Did I miss something critical? Is there something I didn't think about? Something I didn't know?

Is there anything that I could really improve? Is there something that needs higher priority than I've given it?


Finally, okay, yes, I am VIP (for now). How would you IO slot this for less than a billion? If there is something special, I might be able to get it... maybe. Please bear in mind, I'm looking for overall effectiveness and the ability to Continue to level - this is a work in progress, not a finalized build.

I could be wrong..but I dont think active defence is perma with just 2 SOs.

Also..an IO build of LESS than a billion? That is hardly a compromise..if you have half a brain when it comes to getting your stuff. I dont think ANY of my builds cost near that much. Decent play with a decent build beats pl'd fool with purples, everytime..just go watch nearly all teh SS/Fire brutes on trials.

Basically..the build you have showing, but add sets. Numi and miracle unique, at least the steadfast +def, throw in the Kismet +acc, perf shifter too. Then focus on getting your def to around 45%. Once your near that, then see if you can squeeze in any more before you impact on other areas.

Note..all those uniques are EASILY obtained by simply become a Hero/Villain, and running all the SSAs + a few days of tips. Wont cost you a thing.

Well, you know, the 'billion' was a bit facetious, but my point is that I don't have that much to spend. I'm a normal player, not some auction-house genius who can outright buy anything he wants.

You say I should push my Defense to the soft-cap... What sets do you suggest for doing that?

IMO You don't need all the attacks. Only need your favourite 3 builders plus uppercut and either spinning strike or sweeping cross (depending on whether you prefer pbaoe or cone).

You will then have space for weave and hasten .

Obliterations in PBAoE will get you 3.75% Melee Defense for 6 slots

Eradications in PBAoE attacks will get you 1.56% ranged defense for 3 slots

Touch of Death in ST melee will get you 3.75% melee for 6 slots

Makos Bite in ST melee will get you 3.75% ranged for 6 slots

Sciroccos Dervish in PBAoE will get you AoE defense in 6 slots

Aegis in resistance powers will get you AoE defense in 3 slots

Some of those are a bit pricey.

Also, Luck of the Gambler recipes can be had for 1 or 2 alignment merits each, someone mentioned getting the uniques that way...you could also get Luck of the Gambler sets which will boost recharge and get you some HP and regen bonuses along the way...you can also make money by getting more than you need and selling them later to further fund upgrades to your build.

doctored wounds is a cheap IO set to go in a heal power and for 5 slots gets 5% recharge...however, your Max HP power is also a resist power...and for that I would likely use 3 pieces of Numinas and 3 Aegis which will get you some defense bonuses

Furthermore, I would add Manuevers, combat jumping, and Weave, slotted well those 3 will get you approx 12% defense to all positions...which will go much farther than burning lots of slots to do it through sets...though you will still need a few sets, but not nearly as many to get it done.

Put 3 LotG in Manuevers and Weave...(Def + Def/End + Def/Global Rech)

Put 2 Lotg in CJ (Def/Global Rech + Def)

Oh thats true..as Claw said..tough and weave. Hasten..hmmm. Theres only 2 powers in Stj/Shield that really are helped by hasten. And the end crash can be a pain..I tend to like having a static attack chain..always knowing how fast I can click buttons

For teh sets..red fortunes are good and cheap (usually) for rech, range def, and some other stuff. Shield is a Positional def set (melee/range/aoe) so it is generally best to find sets giving that as the primary Defence bonus (instead of say..Kin COmbats being Smash/Lethal with melee as the minor value) so Oblits are good too (you can get one in sweeping corss, another in shield charge).

Hello just posting a build i think you might like or may want to copy add and change to your preference. nearly capped melee and ranged defence with quite cheap IO's or so i believe. The ATO is in there but in my opinion its not exactly rare. A few LotG's aswell but like has been previously said a few hero merits and they are yours. Thanks for sharing. Except for Kinetic Combat (Not Cheap!) this is a fairly reasonable build. I wish there were Positional Defense bonuses short of 6-slotting. All of that typed defense is... not wasted, but fighting uphill for minimal synergy.

I agree that not having a self-heal makes this set really difficult sometimes. The Power Pool revamp is looking promising.

Hi Fireheart,

I'm at work, and (to be perfectly honest), lazy. However, I do have something that might provide some ideas! Take a look at http://boards.cityofheroes.com/showthread.php?t=246450 - specifically Twilight Snow's build in the second reply.

That was a thread I started for a "budget" WM/Shield brute. It was the build I used from 40ish all the way to 50 and for a year or two after that (because she was a lot of fun with that build and I couldn't bring myself to put forth the effort to make it better until recently).

Take a look at Multistrike for your AoEs and Serendipity for your defense powers. Those IOs should be fairly cheap and still provide some defense bonuses. I was able to build mine without a lot of cash beyond what I "made" leveling up. Hope that helps!

Ok, with minimal tweaking, I made the WM/Shield build I linked above into a "budget" StJ/Shield build. Some bits of it will be a little costly, but I'm sure you could make it for well under 1 billion. Probably half that if you have some alignment merits to spend. It's softcapped to M/R/AoE and should give you a solid build for leveling the rest of the way.

Hmmmm, wow, that's actually really Nice!

And I'm a wee bit of a jerk, I spotted a change I wanted and made some sacrifices in order to get it. Then... some other tweaks. It's a bit more expensive this way, but I think I like it!

I think it could be tweaked and pushed even farther, but it will probably get more expensive, the farther we go.

Glad that helped! The bulk of the work was done by Twilight Snow, I just made a couple changes for StJ vs. War Mace, but it shows how good a cheap */Shield can be. It doesn't take a lot of cash to become softcapped, and to be honest, you get just as much benefit from the additional endurance reduction/recharge reduction/accuracy when using IOs vs. SOs as you do from the softcap defense and set bonuses. It was a quantum leap for my brute when I "budget" IO'ed her and a much more incremental step when I rebuilt her with LoTGs, Numinas, and the other goodies a year or so later.
