Apparently the Ghost Ship event in Independence Port has been causing spawn problems. Apparently, the event causes all the normal outdoor bad guys to de-spawn and then fail to re-spawn after the event is over. This has caused many Numinas and Citadels to end prematurely due to inability to complete the hunts that are assigned to IP.
Here is a response from NCSoft Support that I received when I petitioned it. I have not tested this so I cannot confirm that it is a viable resolution (unfortunately the response was received about 12 hours after I sent the petition....)
It appears that Independence Port had left over Spirits from the Ghost Ship event. At this time, they have been cleared from the zone. If you find a similar issue in the future, you can investigate the west wall of the zone. This will cause any lingering Spirits to despawn and allow other opponents to again appear.
