My Second Build, How does it look?

2) i came back to the game since 2004 and atm no cash someone hacked my account but ncsoft said since its been so long ago they cant hep wth the cash loss, so atm no budget
3) i have no pref in epic pool
4) the powers i have listed in kin/rad i was happy with 2004 but at that time i had like 2 acc and 5 or 6 dam in the slots ll and now im bck there that ruke only need 3 of same type any more is just a waiste AND i want to keep my Hover and Fly just cause i love tose two
5) my playstyle back in 2004 was 95% solo and NOW it is still same 95% solo, i play 5 other mmo's atm and i play solo in all of them, i like to take my time, i afk allot, i try hard mobs and challenges s if i die i die alone i dont bring a whole team down with me lol

There are actually plenty of players who don't use the IO system. I've given an SO build a shot. Here's what I did:
I left most of your powers as is, but I did remove Hover in favor of Siphon Speed. You don't have to take Hover to get to Fly anymore and Repel does fine keeping the bad guys at bay when you want them there. Siphon Speed is just too useful to bypass.
I also removed Kick. You have plenty of attacks already and with Hasten and Siphon Speed, you should always have a better attack ready and waiting.
I skipped Speed Boost since you said that you're almost always solo. If you started teaming more, I'd go get this, but you won't miss it playing alone.
I added in damage in quite a few places. Even with Fulcrum Shift, you should notice the difference in how fast enemies go down.
If you're counting on Transference to empty out your opponent, then leave it as is. If you're just worried about topping yourself off, change out some of those End Mods for Recharge.
I went with the Power Mastery pool. It gives you a Build Up power, good resistance in Temp Invuln to stack with your Tough, and an emergency protection in Force of Nature.
Kin/Rad is a good strong pairing, so you've got a lot of room to maneuver and still end up with a great character.
Hope this is helpful. Those who are more experienced in SO builds or Kins may jump in with better advice, but this should be a decent starting point.

hi all this my 2nd build. I took my Kin/Rad def level 31 from 2004 build and shorten it to the rule 3 slot of same enchancement, now this build has been awesome in the past soloing and didn't seem to have any problems all way to lvl 31, now level 32, level 35, and level 38 im not sure on the slotting to have in those slots, BTW this is working up to all SO's everything past 41 have no idea what i want to take, please let me know what you think and what i need to fix, its been years i played my toon and i'm starting him back over so not sure 100%on the slots or what i have in them is correct, so please let me know , tyvm
