Problem with staged download

Hello everyone. I've decided to try out City of Heroes, but I've run into a strange problem. The downloader shows that stage 4 is being downloaded, but whenever I log into the game, it says that only stage 1 has been downloaded. Stage 2 stays at 0%. I've tried uninstalling the game and re-downloading it again, but the same problem repeats. I've snooped around the game files - in the folder 'piggs' there are files of stage 2 (a, b,c) and stage 3 (a through g), so I assume that they are actually downloaded. I've tried to find some info about the problem in the net, searched the forums but with no luck, so any help would be much appreciated.

Don't log into the game until the launcher is done installing. The backgrounder stinks on ice.
