Not calling you a liar of course, but can you link to a dev post where they have apologized for CoP/Base raid? I sure can't find it. In fact, I tried to go as far back as the forum will allow to find explanations or even a status update on its future and had absolutely no luck.

This would be the case if the last 2 years have been their coffee break. CoP/Base raids were advertised features that have been undelivered, then bugged, then rescinded and remained missing for almost 2 years. The people who have paid for those advertised features have continuously asked them for an update as to the status only to receive silence. It is an embarrassment to Cryptic and to the devs, and their unwillingness to communicate just exaserbates the situation. How long should their "break" be? How much time does it take to type : "We are sorry, we acknowledge that there is a major advertised feature that we haven't implemented and fixed 2 years since it was sold." But of course, dodging their responsibilities and talking about Photo 1, 2 and 3 is so much easier.

Ultimately it comes down to time, resources, and popularity. While CoP might be something they really want to get in, it simply might be something that is resource-costly to get working for what is probably a small % of the user base. And it doesn't make sense diverting resources from features everyone can enjoy to work on ones that only few can enjoy. Good or bad, that's just the way things go. -

Did you also know that in the original Tyrant Mission, If you were able to fast track with invis powers. States would be chained up at the end overtop of tyrants Throne, and if you freed him, you could then lead him to the exit and watch states hit Mobs for 4000 dmg a hit!!
Seeing how much damage that is, people would SK lowbies into the mission, stealth through to Tyrant, defeat him, then Let the newly Released Statesman powerlevel the group by owning everything in the face. Hence why Statesman was removed from the Mission.
sometimes I wish they'd bring States bake and just remove any exp from kills he got. I didn't care about the exp, I just had fun watching statesman KO blow someone through the roof and see more damage than a brute with full fury

I just did this a few days ago and Statesy is there alright, and once you free him if you hang around for a few minutes an ambush spawn shows up and you get to see him do a 4000 dam KO Blow. And he will follow you, but only to a point -- he gets stuck in the mud on the way out of Tyrant's throne room; no way to get him to fight for you past that.
But it was definitely cool seeing him in action, if just for a little bit. I must admit tho, I expected him to be taller -

Liberty Server was home to a really interesting roleplayer who called himself "Cog Warlord" in the days of I1/I2. The Cog Warlord tried very hard, within the restrictions of CoH, to be a real villain, long before CoV came out.
He played using fairly high level Tanker, and in his "Warlord" guise, he'd announce via broadcasts as well as on the Liberty Forum here, that he was going to further the plans of the Clockwork King by leading a charge of mobs to area X in zone Y.
In essence, he created zone events where he'd herd up dozens, maybe hundreds of mobs and lead them back to common player areas like the AP entrance to the Hollows. I can understand why someone might think he was griefing lowbies by doing that, but he DID repeatedly announce his intentions and give plenty of warning of his nefarious plans. The net result was that higher-level players would come out to protect everyone. Given the sheer size of the herds, lots of people had a chance to help and there was a very tangible sense that the bigger toons were protecting the smaller ones. Plus, we got to show off our high level powers.
I'm fairly certain that Cog Warlord eventually got banned for what he was doing, but I will remember him as the first player villain in the game.

After initially hearing about this guy, I took my claw/invuln scrapper and did the same, creating a giant ambush on the atlas gate of perez park. Rather than RP a villain I sent warnings that someone was launching an attack and began herding up everything nearby. I brought them from the north, south and inside the walls all flooding in, 100s of mobs at a time. The 20 or so people there really enjoyed it and towards the end I almost was able to bring the Kraken, but my lack of a toxic resist and a mean old police drone didn't let me.
Multiple people asked me if I was a GM since I was able to control mobs like that and make them attack the area, but really it was my old wolf herding skills in play.

I remember occurances like this happening in the Hollows on Freedom as well around that same time. It was great fun having a dozen or more heroes of all levels simultaneously fighting dozens and dozens of Outcasts and Trolls that someone skillfully herded to the gate. It was definitely a one-of-a-kind experience, something the game itself never did previously.
As an aside, perhaps the devs took note of these wonderfully fun events, cause it seems they used the concept to some capacity in the war against the 5th Column and Council -- where swarms of one mob type would suddenly spawn and start an all out war with the other faction.
And even today, to a much lesser extent, you can see some of this if you're lucky enough to be in Skyway during a Supa Troll rally. -
I was looking at the specs of the 7300LE, and though it's certainly no powerhouse, it's not really all THAT bad either. I'm curious tho -- is this built into the motherboard or an add-in card?
Besides updating to better drivers (uninstall the old ones, restart, don't let Windows auto-install new ones, then install the ones you downloaded) I think the biggest obstacle here is going to be the level of visuals. The CPU is fast, so that will help, and as long as you stick to moderate settings and resolution you should be able to get decent performance (medium textures; FSAA, AF, bloom, dof, water, and particle physics off; particle count <5000, shaders on "low (no world bumpmaps)", world details around 60-70%, resolution no higher than 1280x960).
After you get newer drivers installed, start up the game in safe mode (check the Safe Mode box when you run the updater) and see how it runs. If performance in safe mode sucks, well there ain't much you can do cause that's the best it's gonna get really. If it's ok, then you can go into the graphics options and slowly turn things up till you find the sweet spot for you.
Also make sure you turn off anything that's running in the background, like the Vista sidebar, and make sure you check the "disable desktop composition" box on the compatibility tab of the game's shortcut. -

