Doing some more low-level arcs today, plan on giving a short report here as I find (and complete) them, and let you folks know what's worth doing.
This morning I did:
Twisted Tales - Part One - Storyland in Danger! (ID: 12397)
Completed with the same character as before, it's a 5 mission arc that is relatively quick to complete solo, and definitely enjoyable.
The writing is interesting and well done, a very unique and modern take on some classic stories. I found it quite balanced, as well, and it's worth giving it a go on a lowbie alt. There is a sequel to the first one, but it's level 20-30. I'll try it once this character gets there!
I think these would be a bit more fun with a group, but it's a shame most of the low-level players are looking for farm content.
Edit: In addition, I just did "A Squeeky Gear" as a L8 Fire/SD scrapper. Quick little series (the first mish is a big outdoor area, but the objective is close to the entrance). Worth playing, level range is 5-20.
There seems to be, surprisingly, more lowbie content than I thought. Let's continue compiling it in this thread, shall we? -

A Hero is Made, Not Born
All four were pretty fun, I've got to say. I had to replay A Hero is Made, Not Born, because I failed it the first time due to the running villain, though.
They're all nice, quick and relatively balanced missions/arcs, and definitely worth playing as a lowbie.

So unless you already have 3 arcs published, there is no benefit to you to run a mission in test mode instead of publishing and then playing.

I strongly, strongly disagree with this, on a few points.
First, you may not be getting XP or (real) tickets, but you are working towards badges. Granted, you and others may not be interested in the badges.
Second, why on earth would someone who actually cares and wants to invest time and effort in their story NOT test it? Testing something is very important in ensuring quality. You need to weed out the bugs and minor mistakes.
For example, I had a custom group with some 10-20 enemies and a single custom who is 1-54. I ran test, and, "Oops!" all of the enemies in the mission were that custom one since I was above the 10-20 range. If I hadn't tested this, I would've not known until it was too late. -
Saw this in the guides sticky and decided to give it a go, and I am glad I did.
It contained a slew of useful information, some I knew and some I didn't. It was definitely worth going through, and didn't take very long either.
Not only that, but it helped me work off some debt that I gained doing a mission whose creator could have definitely used these tips! -
I, too, have felt the pain of unbalanced, non-lowbie friendly arcs.
I've got some ideas swimming about in my head for a 10-20 arc involving reasonable opponents (mostly Family), and plan on putting out a 1-10 and 20-30 as well, to help flesh out the low level content. Mostly villain stuff, though.
