I think perhaps you left some stuff out of your post. I think you mean you're stuck at the background download of stage two and want help, but this is a guessing game since your post contains five words.
Close out of the game to your desktop. Start the launcher. Right-click "City of Heroes" on the left and select 'download' or 'repair' (I forget the term it uses when the game isn't fully downloaded).
Don't launch the game.
The launcher runs on the Akamai distribution network. The backgrounder does not. The backgrounder sucks monkeys.
