Dimension Shift & Summons/Pets
The answer is no. If you were inside the Dome and summoned, yes. Summoning Freezing Rain, then Dimensional shift on top of it, doesn't put the Rain inside the dome either.
Been there, tried that on beta. It's working as intended. Sorry.
A response from Arbiter Hawk when I had initially asked about this when the new DS was in beta:

Psuedo-pet phase is based off of the caster's phase. If you DS a group, run into the DS long enough to phase, drop your pseudopets, then run out, they should affect your foes. Likewise, if you are unphased and spawn your pseudopets on top of a DS'ed group, then release DS, they should also be affected. However, the case you describe above of a pseudo-pet being cast from outside the bubble into the bubble and having no effect is working as intended.

This may be a silly question...
If I lay down Dimension Shift in a target location and then summon Freezing Rain and/or Tornado from outside the dome, would they still affect the enemies inside? I was under the impression that they would since they are considered a 'pet' of sorts, right?
In addition, would Singularity or a Patron Pet aggro enemies and run inside the field?
