The issue updates give powerset specifics! This gives nothing but story!
Probably a reason why the update is called 'issue 7a' though. -
I like the toga, and the badge... pity they'll be gone by the time i7 rolls around.

I consider it to be better than Super Reflexes thanks to it's self heal. Def numbers are bit lower than SR but the self heal is GOOD. Enhanced is about 50% heal every 30 seconds. Its just like Regen's Reconstruction. That alone beats the small diference the set may have at the side of SR

The only reason the devs have ever given is because of "Flavor". Well, how can Dark Melee, a scrapper set, but the right "flavor" for a Brute yet Energy melee isn't Scrapper "flavor". For a long time they said Super Strength would never be a scrapper set because of AT "flavor", yet Brutes, an AT which apparently shares some Scrapper "flavor", is okay with Super Strength too.

That's easy. Scrappers are very 'skillful' sets. It takes a lot of skill to execute an eagle's claw on an enemy. It does not take much skill to simply punch the jerk with all your strength. Brutes are more 'I've been punching you for 10 seconds and you're not dead yet. RAAAAAAAAAGH!' and Scrappers are more 'collected, precise, EAT CLAWS SUCKA!'
In other words, the dev's can make up whatever they want and that powerset will automatically take the flavor they intend. Ugly but effective. -

scrappers won't get super strength because the brutes have the EXACT same numbers as the scrappers and tankers do for their respective primaries, and it is thus forseeable that any shared sets with scrappers and tankers would be the same too.
So, a scrapper with his base damage so far above a tanker's, and the BI numbers for SS so high, it'd be godlike.
logically, you could just reduce the BI numbers, but I think the dev's have proven that they aren't interested in doing that. -
scrappers are teh suxxor becus they do not get any new sets and i dunno about u but i am SICK and TIRED of all their current sets. I PLAYED EM ALL and am now bored.
Fortunately I have CoV and so get plenty of more content. But what about those who didn't buy it? or worse, don't like it? They're just screwed, it seems.

The dev's used the exact same numbers for pretty much all the primaries that brutes share with scrappers and tankers. I don't think they care to balance anything seperately, making more shared powers an almost foregone conclusion. -

Been saying that since I started. SS Scrappers. EM Scrappers. Nerf the set if you must, but share 'em.
The dev's do NOT feel the same way. Statesman certainly does not. And that's really all there is to say. -

I hate that word. It's garbage. Sure, you can play CoH/V by itself, but you're really missing out on quite a bit of content, that you don't even have to pay an extra monthly fee for.
And combined issues? They need to finish CoV first. I think that is the dev's line of thought. Finish CoV, then start on Combined Issues. -
What's so hard about playing CoV, anyway? You can't really blame the dev's for your refusal to play it, really...

I figured from the beginning that CoH was getting shortchanged in i7. It made sense, really. CoV's endgame is filled with brand new stuff, and brand new stuff takes quite a bit of time. Stuff like

Is pretty unrealistic for i7, I think. The dev's have to pull out CoV's endgame to even put it on the same level as CoH. Then, after that, they can begin adding content for both.
I just hope Ghost Widow's patron power gives soul storm. -
Electric melee for brutes is because... well, as Positron said, they were almost done with the set, but it wasn't ready for CoV's release. If it wasi ntended for CoV's release, how would the heroes get it? Answer - they wouldn't. At least not immidiately.
Still, you can hope. -
