Must be the Toggle nature of the power I'd guess.

I don't get it, myself. Tar Patch can be stacked, doesn't drain all your endurance like EF does, and is available at level 1. Freezing Rain is similar, but has the scatter drawback.

EF... really, the only reason to get it is to increase your damage, and that's what got nerfed. I think the only power you could argue balancing it against is Fulcrum Shift, since they both require a target and "move" with the target (after a fashion). Were Rad Defenders outdamaging Kin Defenders before? With the AoE nerf, would Rad Defenders have outdamaged Kin Defenders in I5 without the EF nerf?

Original Post edited to add "but not" - Tar Patch and Freezing Rain are classified as differently.

Accuracy debuffs might have been changed -- some dark defenders are reporting that darkest nightf seems weaker. I'm not sure, that kind of testing is completely, entirely beyond my ability.

Other Dark Miasma Defenders did pretty extensive testing and found no change.
  4. Just tested.<ul type="square">Even-con Button Man Gunner:
    Dark Blast does 51.64 damage

Drop Tar Patch on even-con Button Man Gunner:
Dark Blast does 67.14 damage[/list]Was then able to drop another Tar Patch, keeping a perma-double Tar Patch going, meaning the recharge rate is still the same. Tests were repeated throughout Independence Port with the same results.

Barring an imperceptible nerf to Tar Patch's -spd, there was no nerf, stealth or otherwise.

Again, whoever's telling all this to Cuppa is LYING. I would very much appreciate it if they could get their story straight.
  5. One thing I gotta say: I would LOVE another costume piece Accolade. The Witch Hat is great, but I'm ravening for more costume pieces.

Heck, how about limiting Task Force Commander to the Shadow Shard TFs (complete all four to get it), and it gives you something like Requiem's epualets for a Shoulders option? Or maybe some other knick-knack that screams "Shard".

That way, you can actually give some coherence to the zone by encouraging people to follow the only storylines it offers.

I think it would be a GREAT method for getting people to actually do those horrid TFs (and do them now, not when you fix them in Issue 8), and it might soften the blow for those who have to redo them.
