If I understand, you claim them, they are yours and not transferable

The way they're supposed to work is you claim them, you get the buff. And then you get a temp power that you can grant to someone else at which point they get the buff as well.
So there's a shared component, but the item itself is not transferable once you claim it. At least it shouldn't be.
