BALSHOR! I should have known!!

Yep, I don't know if Balshor is still around, but he made one hell of a great tool. Sadly, I can't use your demo editor so I can't compare. (Your editor doesn't seems to like EU demo files and prefer to crash right away
)

So how did you do the bit where the gals fade in to City Hall? Is that some video overlay thing?

Nothing that complex. As you may have guessed, my camera movement are just mathematical equations, so I can replay them identically, while at the same time changing the background or the scene. This opens a lot of opportunities for specials effects.
In this case, it's relatively simple : I shoot the city hall with no-one inside, then I shoot again with the same camera movement but with the girls walking in.
Then I load the two sequences in Windows Movie Maker (for example), and create a simple fade in-fade out transition between them. Finally, I have to time precisely the fade-in fade-out, to perfectly "superimpose" the camera movement in the two sequences, and pouf! my all-girls villain group appears to seduce our hero to his doom.
