I have been experiencing what looks like an identical problem and my computer setup is nearly identical. The biggest exception being I have an i5 processor.
The GTS 250 is indeed a power hog! I just looked at the power specs and just about choked! 450W Minimum from the power supply, and 24 amps (!!!) on the +12V rail!
I think I need to replace my 460W power supply... *grumble, grumble*
(Note: Hasn't been a problem with any other game, though. Runs Batman: Arkham Asylum beautifully, as well as Lord of the Rings Online. What is it about CoH that demands the extra juice to the GPU?) -

I get no change in behavior at all. Still get "Connecting... #1"

I have no idea what kind of budget you are looking at, but I recently built a new "budget" computer from scratch for right about $800 US. It handles CoH with everything turned up with no stuttering.
I don't think that you will be able to save the case. My old computer case wasn't compatible with any mobo on the market (that's what I get for keeping a Win2k computer this long).
I would say it is possible to build one for less that will handle anything CoH throws at you. I built mine with LOTRO in mind, and that's far more graphically intense.
It all comes down to your budget. How much you are willing to spend for a dedicated CoH computer will tell you where you can go with your upgrade options. -
