you dont say what type of Blaster you want to play.....
as a Blapper with a PvE build that nails them in PvP *cough* 11-0 Plight

*cough*
I tend to stay very much away from AoE or Cones, when you hit the mid game these become an aggro stealer in teams and a death wish Solo.
I have the solid 2 Bolt/Blast, Burst(short range but ace dmg), Snipe (the ultimate alpha), Nova (ooooh the fun).
Thrust, Punch, Stun, Bonesmasher, Total Focus (these are mainly my insane melee moments) Build up, Aim & Conserve are a must (just too damn good not to). i took Power boost which is loverly for extending Disorient and Knockback.
On the subject of knockback with ED pooing on our Dmg i would suggest a KB enhance in some of your blasts to give you time to kill & a Dis Enhance in your Melees.
For Pools the travel is preference, but imho anything but Fly for a blaster is not tactically sound. if taking Flight take Hover and slot it up! (3-4 slots with ED

power boost should help you with this tho

) Air Sup is for tanks & scrappers to take us down an En Blaster uses the much more effective Melee at their disposal
I would take Hasten to start with but drop its non perma backside, as soon as i had enough powers to create a cycle on its own.
I use stealth to good effect (ask Plight

), would recommend this for any Blaster contemplating an excellent Nova strike or PvP of any kind.
Stamina may or may not be a must, i use it but there is a way around it.
Epics depend on your Choice of style, as a Blapper Force is a must, Blastrollers like the Elec, Fire or Ice. i honestly dont know who like Munitions.....not a slight i really dont know.
as for Slotting.....with Ed abound all bets are off but 3 dmg for sure, an Acc, Attack Rate, End redux, KB, or Dis where you can spare them.
oh and dont waste 2 slots on rest use them where needed, with hasten fairly early and the recharge time not mattering later on they really are a waste of good slots.
