Short answer no with an if long answer yes with a but.
In solo PVP against melee AT's your best option is a triple debuff (RI/EF/LR) centred rad/rad with strong healing (incase of scrapper crits). Stealth isnt as important in this circumstances since they will be running before you have to, attacks also arent to vital since you wont have to work fast and you can conserve some end, personally I can take down certain tanks and most scrappers using only cosmic burst and neutron bolt.
Single Target Against Ranged foes/Controllers, Here your main 2 debuffs are almost useless since most have invis or a status effect to drop your debuff so timing your attacks and choosing when to attack are the secret, Stealth and LR will be your best friend in this case and you will need to be more offence based in your power choices 2 attacks wont cut it.
In teams you tend to work best when you make plans with your team and the enemy dont know your there until its to late, un-ivising and cosmic bursting (slotted to stun) can keep controller/blaster off your back or a defender from healing for a few seconds allowing you to plant EF on a harder target and the rest of your team (told of the plan before hand normally helps) know then to attack and watch the target fall easily. Do not stay in the open to long, a mistake Ive seen some rad users use is to stay in the battle to long using the debuffs making them an easy target for a blaster snipe or controllers ranged hold, stay outside the battle until you see a chance to pounce, you are not an empathy you dont need to be nearby to heal all the time.
The Best kept secrets of Radiation.
1. Accelerate metabolism is arguably the best buff in the game, as well as its known recharge and damage buffs it has a secret most people dont realise it is one of the only self target able buffs that protect against Endurance drain.
2. EMPulse slotted properly can drain between ½ and 1/3rd of someones endurance and if you time it right and drain all their endurance you will drop all toggles and hold them.
3. Using mutation to rez a fallen blaster or scrapper makes them, for a short time, a tool of pure vengeance beware the angry mutant
Your biggest enemys, illusion controllers.
Your easiest targets, regen scrappers.
Your dullest fight, another rad/rad.
(By easiest/toughest I mean against standardly skilled players/first time pvper's, avoid at all costs such pvp gods as scrapopapaloplypse or whatever they are called and of course the FSA, on union)

The majority of this guide is based on my observations of rad/rad between issues 2 and 5, with the arrival of issue 6, ED the paranoia bought about by stalkers and the proliferation of +perception based powers and other power changes some of it may be incorrect since I havent played since then. -
I see your tank vs tank and raise you a rad defender vs rad defender.
Defender 1 : Radiation infection
Defender 2 : Radiation infection
Defender 1 : Neutron Bolt. Miss
Defender 2 : Neutron Bolt. Miss
Defender 1 : Aim + Neutron Bolt. Hit for 76 damage.
Defender 2 : Heal for 245 damage. Aim + Neutron Bolt Hit for 76 damage.
Defender 1 : Heal for 245 damage.
rinse and repeat till server goes down for maintaince. -
I was trying out the whole peace in the warzone concept by logging in for the first time since s4 finished happily chatting to my team mate and scrapper extraordinaire knight stalker (in the form of his villan) in warburg when 2 villans, one a mastermind and a tanker, a hero no less!, quite happily set upon us, clearly they had no idea who they were fighting and were quickly defeated, repeatedly.
Lesson learned, to paraphrase Mr Pratchett
Never fight the small old man with a broom, or the innocent looking "squishy" cause they will inevitably turn out to be the servers pvp champions and grind you into dust! -
I'd be glad to write down a few tips as soon as a get a chance, for now I'd say everything has its use, except possible fallout
The holy trinity on the rad emission side are RI, EF and LR (radiation infection, enervating field and lingering radiation) which can debuff accuracy, defence, damage resistance, movement speed and recharge speed basically reducing even the most deadly of AV's to a slightly less deadly AV.
Also since suppression no longer effects debuffs you can chase your prey if they run, especially if youve used LR they cant run far.
Also on the emission side are 2 powers with side effects most people dont consider, AM (accelerate metabolism) aswell as boosting recharge and movement speed slightly and damage it also provides 100% resistance to endurance draining powers, and offers a reduction to the duration of status effects (holds/fears e.t.c wont last aslong on you) On the flipside EMP (empulse) whilst being an AoE hold that doesnt require a target to activate with a deadly duration (great for pulling a invised blaster out into the open) also has the mostly underestimated side effect of draining endurance properly slotted it can drain all the endurance from a group of minions and most LT's combined with buildup from the epic pools it can even drain alot from bosses.
As for the radiation blast side of thing Id separate things into 2 sides,
the AoE attacks, useful for your rad tanks, who go in plant debuffs and keep attention with the AoE attacks (irradiate, neutron bomb and to a lesser extent electron haze thou mind the knockback) whilst keeping lts/bosses out of a fight with a cosmic burst slotted for stun/disorientate, and your single target blasts (neutrino bolt, xray beam, and to a lesser extent proton volley ((which is a damage over time snipe the only one I believe)) NB is very fast, good for interrupting but does marginally less damage then xray beam which is slower but has a cooler animation.
Defenders with the single target attacks should pick off the enemys while the rad tank keeps em busy, also if you combine stealth/invis with cosmic burst you can sneak up and stun people practically before they see you.
And then theres atomic blast, some love it, some hate it, dreck uses it. Its a nova like any other but any one that survives will have there defence drastically lowered and will be held for a brief amount of time giving you a chance to pop a CaB and finish them.
Oh also radiant aura, great AoE heal slotted for heal, end reduction, and recharge reduction can help keep your rad tank alive or even yourself against overwhelming numbers, chocking cloud, some like it, good in pvp against melee attackers (the type rad/rads strongest attack) if you can knock just the right toggle they will get held, personally its hit/miss rate and hold duration combined with its massive end drain have never attracted me.
