3d Applications crashing PC

I desperately need help. I have tested my ram, replaced my hard drive, replaced my video card, reinstalled windows, deactivated any thing that loads at system boot, and my problem persists. If I open a application with 3d my computer reboots. Divex says I'm fine but I am at a loss.
