SS has rage, which is almost brokenly good, in addition to the usual bonuses rage will increase your damage aura output.

Staff is neat, but the damage output is nothing special. It has a very nice toolbox of handy effects to be useful in a lot of situations, but it lacks in raw DPS output compared to many sets.
