How much memory are you using on your system? Also are you watching the frame rate and netgraph in game? If so what are they doing?
I myself had issues after upgrading to Win7 - 64 bit but what you are discribing would only happen when I was around very large groups of players. In my case the fix was in setting my page file to a fixed size rather than letting Windows manage the size. -
Ok after much experimenting I finally found my problem. Windows was set to Automatically manage paging file size for all drives. So what it looks like windows was doing was that it kept trying to increase the page file size as more data was streaming in and this caused my performance hit.
When I went in a set my page file to a fixed custom size I started to run more smoothly during Hammie and ship raids or any other event where there were thirty plus individuals firing off their powers all at once. -
Welp I think I finally fixed my perfomance issues with my computer, stupid swap file
, and I should be able to lead a team next time.
I have experence on the Blue (have lead), Yellow taunt and Yellow take down (have lead) teams. So until next raid I'll just store up all the EoE's that I have and make a Hammie build for my MM.

I might also arrange an attempt myself at some point, just so I'm not ALWAYS scrounging off other people's attempts. and with Pyber tempting me with a Hammie raid didn't help either.

I've been running Win 7 and for the most part it has run well for me except when I'm in large groups, by large I mean raid size groups, where I end up in freeze frame hell.
In teams of eight or less I have had very smooth game play.
Here is a snipit of my system specs if it helps you out some.
Operating System: Windows 7 Professional 64-bit (6.1, Build 7600)(7600.win7_rtm.090713-1255) Language: English (Regional Setting: English)
System Manufacturer: MSI System Model: MS-7374
BIOS: Default System BIOS
Processor: AMD Phenom(tm) 9500 Quad-Core Processor (4 CPUs), ~2.2GHz
Memory: 4096MB RAM -
Yes I have run into the same thing as well on Win 7. There are times when I can switch back and forth without have the game screen lock. The locking seems more persistent when I have other screens open, like a web browser, than just switching between the desktop and back again.
I did have one instance where clicking on my power tray would cause me to switch back to my desktop, which I filed a bug report on.
"Windows: With three stacked powers trays, when positions 8, 9 or 0 on the second power tray up from the bottom are clicked the screen switches to Windows. Current OS being used Windows 7 Pro 64-bit"
I logged out of the game then back again and that corrected the issue.
