    More than likely it's your video card, and video card drivers.

    Something similar popped up a while ago after Issue 17 / Ultra mode.

    Also, I suspect that you may need to change your shortcut to force the game to use the simpler rendering path:

    cohupdater.exe -usetexenvcombine

    3 options:
    1) Type: /compatiblecursors (while in-game on the chat area)
    2) Type: /cursorcache 1 (while in-game on the chat area)
    3) On your City of Heroes shortcut add "-compatiblecursors 1" to the end of the target of the shortcut.
    Your shortcut properties would then look like:
    "C:\Program Files\City of Heroes\CohUpdater.exe" -compatiblecursors 1

    Three questions for you:
    1) What's your Operating System?
    2) Out of curiosity, are you in Windowed or full screen mode? (If one or the other, force the opposite viewing mode, or select "Safe Mode" in the Updater)
    3) Do you have ATI drivers? (you may want to update them)