Unfotunately this is most likely due to being an underpowered card for this intese 3D game in performance-mode. So be sure ot have the LATEST Vista Drivers for it and try turning down the graphics settings (as well as turn OFF Boom, DoF and other junk) in the Co* Option... Graphics menu.

as jay mentioned, the NPC costumes were never designed to work on players. player parts have different considerations since each part moves independently of each other while NPCs costumes are animated together as a whole.

This has come up before and I think it's because you're not playing the game in the same resolution as your desktop. If you want to play the game in 800x600 you need to change your desktop resolution to 800x600 first, then fire up the game. -

It's an nVidia thing, and I believe it only happens with drivers over version 100. It has to do with the way the driver internally stores its version and the way the game reads it; for example, driver version 160.02 reports as being 6.14.11.6002. The game reads the 6002 part and thinks it's driver version 60.02, and gives you the error message. -

Checked on the overheating issue. I am able to consistently reboot the system and do everything (except play CoX) right away, so I'm shying away from heat being the culprit.
I will check on the BIOS flash option and see what happens there.

Yeah, but a heat issue may not present itself unless the system, including the graphics card, is under full load like it is while playing a game.
Now if you're having troubles playing CoX, but no other games, or if you run a benchmark program like 3DMark06 and have it loop for an hour or so with no troubles, then it's probably not heat. But you just can't rule heat out simply cause the machine boots up and you can surf the web and check email, etc. -

Ok, I've been having this problem for awhile and its really starting to bug me. I have just installed a Vista upgrade disk on my computer a couple weeks ago and fixed the mouse cursor problem. I have 2 Nvidia 7950GT SLI video cards with the 32 bit Vista drivers. It says I have old drivers when I run CoX and my game crashes randomly every 5-15 minutes saying that the display driver has stopped responding. I'm not sure if this question has already been answered in this forum before, but I'm not searching through 500 pages of posts for it. I'm being annoyed by it, especially when in a team and having to ask the leader for an invite back because my game crashed. Can anyone answer my problem to this issue? (Try to keep it simple, not a computer expert.)

I would check to make sure the laptop isn't overheating. This is the most common cause of BSODs in situations like this, so long as you haven't added any new peripherals or updated any drivers.
If you have done either of those, undo what you did and see if the game plays again. -

I just updated my driver 2 days ago. They're the newest available. Actually, before I updated my drivers, at least I got to see the login screen before it crashed. But after I updated the drivers I haven't been able to get past the client and "Loading" bar before i get an error message.

When you updated your drivers, did you uninstall the old ones first? Use Driver Cleaner in safe mode in-between uninstalling and reinstalling?
Did you also try running the game in windowed mode instead of full-screen? You can change this in the registry or with a utility called TweakCoH.
Also, you might want to also try rolling back your drivers instead of using new ones. Sometimes newer isn't always better. And if you're using any shortcut switches (such as -renderthread and -compatiblecursors), try launching the game without them, see if it makes a difference. I've heard reports that the -renderthread switch can sometimes cause hangups and crashing like this.
Oh, and btw, when the game crashes, does it tell you what module crashed? Or does the game just shut down? You can also try looking in the event log to see if an entry was written (right click My Computer, select manage, click on Event log, then applications). -

I know you heard this before but I have no idea what to do:
I just upgraded my dell E510 to Vista. (COH worked great on XP). Had the mouse issue and used the fix. however the game is very laggy and rubberbands. I have 1 GB of ram and my graphics card is a Nvidia 7300 LE. Here are what I think my options are and please tell me what you think?:
1. buy a new good graphics card (I don't want to do this if Vista is still going to cause problems)
2. Upgrade memory (I don't really run any heavy applications on my comp aside from COH)
3. reinstall XP (I like the vista interface)
Please help me choose the best solution and if buying a new card is the solution please tell me which one is known to work with out any problems.

Adding another 1GB of RAM will greatly improve the game's performance, especially in terms of lagging/rubberbanding. But even so, you won't get the same level of performance under Vista as you will with XP.
I would start with the RAM and see how that turns out, then decide if you feel it's warranted to buy a new video card (which will ultimately cost more). But you definitely want more RAM.
