Assuming Elude provides 60% defense (as I understand it the generally accepted figure), then an SR scrapper with 6 HOs in EVERY power (that's 42 slots) would have 252% defense. Against 300% accuracy (assuming it's multiplicative), the to-hit chance becomes 48%. This is actually some damage mitigation. SR scrappers are lucky, they actually get something, if they spend an insane amount of slots/HOs, more than the opponent has to spend to get to that acc.
But let's look at ff defenders. If they have their 3 main bubbles 6-slotted with HOs, they provide total defense of 91% to their teammates (35% to themselves). When you're facing 300% accuracy, that 91% doesn't do anything at all. You would have to have 3(!) ff defenders, all heavily slotted with HOs, to even come close to offsetting the inherent acc which HOs can provide. So, if everyone has +300% accuracy due to HOs, exactly what use is a ff defender? Or even 2 of them? No use at all, at least from a damage mitigation standpoint.
Ice tank? Worse off than the SR scrapper, by a long shot. With their toggles 6-slotted with HOs, they can reach about 100% defense. Energy absorption provides base +10% defense for every enemy in range when it goes off. Presuming it was 6-slotted with HOs, it would provide +28% for each enemy in range. What that means is that an Ice tank would have to have at least 4 enemies in range to possibly break a 95% chance to hit. I don't honestly think he's going to have 4 enemies in range of ea very often in pvp. That's assuming he doesn't get killed before he can do it because he has no damage mitigation. -
Even if that were necessary, there's a difference between "better than" and "able to disregard completely." Yes, you can slot several acc SOs to overcome defense, but at the cost of damage (making you weaker against those who use resists as their damage mitigation). with HOs, this is not the case. Defense gets owned for free, and you're still capped damage-wise(except scrappers), meaning you lose no effectiveness against other types of damage mitigation.

Which still leaves the issue of those who already have quite a few. Not to mention the fact that while this may slow down those who want to slot HOs heavily, it certainly won't stop them.

Realistically, all enhancements are not loot. If you can buy it at the store, and you can afford it reasonably, it's not loot. I can't believe I have to explain this. The fact that you get them from villain drops is inconsequential once you hit the early to mid-30s. Prior to that, they aren't so much loot in and of themselves as they are another source of income. TOs/DOs/SOs are not special, or difficult to come by. Yes, you can get them in early TFs, but if you actually repeated those TFs enough to stock up on SOs you'd outlevel them, which is the other thing that makes HOs loot compared to other enhancements. You don't outlevel them, ever. They are permanent, unless you choose to slot something else in their place.
Maybe I should have specified "uber loot" so I didn't have someone nitpick for no bloody reason. My point stands. Loot doesn't really exist, certainly not in large amounts, for the vast majority of coh. -
Sigh. It's all been said, I'm not going to repeat it. All I ask at this time is for Statesman to address the issue of HOs as loot versus how the rest of coh operates, and the more or less false advertising that they do ("coh has no loot, farming, camping, etc." he's said it). If he comes out and says, yes lvl 45-50 pvp is about loot, we lied/changed our mind (although as some have pointed out HOs have been in the game forever, so I suppose it would have to be more of a lie), then fine, at least he's being honest and I can simply accept that the devs' vision of the game isn't something I want to play any longer. If he remains silent on the issue, well, that's an answer too, albeit a more cowardly one.

It's unfortunate your ramblings don't actually say anything meaningful about the topic. They are, at least, good for some entertainment. Saying you don't get many 51+ SOs you can use is nice and all, but it IS possible to get them, besides which I completely disagree with your description of how rare they are.
And saying "it doesn't matter if it's 6 or 60", well, that's got to be some kind of joke. There's a vast difference between an activity that requirs at maximum 8 people to accomplish (which is how the rest of the game works), as opposed to needing dozens of other heroes. It's not the same thing at all. Referring specifically to the respec trial, it's not all that hard to duo it, and some can even solo it. -

Personally my interest in pve content has rather waned, and I was looking forward to pvp. But if being competitive in pvp means farming Hami repeatedly, and not much in the way of new pve content is coming for several months, that just means it's probably time to take a break.

Just to clarify, this means that the official stance is that from levels 45-50, COH changes from being a loot-free game, to being a loot-based game. I'm not sure why the devs want this, but it's their game. Shame, some of us liked COH because it wasn't like other mmos.
