their violent return several weeks ago,
    they brought with them a deadly new type of weapon: pitch-black bombers with
    enough firepower to level entire neighborhoods. These Drop Ships swiftly became
    the bane of every living thing, super-powered or otherwise, that has
    encountered them. Such is their power that even the most heroic (or fearsome)
    have been forced into hiding when the raid sirens start blaring.


    On July 1st, that all changed. Task Force Vendetta, organized by
    the Heroine called Sylph Knight, managed to gather over seventy of Paragon
    City’s finest in Steel Canyon and lead a successful ambush against an
    entire squadron of the Rikti’s latest aerial weapons. When the smoke cleared,
    nine Drop Ships lay in ruins on the tattered highways of the city’s center of
    commerce.


    “We brought down nine Rikti Drop Ships in total, which was far
    beyond everybody's wildest expectations.” One of the Heroes, Argent Amber,
    exclaimed after the battle, “Initially, we were crossing our fingers just to be
    able to bring down one!”


    I asked Sylph Knight why and how she managed to organize such an
    ambush. “The Drop Ships have shaken the city to its core over the past few
    weeks and the people desperately needed to know that there was still hope.” She
    replied, “After studying the Drop Ships’ flight paths, I sent out a large-scale
    recruitment notice with a mere twenty-four hour deadline for the assembly so
    that the Rikti would not catch wind of our plan.”


    Two Heroes, Star Lancer and Bellflower, made video recordings of
    the incident. While the authorities were working to gather the alien wreckage
    for research, I asked Bellflower what she did with the footage. “Currently, we
    are distributing copies to the press, all Longbow and Vanguard members, and
    several other Heroes for analysis. The current videos being distributed were
    hastily produced to expedite the process, but we hope to be able to soon
    provide them with clearer footage.”


    “We encourage widespread distribution to Heroes as well as
    non-combatants.” She continued, “We want everyone to know that, although the
    Rikti have returned, that we are prepared to take on anything they can muster
    against us. Perhaps none will appreciate the video more than those whom have
    lost loved ones to the Rikti. In light of this, we hope the video will
    encourage the development of appropriate protection and countermeasures against
    the Rikti’s bombing raids.”


    The Heroes of Task Force Vendetta, now calling themselves the
    ‘Steel 70’ in reference to the number of participants and the place where the
    ambush occurred, reported that the use of powers which have been used to slow,
    weaken, or otherwise debilitate ordinary criminals worked especially well when
    coordinated against the Drop Ships. They have strongly advised the use of such
    abilities to all brave enough to mimic this astonishing success.








    Back Alley Brawler left his post at the Freedom Corps Headquarters
    after the battle to personally thank the Steel 70 and assist with the recovery
    effort. “We figured you guys would figure out some way to take down a Drop
    Ship…” He exclaimed on behalf of the Freedom Phalanx, adding, “But NINE?!”


    Researchers from Vanguard, the special UN organized sent in to aid
    the city, have expressed much excitement since the wreckage was brought into
    their laboratory the following morning. “Though there is little left in
    functioning order, we are confident that we should begin to uncover the
    mysteries surrounding these new ships soon. The salvage we collected has
    already given us some insight as to their operation. It’s only a matter of time
    before we can better train our own soldiers to better combat these new
    threats.”


    As one of the Heroes that belong to the coalition now known as
    Steel 70, I can honestly say that I have never felt as heroic as I do today. We
    took the dramatic first step forwards in discovering a way to destroy these
    Drop Ships -- perhaps once and for all. It won’t be long before others learn
    from our success and give the Rikti some proper payback!


    My newfound comrade, Dark Ether, had this to say: “Now that it has
    been shown to be possible, I hope that others rally and form up to take the
    attack to the ships, instead of reacting to them.”


    So Rikti, you better watch out! We are the Steel 70 and if you
    think that we are the key to Earth's defenses then tough luck! The knowledge is
    already out. Where us 70 have gone before, another 70,000 will follow in our
    footsteps. Everywhere in Paragon City and on Earth you go, we will follow!

    Predicting the Wartime Economy


    War with the Rikti: for some the thought conjures images of
    citizens screaming, running for cover as the bombs rain onto our fair city. For
    others it holds a challenge and a call to battle. On the market, the question
    on everyone's mind is:
    How can I profit?


    There are many opinions, but one thing is certain: the Rikti are a
    technological race. While the magnitude of the effect may be debatable,
    increased Rikti activity seems poised to exaggerate, to some extent,
    the already-apparent salvage type disparity
    . Arcane salvage is a highly
    prized keystone in many inventions; with hero and villain activity shifting to
    Rikti defense, strategies for rationing and storage are already in focus.


    Meanwhile, the fact that the Rikti threat crosses faction lines
    has not gone unnoticed. Supers from both sides have been discussing the idea of
    merging the Black Market with Wentworth's
    , and recent developments have
    only increased the urgency of those talks. Still, City officials have so far
    remained mum on the idea of legitimizing the Black Market, saying only that
    there are no firm plans at this time. The Blue and the Red may well find
    themselves fighting side by side, but for the foreseeable future, trade between
    factions remains taboo.

    CRUELTY OF THE WEEK!



    Hey, sorry about last week’s thing. Arachnos has been going crazy
    about editing possible smash articles about the Isles. But, I got a new
    security thing and all is good.


    Moving onwards to the topic! Thanks to my SG, this week I
    interviewed a high level villain, Fire-Lizard(Infinity, 50). Fire-Lizard had
    some very choice(but no less interesting) things to say about the Rogue Isles
    and villainy in general. It went a little something like this:




    Evitron: How do you feel about the Rogue Isles,
    in general?




    Fire-Lizard: Hm. Good question. I like how they
    are varied from dingy factories in Sharkhead, to ancient temples in Nerva, to a
    technological nightmare in Grandville. However, I think it’s a bit ironic how
    villains kill more Arachnos minions than the capes do. Lord Recluse really
    needs to clamp down on all the in-fighting and focus on crushing the blueside,
    spiritually and physically.




    Ev: That’s my next question: what do you hate the
    most about the Rogue Isles?




    FL: The constant backstabbing- it is to the point
    that a civilization cannot exist with any more of this. A little ‘survival of
    the fittest’ is good, but this is just too much
    .




    Ev: Anything else to add?




    FL: For an evil empire to really function there
    has to be a few things. The leaders cannot just destroy their own followers for
    no reason, and people have to have something to gain by serving an evil lord.
    We can’t just keep betraying each other for no reason, it puts us back in the
    effort against the capes. Lastly, the villains have to be stronger than the
    heroes or else there is nothing ‘heroic’ about what the blue side is doing.
    Anyone can pick on someone weaker than themselves, but only a hero can face
    someone stronger. Although, in this case they would still lose (laughs), but at

    Seriously folks, there have been seven editions, that means that not every server has been covered yet, it isn't a matter of ignoring one group over another it comes down to resources and time.

    If some more people want to step up to the ring then we can cover more interviews. In the meantime I think some kudos are in order.

    Also if you feel like you have a group of people who can do a publication or spotlight endeavor then just PM me and we will get you set up.

    Just so you all know I get a nickel per publication that goes into my off shore Rogue Isle account, so keep that in mind.
