Over all the build looks reasonably good. My personal preference would be to switch Resist Energies with Resist Elements. Even with the Accolades and the Agility Alpha, I'm concerned about your endurance usage in your attacks. (Especially with your recharge/endurance ratio in Burst and Focus Burst.) With those things in mind I made some small tweaks to the Enhancements. I also gave a few of your recharge IOs some +levels as well. Even with the changes, I'm still not 100% sure that you won't be having some endurance issues.
Anyway, take a look at what I've done and see if any of it works for you.

Alright, trying to resurrect another old toon of mine. Wanting some opinions to see how I can improve...
Ideally, I want the Fire Epic AND fly+afterburner, yet couldn't fit it in really. I settled for SJ until Sorcery comes out.
Dull Pain is perma and would like to keep it.
S/L/E/N/F/C is softcapped, though I feel like I could have done it another way? Not sure...the whole build seems iffy to me.
Any ideas would be awesome. ESPECIALLY if it gets me Fly+afterburner AND the fire epic...
